Oak Ridge officials have asked Anderson County to consider donating up to 2.05 acres on Emory Valley Road for a sewer system holding tank.

Oak Ridge officials have asked Anderson County to consider donating up to 2.05 acres on Emory Valley Road for a sewer system holding tank east of the former Daniel Arthur Rehabilitation Center.

The U.S. Environmental Protection Agency has ordered Oak Ridge to stop all sewer system overflows by 2015, and studies have shown that several holding tanks are required at critical locations “to equalize and detain excess flow during heavy rain events,” Public Works Director Gary Cinder said in a July 26 memo. One equalization tank would be required near the county-owned Daniel Arthur Center, which is used by satellite county offices, the Oak Ridge Senior Center, and the Emory Valley Center.

The Anderson County Operations Committee will consider the request during a Monday evening meeting. [Read more…]

Price Florist gets another 30 days for sale, repair, or demolition

A city board has declared Price Florist on Oak Ridge Turnpike a nuisance and unfit for human occupation and use, and members have given the property owner another 30 days to develop a repair plan, get a demolition permit, or reach an agreement to sell it.

The owner of the Price Florist property on Oak Ridge Turnpike has already been given two 30-day extensions to make repairs, demolish the building, or sell it.

On Thursday, the Oak Ridge Board of Building and Housing Code Appeals gave property owner Patricia Warren of Crossville one last extension.

“There’s no more 30 days,” board member Joe Lee said. “We’ve burned them up.” [Read more…]

Oak Ridge municipal, education officials reach agreement on school resource officer MOU

School safety has been a high-priority issue for many people across the country since the deadly Sandy Hook Elementary School shootings in Connecticut in December.

It’s been an issue in Oak Ridge as well, with proposals to increase the number of school resource officers, or SROs, and a vigorous debate in July that was sparked by a controversial guest column written by Oak Ridge City Council member Trina Baughn.

On Thursday, Oak Ridge municipal and education officials announced a cooperative effort to govern the city’s SRO program. They said an agreement has been reached between city officials and school officials on a memorandum of understanding, or MOU.

Blasting begins next week at construction site for Kroger Marketplace

The former Super 8 motel that is expected to be demolished to make way for a new Kroger Marketplace shopping center at Oak Ridge Turnpike and Illinois Avenue.

Blasting at the construction site for the Kroger Marketplace shopping center will begin next week, Oak Ridge officials announced Thursday.

“All blasting will happen at 2 p.m. on Mondays, Wednesdays, and Fridays,” a city press release said. “Depending on the location of the blast, there may be temporary road closures in the area.”

The release said a blast survey was performed. “No collateral damage has been predicted,” it said. “The explosions may be heard and felt. During the blasts, it is not necessary to contact emergency dispatch services, unless an emergency has occurred. The City of Oak Ridge Fire and Police will be present for the blasting.” [Read more…]

During a meeting this evening, residents will be able to view and comment on three conceptual drawings for the project to revitalize Jackson Square, the city’s original town center.

The open house meeting starts at 6:30 p.m. today (Wednesday) at the Oak Ridge Chamber of Commerce.

The Community Development staff will record public comments and provide feedback to project team members Hedstrom Design LLC, Landscape Architects, and Vaughn and Melton Consulting Engineers Inc. The design will be finalized, and construction is anticipated to begin in January 2014. [Read more…]

Oak Ridge officials have been asked to terminate the 50-year lease on the former Recording for the Blind and Dyslexic building on Badger Road, which would leave vacant space in central Oak Ridge. City officials haven’t decided what to do with the building.

A decision to terminate a 50-year lease agreement on a building once used by a national nonprofit organization to record audiobooks for the dyslexic and visually impaired could open up some office space in central Oak Ridge.

But city officials said they haven’t decided what to do with it yet.

Now partially empty, the split-level two-story building on Badger Road was once home to Recording for the Blind and Dyslexic. Located on the south side of Alvin K. Bissell Park, it still houses the Oak Ridge Civic Music Association, which includes the Oak Ridge Symphony Orchestra and Oak Ridge Chorus. [Read more…]

Tennessee Gov. Bill Haslam visited Oak Ridge about one year ago to announce that a state grant valued at roughly $800,000 had been awarded to the city to help revitalize Jackson Square, focusing on parking, lighting, landscaping, and benches.

Next month, Oak Ridge officials will have an open house to present three conceptual drawings for the project, which is in the city’s original town center. The public meeting starts at 6:30 p.m. Wednesday, Aug. 7, at the Oak Ridge Chamber of Commerce.

The Tennessee Department of Transportation Enhancement Grant awarded last year is to be used for the project’s first phase, which includes renovating the Jackson Square parking lot by adding handicapped parking and access, pedestrian lighting and circulation, landscaping and event enhancements, and bicycle racks and benches, a city press release said. After 13 years here, the head coach of the Oak Ridge Rowing Association is leaving the Secret City.

Allen Eubanks no longer works for the ORRA. The rowing association’s board agreed unanimously earlier this month that Eubanks was “no longer needed for the position he held,” ORRA President Bob Franks said Monday.

Franks declined to elaborate on the personnel change, which he called a business decision.

“He’s a good guy,” Franks said of Eubanks. “He’s going to be successful, and we wish him well.” [Read more…]

Oak Ridge officials are reconsidering a proposal that would allow them to inspect rental homes as part of a program to combat property blight and substandard housing.

It’s been considered before and the Oak Ridge City Council has approved an ordinance establishing the program, but it’s never been implemented, Oak Ridge Community Development Director Kathryn Baldwin said Monday.

Now, the city staff has proposed expanding the program from the Highland View neighborhood to the larger Manhattan District Overlay, which includes Highland View and a swath of properties north of Oak Ridge Turnpike from East Drive in east Oak Ridge to Bryn Mawr Circle in west Oak Ridge. The MDO also includes properties in the Woodland, Scarboro, and Burnham Woods neighborhoods. [Read more…]

Beer Board approves short September suspension for Back 2 Brewski’s

The Oak Ridge Beer Permit Board approved a suspension of up to two weeks for a Grove Center bar that was the scene of an April 14 fight involving two men, including one who police said was very intoxicated.

But the beer permit suspension, scheduled to start Sept. 1, could be shortened to one week if Back 2 Brewski’s meets a few requirements, including proving that employees who need training on responsibly serving alcohol complete a course by Aug. 30. [Read more…]

Price Florist on Oak Ridge Turnpike got another 30-day reprieve from a repair or demolition order.

Property owner Patricia Warren of Crossville said she is cleaning up the property and has three serious prospective buyers. Two, including a chain that sells “products that you consume,” would demolish the building, and the third would relocate an existing Oak Ridge business from the edge of town to the 0.35-acre site in the heart of the city, Warren said. In unusual move, Council removes Beer Board member

The Oak Ridge City Council on Monday took the unusual step of removing a member of the city’s beer board after two members said he had been disruptive and argumentative, and turned what had been smooth-running and efficient meetings into “veritable circuses.”

The disruptive behavior of Oak Ridge Beer Permit Board member Pedro Otaduy had caused at least two board members to consider resigning, which would cripple the board’s ability to act, City Manager Mark Watson said. [Read more…]
