NRC has hearing on Oak Ridge site that could host small nuclear reactors

The U.S. Nuclear Regulatory Commission has scheduled a hearing for an application for a site in west Oak Ridge where small modular nuclear reactors could be built.

The hearing has been scheduled for 9 a.m. Wednesday, August 14, at the NRC in Rockville, Maryland.

The NRC will discuss an early site permit application submitted by the Tennessee Valley Authority for the Clinch River Nuclear Site. TVA has proposed using the 935-acre site, which is along the Clinch River south of Heritage Center (the former K-25 site), to build two or more small modular reactors. The site once hosted the former Clinch River Breeder Reactor Project.

During the August 14 hearing, the NRC will have an evidentiary session to hear testimony and receive exhibits in the uncontested proceeding for TVA’s early site permit application, according to a notice published in the Federal Register on Monday.

Small reactors can be safely located on Clinch River site, NRC says

Two or more small nuclear reactors could be safely located on a site in west Oak Ridge, a federal agency said this month.

The reactors could be built on the Clinch River Nuclear Site. That’s a 935-acre site south of Heritage Center (the former K-25 site) in the Roane County portion of Oak Ridge. The plant would be off Bear Creek Road near Highway 58 on a peninsula surrounded by the Clinch River on the east, south, and west.

The U.S. Nuclear Regulatory Commission has completed a final safety evaluation report for an early site permit application for the site.

“The report concludes there are no safety aspects that would preclude issuing the permit for the site,” the NRC said in a press release Tuesday. The report, which is about 600 pages, had been expected this month.

The Tennessee Valley Authority applied for the early site permit in May 2016. The NRC’s final safety evaluation report for the site was published Friday, June 14.

TDEC to attend county’s Bull Run meeting on June 10

The Tennessee Department of Environment and Conservation will attend a June 10 meeting where the planned closure of the Bull Run Fossil Plant in Claxton will be discussed, a county commissioner said.

It will be the June 10 monthly meeting of the Anderson County Commission’s Intergovernmental Committee. The public is encouraged to attend, said Anderson County Commissioner Catherine Denenberg of District 6 in Oak Ridge.

TDEC is the state department that is responsible for monitoring the Tennessee Valley Authority, Denenberg said.

“They will have a Power Point presentation and will be there to answer questions about their involvement with the closing of the Bull Run Fossil plant in Claxton,” Denenberg said.

NRC still reviewing early site permit for Clinch River Nuclear Site

The U.S. Nuclear Regulatory Commission is still reviewing a permit application for a site in west Oak Ridge where two or more small modular nuclear reactors could be built.

The application for the early site permit for the Clinch River Nuclear Site was submitted by the Tennessee Valley Authority on May 12, 2016. The application was supplemented by a revision on January 18, 2019, the NRC said in a notice published in the Federal Register on Friday.

The 935-acre Clinch River Nuclear Site is located in the Roane County portion of Oak Ridge along the Clinch River.

TVA seeks public input on proposed changes to ash storage at Bull Run

The Tennessee Valley Authority is proposing changes to plans for closure of a coal ash storage area and wastewater treatment at its Bull Run Fossil Plant in Claxton. TVA is asking the public to comment on those revisions in a draft supplemental environmental assessment issued on April 22. That document is available at www.tva.com/nepa.

The revised draft supplemental environmental assessment will consider the potential environmental impacts of several alternatives for closure of the main ash impoundment, a press release said. The project would include turning a portion of the impoundment into a temporary process water basin during construction of a permanent basin for wastewater and storm water at the site. The current stilling pond would be closed, with ash removed to an existing onsite landfill, and turned into the permanent process water basin, the press release said.

Oak Ridge Chamber leads TVA Community Livability Initiative: Program will showcase livability assets

The Oak Ridge Chamber of Commerce has been chosen by the Tennessee Valley Authority to participate in TVA’s Community Livability Initiative. The purpose of the program is to map and showcase Oak Ridge’s livability assets and increase the likelihood that the community will be viewed as inviting and vibrant by companies and talent seeking locations, a press release said.

The asset mapping will be conducted by volunteers of the Oak Ridge Chamber of Commerce as well as other community volunteers working with the chamber. The process will culminate in a July showcase to TVA Economic Development staff and Newmark Knight Frank consultants, the press release said.

Kelly Callison, senior vice president of operations for Information International Associates and chair of the Chamber-led Housing Committee said: “It’s exciting to see the hard work of the Housing Committee is a part of securing this opportunity. The housing study commissioned by the Chamber in 2017 and implemented over the past two years is bearing fruit as we see new houses coming out of the ground. The collaboration between the Chamber, the city, Realtors, the school system, Oak Ridge Land Bank, and the Oak Ridge Housing Authority in one joint effort has certainly been a big part of solving problems and maintaining accountability related to follow through on the study’s recommendation.” [Read more…]

The U.S. Nuclear Regulatory Commission has issued a final environmental impact statement, and the staff has recommended, based upon the environmental review, issuing an early site permit for the Clinch River Nuclear Site in west Oak Ridge, where two or more small modular nuclear reactors could be built.

