Garbage has to be brought to curb starting July 1

With limited exceptions, garbage cans in Oak Ridge will have to be brought to the curb for the weekly pickup starting July 1, and there will be a $1.20 monthly fee increase for the waste disposal service.

The city’s previous 25-year contract is expiring, and the new contract will start July 1.

Unlike many cities, Oak Ridge has had a “backdoor pickup” garbage service for years, but that is ending. With that back door service, garbage would be picked up away from the curb—at a back door, for example.

Under the new contract, people with qualifying disabilities will still be eligible for backdoor garbage and recycling services. (More information is included below.)

As part of the contract change to curbside pickup, new large 95-gallon trash bins will be provided at no cost, a press release said.

SSAB to hear about DOE work to ensure sufficient waste disposal capacity

The Oak Ridge Site Specific Advisory Board on Wednesday will hear about work by the U.S. Department of Energy’s Oak Ridge Office of Environmental Management to ensure there is sufficient waste disposal capacity to complete future cleanup work at Oak Ridge National Laboratory and Y-12 National Security Complex.

DOE is considering a new landfill known as the Environmental Management Disposal Facility. It could be built in central Bear Creek Valley west of Y-12. There was a public meeting to discuss the project at the New Hope Center at Y-12 on Wednesday, November 7.

The existing landfill, the Environmental Management Waste Management Facility west of Y-12, is about three-quarters full, and it is expected to fill up in the early 2020s after cleanup work is complete at the East Tennessee Technology Park, the former K-25 site. [Read more…]

The final drums of old transuranic waste stored at Oak Ridge National Laboratory have been prepared for disposal.

The U.S. Department of Energy’s Oak Ridge Office of Environmental Management reported Tuesday that it had recently completed installing vents and sample ports in the final drums of the legacy transuranic waste stored at ORNL. The decade-long effort ensures that the drums do not contain any hazardous gases that could cause rapid combustion.

The ventilated unit where the drums were vented is closed and explosion-proof, DOE said. It is capable of withstanding a combustion event while keeping workers and ORNL, the nation’s largest multi-program national laboratory, safe, DOE said.

“Venting and sampling these drums is an essential part of the waste disposal process,” ORNL Portfolio Federal Project Director Bill McMillan said. “Now that we can ensure the safety of each drum, they are ready for transport to the Transuranic Waste Processing Center for processing and subsequent shipment to a permanent disposal facility away from Oak Ridge.” [Read more…]

The U.S. Department of Energy’s Oak Ridge Office of Environmental Management has awarded Strata-G LLC a contract to perform environmental sampling as part of its effort to build a new waste disposal facility on the Oak Ridge Reservation.

Under the contract, valued at about $1 million, the veteran-owned small business is responsible for drilling 16 wells to access groundwater, characterize surface water, and gather soil samples for geotechnical investigations at the Bear Creek Valley site, located on federal land west of the Y-12 National Security Complex, a press release said. That site is known as the Central Bear Creek Valley site.

Information gathered from the environmental sampling activities will be used to determine if the site is suited for future waste disposal operations and to support detailed design for the new disposal facility, known as the Environmental Management Disposal Facility. Fieldwork is scheduled for completion in April, and a final report on the effort will be released later this year, the press release said. [Read more…]

Federal board recommends five cleanup priorities for Oak Ridge Reservation

A federal board has recommended five cleanup priorities for the Oak Ridge Reservation: offsite groundwater monitoring, future waste disposal capacity, the disposal of excess facilities, mercury in East Fork Poplar Creek, and remaining debris at the East Tennessee Technology Park.

The recommendations were made by the Oak Ridge Site Specific Advisory Board. That’s a federally appointed citizens’ panel that provides independent advice and recommendations to the U.S. Department of Energy’s Oak Ridge Office of Environmental Management.

The recommendations are for the fiscal year 2019 environmental management budget, which begins October 1, 2018.

“ORSSAB has identified five priorities for Oak Ridge Reservation cleanup, and recommends that the FY 2019 Oak Ridge EM program budget request reflect adequate funding to keep these projects going,” the board said. “Also, when additional funds from suitable plus-ups and savings become available, it recommends that these funds be targeted for these projects.”

DOE: National labs, including ORNL, helped found study of ecology

Researchers at federal sites such as Oak Ridge National Laboratory first developed many of the concepts and tools that ecologists still use today, according to the U.S. Department of Energy.

“The study of ecology is likely to evoke images of recycling signs or the ‘blue marble’ Earth from space associated with the environmental movement of the 1960s,” the U.S. Department of Energy Office of Science said in an article published online on June 28. “But in reality, ecology as a field largely developed to meet the need to monitor radioactive contamination in the Atomic Age.”

The federal government had a major knowledge gap after World War II, according to the article, which was written by Shannon Brescher Shea, senior writer/editor in DOE’s Office of Science. Specifically, the United States government needed to know more about the consequences of nuclear weapons use and production, from the effects of fallout to waste disposal.

