The Oak Ridge Community Development Department is asking citizens for feedback on the first draft results of the City Blueprint Plan.

Blueprint is a citywide plan for the future of Oak Ridge, a press release said. The formation of the plan is led by the Oak Ridge Municipal Planning Commission with input and involvement from the entire community, including residents, businesses, and property owners. Generally, a citywide plan prepares for future population change or growth and its anticipated impacts in order to ensure that the city can achieve desired goals for the built environment, community services, economic health, and quality of living, the press release said.

When the Blueprint process began in January 2017, more than 500 people turned out to share their ideas about our City’s direction. Since that time, the planning team has completed the following: [Read more…]

Oak Ridge officials have approved a plan that would allow a new residential development on more than 100 acres off Edgemoor Road in east Oak Ridge.

It’s a significant change to what had originally been expected on the property in a master plan adopted in 2009. That was for a planned unit development called Centennial Village.

The new development, which requires changes to the Centennial Village master plan, would be called Harbour Pointe. It could include 310 lots on 117 acres. Of the lots, 186 could be single-family and 124 could be multi-family.

It’s one of several new or revived residential developments across Oak Ridge.

The Oak Ridge Municipal Planning Commission unanimously approved rezonings and a preliminary master plan for Harbour Pointe, subject to certain conditions, during a special meeting on Monday, November 5. The Oak Ridge City Council then unanimously approved them, with the Planning Commission conditions included, on Monday, November 12. [Read more…]

Gooch, Chinn will seek re-election as mayor, mayor pro tem

Oak Ridge Mayor Warren Gooch will seek re-election as mayor later this month, and Mayor Pro Tem Rick Chinn wants to serve again as mayor pro tem.

The Oak Ridge City Council will elect two of their seven members as mayor and mayor pro tem at a meeting on Tuesday, November 27. The mayor and mayor pro tem, who serves in the mayor’s absence, serve two-year terms. Under the City Charter, they are chosen by Council after each municipal election every two years.

While Gooch is currently mayor, Council member Rick Chinn is now the mayor pro tem. In Oak Ridge, the daily responsibilities of running the city are delegated to a city manager, who is selected by Council. The mayor and mayor pro tem cast votes during City Council decisions, and the mayor—or mayor pro tem when the mayor is not available—leads City Council meetings, signs ordinances and resolutions, and serves as the ceremonial head of the city, among other duties.

If he is re-elected later this month, it would be Gooch’s third two-year term as mayor. It would be Chinn’s second term as mayor pro tem. [Read more…]

The Oak Ridge City Council will consider a resolution this evening to issue up to $13.75 million in bonds so the city can build a new preschool and senior center, and make improvements at Scarboro Park as part of the preschool project.

The special meeting starts at 6 p.m. Monday, October 29, in the Oak Ridge Municipal Building Courtroom at 200 South Tulane Avenue.

Council approved an initial bond resolution of up to $16.5 million for the preschool and senior center projects during a meeting on Monday, September 10. Hoping to make progress and help produce a good plan, Oak Ridge officials will meet in November to discuss the second phase of Main Street Oak Ridge.

Oak Ridge officials have had concerns about proposed revisions to the master plan for Main Street as the developer, RealtyLink, prepares to welcome a second wave of tenants. The Oak Ridge Municipal Planning Commission postponed a vote on the revised master plan during a meeting on Thursday, October 18.

The November 8 joint work session will include the Planning Commission and the Oak Ridge City Council. The special meeting was requested last Thursday when the Planning Commission postponed its decision on the revised master plan.

Some officials have raised concerns about the proposed revisions to the master plan, including the possible closure of the road connecting Rutgers Avenue to the roundabout at Main Street, and they have emphasized their interest in having a mixed-use city center with pedestrian connections, green space or a central gathering spot in its interior, and restaurants and residential units.