The final environmental impact statement, or EIS, was issued by the NRC on April 3. A notice of the EIS and the staff’s recommendation was published in the Federal Register on Monday, April 8.

A federal safety committee has recommended that an early site permit be approved for small modular reactors at the Clinch River Nuclear Site in west Oak Ridge.

The Advisory Committee on Reactor Safeguards recommended the approval in a January 9 letter to the U.S. Nuclear Regulatory Commission. The letter was signed by Michael L. Corradini, committee chair. The Advisory Committee on Reactor Safeguards reports on the parts of an early site permit application that concern safety. The committee’s recommendation does not appear to have been previously reported.

An early site permit evaluates the suitability of a site for the potential construction and operation of a nuclear power plant. The permit application for two or more small modular reactors at the 935-acre Clinch River site was submitted by the Tennessee Valley Authority in May 2016. TVA said the reactors could generate up to 800 megawatts of electricity.

In a presentation to the Advisory Committee on December 6, TVA outlined what it appears to consider advantages of the Clinch River Nuclear Site: access to 500 kilovolt and 161 kilovolt transmission lines; being a neighbor to the U.S. Department of Energy, an interested customer; strong community support; and access to basic infrastructure and an abundant and skilled workforce. Community meeting to discuss Bull Run closure on Tuesday

There will be a community meeting in Claxton on Tuesday evening to discuss the closure of the Bull Run Fossil Plant. The Tennessee Valley Authority board of directors agreed in February to close the coal-burning plant by 2023.

The meeting is scheduled from 6-8 p.m. Tuesday, April 2, in the Claxton Community Center at 1071 Edgemoor Road. It will include Statewide Organizing for Community eMpowerment (SOCM) and nonprofit partners, a press release said.

“The meeting’s purpose is to give concerned residents of the community around TVA’s Bull Run Fossil Plant an opportunity to connect and to share their concerns, hopes, and questions around TVA’s recent decision to retire the Bull Run coal plant by 2023 or sooner,” the press release said. “Now is the time to begin a dialog to protect our community’s common interests.”

Organizers said they are urging environmental engineers, scientists, community leaders, officials from Anderson County, the cities of Oak Ridge and Clinton, Tennessee Department of Environment and Conservation, and others to be available to share information and expertise, provide support, and address residents’ questions on coal ash, air pollution, health, worker transition, economic impacts, safe demolition and site reclamation, future site use, and property values. TVA to lower level of Melton Hill Reservoir for annual shoreline maintenance

The Tennessee Valley Authority will temporarily lower the water level of Melton Hill Reservoir from Sunday, March 24, through Sunday, April 7, to allow property owners to repair docks, stabilize shoreline, and pick up litter, a press release said.

The reservoir’s water level will be held between 790 and 792 feet above sea level—about two to four feet below its current level—during this period, the press release said. The exact rate of the drawdown will depend on weather conditions and may vary with rainfall amounts. Melton Hill will be returned to its normal winter elevation of 794 feet by April 7.

“As in the past, the drawdown targets and dates are subject to change due to weather constraints,” the press release said. “Recent heavy rains could result in greater than usual debris and erosion in some areas.” [Read more…]

TVA releases draft power generation plan

The Tennessee Valley Authority has released a draft version of a plan that evaluates its options to meet its power generation needs during the next 20 years, and it is accepting public comments.

Under development since early 2018, the draft of the Integrated Resource Plan was released for public review on Friday.

The Integrated Resource Plan is a power planning roadmap, TVA said in a press release Wednesday. It examines a variety of economic, regulatory, and market-driven scenarios and strategies—both within and outside TVA’s control—to help the public utility respond to changing energy demands while continuing to provide reliable power at the lowest possible cost, the press release said.

“The 2019 IRP emphasizes the importance of flexibility in our generation in response to the changing energy marketplace,” said Laura Campbell, TVA vice president of enterprise planning. “TVA looked at a wide range of possible futures, and flexibility is important in every case to ensure a reliable power supply.” [Read more…]

The coal-burning Bull Run Fossil Plant in Claxton and Paradise Fossil Plant Unit 3 in Kentucky are not economical to operate, and retiring them will offer a savings of about $320 million and avoid more than $1 billion in capital costs, the Tennessee Valley Authority said Thursday.

The TVA Board of Directors voted 6-1 to close Paradise Unit 3 and unanimously agreed to close Bull Run during a meeting in Chattanooga on Thursday. Paradise could close by December 2020, and Bull Run is expected to close by December 2023.

The Bull Run and Paradise closures will be the first 1,700 megawatts of coal plant retirements of the 2,600 megawatts that could be retired through 2033 under a 2015 integrated resource plan, TVA President and Chief Executive Officer Bill Johnson told the board.