The Atomic Energy Commission’s national laboratories were logical places to answer these questions, the article said. [Read more…]

Proposed DOE waste disposal site to be discussed at Lunch with the League on Tuesday

The U.S. Department of Energy’s proposal for a new disposal site for waste from ongoing cleanups, and some concerns that have been raised regarding the DOE proposal, will be the subject of Ellen Smith’s presentation at Lunch with the League on Tuesday.

Lunch with the League is scheduled to start at 11:45 a.m. Tuesday, December 6, in the Social Hall of the Oak Ridge Unitarian Universalist Church, which is located at 809 Oak Ridge Turnpike.

Smith is on the staff of Oak Ridge National Laboratory’s Environmental Sciences Division. She is a member of the Oak Ridge City Council, where she serves are mayor pro tem. [Read more…]

Local environmental board meets with federal, state agencies to discuss cleanup mission

In August, members of a citizen’s advisory board met with representatives of the U.S. Department of Energy, the U.S. Environmental Protection Agency, and Tennessee Department of Environment and Conservation to consider key issues for Oak Ridge Reservation cleanup in fiscal year 2017, which begins in October.

The Oak Ridge Site Specific Advisory Board held its 2016 Annual Planning Meeting in Townsend, Tennessee, on August 6. The Saturday meeting brought together members of the Oak Ridge board, leadership from DOE’s Oak Ridge Office of Environmental Management, or OREM, and liaisons from federal and state regulatory agencies to review cleanup accomplishments in FY 2016 and discuss priorities for FY 2017.

ORSSAB is a federally chartered citizens’ panel that provides recommendations to OREM on its environmental management activities at DOE sites locally. OREM encourages public participation in federal projects and meets regularly with the Oak Ridge board, as well as with other citizen and stakeholder groups within the community to gather public perspectives regarding a diverse cleanup mission that addresses legacy nuclear waste at sites across the Oak Ridge Reservation through numerous activities, including waste disposition, long-term stewardship, and site restoration. DOE director’s presentation to include discussion of proposed landfill near Y-12

A Tuesday presentation by federal official Laura Wilkerson will include information on the proposed new Environmental Management Disposal Facility, a landfill that would be on the west side of the Y-12 National Security Complex.

Laura Wilkerson is a portfolio federal project director for the U.S. Department of Energy Oak Ridge Office of Environmental Management. She will be the guest speaker at Lunch with the League at noon Tuesday, November 17, in the Social Hall of the Oak Ridge Unitarian Universalist Church at 809 Oak Ridge Turnpike.

Her presentation will focus on environmental management and waste management in Oak Ridge.

Lunch with the League is sponsored by the League of Women Voters of Oak Ridge. In a press release, the League said it has a position on waste disposal that addresses full disclosure of intent and public participation in the decision-making process.

Smith will be the featured speaker at the luncheon meeting of AAUW (American Association of University Women). The meeting starts at 11:30 a.m. Monday at First Presbyterian Church in Room 102 of the Activities Building.

Free community school focuses on waste disposal management

Three Community School evening seminars on the topic of waste disposal management will be held at the Oak Ridge Unitarian Universalist Church beginning Tuesday, September 15.

The second and third seminars are scheduled for the following Tuesdays, September 22 and September 29. All seminars will be held from 6:30 to 8:30 p.m., and free child care will be provided. The church is located at 809 Oak Ridge Turnpike.

The League of Women Voters of Oak Ridge and Tennessee Citizens for Wilderness Planning have partnered to offer these seminars, a press release said. The Community School is made possible by a $20,000 Community Involvement Fund grant awarded to the Oak Ridge League by the New Mexico Community Foundation, and funded through the U.S. Department of Energy. A portion of the grant helped to fund an environmental program focusing on children at the ORUUC Rainbow Camp in June. [Read more…]

DOE responds to SSAB’s waste disposal recommendation

The U.S. Department of Energy’s Oak Ridge Office of Environmental Management has responded to a recommendation made earlier this year by the Oak Ridge Site Specific Advisory Board.

In May, the federally appointed citizens’ panel recommended that DOE continue to plan for additional on-site waste disposal capacity on the DOE Oak Ridge Reservation, or ORR, for low-level radioactive and chemically hazardous waste.

DOE currently operates the Environmental Management Waste Management Facility, or EMWMF, a low-level radioactive waste disposal facility in Bear Creek Valley near the Y-12 National Security Complex. When the facility began accepting waste in 2002, it was expected to handle all projected low-level waste from cleanup operations on the ORR. However, with the amount of demolition and work left to complete, EM requires additional disposal capacity onsite.

DOE has conducted a study to develop, screen, and evaluate alternatives for an additional waste disposal facility, with a working name of EM Disposal Facility, or EMDF. ORSSAB’s recommendation encouraged the agency to continue working toward adding disposal capacity and proposed recommendations for a new facility.

The ORSSAB encouraged DOE to minimize the need for additional on-site capacity when possible. In its response, DOE said it was examining the final cover design of the EMWMF to allow for extended capacity. The waste acceptance criteria for other so-called “sanitary landfills” on Chestnut Ridge are being evaluated for possible modifications to allow a wider variety of waste. [Read more…]
