Anderson County Accounts and Budget Office receives award

Anderson County Accounting Office Award

Anderson County government recently announced that its Accounts and Budget Office has received the Popular Annual Financial Report Award, or PAFR Award.

The PAFR Report is a voluntary report that counties can choose to compile and publish in order to condense the financial position of the county. The goal of popular reports is to present budget information in a way that is easy to understand, a press release said.

“We scored an 86.7 percent out of 100 percent by the panel of 3 judges,” Anderson County Deputy Budget Director Connie Aytes said. “One judge gave us a 96.8 percent grade. I am honored to say this now makes the 11th consecutive year we’ve won the award.” [Read more…]

Anderson Operations Committee to discuss solutions to sheriff’s salary suit

An Anderson County committee will discuss possible solutions to the ongoing legal dispute over Anderson County Sheriff’s Department salaries during a meeting this evening.

The dispute is between Anderson County Sheriff Paul White and County Mayor Terry Frank. Possible solutions will be discussed during an Anderson County Operations Committee meeting at 6 p.m. today (Monday) in Room 312 of the Courthouse.

Other agenda items include the election of a committee chair, consideration of a private act regarding the donation of real estate to nonprofit organizations, an update from Anderson County Law Director Jay Yeager on efforts to get the railroad-owned bridge on Johnson Gap Road re-opened, and the discussion of possible alternate sites for the Glen Alpine convenience center.

Anderson County Mayor Terry Frank will discuss her first year in office during Lunch with the League on Tuesday.

The lunch starts at noon Tuesday in the Social Hall of the Oak Ridge Unitarian Universalist Church.

Frank was elected in August 2012 to serve a two-year term as Anderson County Mayor, completing the unexpired term of former mayor Rex Lynch, who resigned in January 2011 after being indicted for sales tax fraud. She was sworn into office on Sept. 1, 2012. [Read more…]

CLINTON—Anderson County inmates could soon pay for items such as pants and shirts, bras and underwear, and toothpaste and toilet paper, with costs ranging from three cents for soap to $24.65 for a coat.

The new fees were approved with no opposition by the Anderson County Commission on Monday. The money would be deducted from the inmate’s jail trust account or any other account or fund set up for the prisoner. The fees would not be added to court costs.

The supply fees were one of three new sets of inmate fees approved by commissioners on Monday. [Read more…]

CLINTON—The legal fees might already exceed $20,000, and they could continue to mount in a bitter dispute between the mayor and sheriff over a $7.7 million salary agreement for the Anderson County Sheriff’s Department.

Efforts to “stop the bleeding”—and avoid extra expenses for Anderson County residents—were unsuccessful after a lengthy, heated debate on Monday night. During that debate, Anderson County commissioners rejected several proposals to cover some legal fees of Mayor Terry Frank in her response to a salary suit filed in July by Sheriff Paul White. Among the rejected options were proposals to pay Frank’s fees so far but no more, capping them at $40,000, or covering all expenses until the matter is resolved.

Frank has refused to sign the salary agreement, saying it includes about $1 million more for salaries and overtime than was approved by commission in June. But the Sheriff’s Department has said the salary agreement is routine and was drafted according to state law, and actual spending will be closer to the $6.6 million approved by the commission as part of this year’s budget. As the Anderson County Commission continues to try and find ways to generate sufficient revenue to staff the jail expansion scheduled to open early next year, commissioners on Monday will consider several resolutions drafted by the county law director assessing new fees for inmates incarcerated at the county jail. Law Director Jay Yeager says the new fees are in line with state law and would help take the onus of housing the inmates off of the taxpayers and place it on the offenders themselves.

Some of the proposed fees include charging prisoners for their jail-issued clothing and toiletries as well as instituting medical and dental co-pays and fees for having a jailer escort an inmate to the hospital to visit a sick relative or to the funeral of someone in their immediate family. Oak Ridge officials have asked Anderson County to consider donating up to 2.05 acres on Emory Valley Road for a sewer system holding tank east of the former Daniel Arthur Rehabilitation Center.

The U.S. Environmental Protection Agency has ordered Oak Ridge to stop all sewer system overflows by 2015, and studies have shown that several holding tanks are required at critical locations “to equalize and detain excess flow during heavy rain events,” Public Works Director Gary Cinder said in a July 26 memo. One equalization tank would be required near the county-owned Daniel Arthur Center, which is used by satellite county offices, the Oak Ridge Senior Center, and the Emory Valley Center.

The Anderson County Operations Committee will consider the request during a Monday evening meeting. [Read more…]

Property values decreasing, some Oak Ridge homes selling for much less than appraised values, county board says

Anderson County property values are decreasing to less than about 85 percent of their appraised values, and Oak Ridge appears to have several types of property that are selling for much less than their state appraisals, including older, low-priced homes and high-priced, high-quality homes, officials said.

All land tracts in the county also appear to be selling for much less than their state appraisals, the Anderson County Board of Equalization told Anderson County Mayor Terry Frank and county commissioners in a July 15 letter.

The board said the Oak Ridge properties selling for much less than their appraised values include low-priced homes built during the Manhattan Project era in World War II and high-priced, high-quality homes that are now unaffordable for most working-class employees. The Oak Ridge properties, as well as land tracts in Anderson County, appear to be selling at about 70 to 85 percent of the state appraised values. [Read more…]

Free prescription discount cards available to Anderson County residents

CLINTON—In partnership with the National Association of Counties, or NACo, the Anderson County government is offering free prescription discount cards to Anderson County residents, a press release said.

The program “is open to anyone who wants to use it,” said Alex Koroknay-Palicz, NACo membership coordinator. The free prescription discount card program is funded, in part, by Anderson County’s annual NACo membership dues, he said. [Read more…]

CLINTON—In a ceremony that featured pastors, prayers, and patriotic songs, a group of about 150 people watched Tuesday morning as the first of four signs emblazoned with the national motto “In God We Trust” was unveiled at the Anderson County Courthouse in Clinton.

Supporters celebrated the installation of the seven-foot, 180-pound sign as a victory for the majority, a chance to honor the nation’s heritage.

“Whether you agree with this or disagree with this, the democratic process took place,” said Tom Byrge, director of missions for Clinton Baptist Association. “The majority of the U.S. citizens will continue to believe, and will not be ashamed to say, ‘In God We Trust.’” [Read more…]

CLINTON—Several setbacks put the project behind schedule on Monday, delaying the work for several hours, but by Monday evening, workers from a Knoxville company began installing the first of four black granite signs emblazoned with the national motto “In God We Trust” over the entrances at the Anderson County Courthouse in Clinton.

Plans had called for completing the work by Monday night, but it wasn’t clear if that would be possible. Among the setbacks were rain, a traffic jam, a hydraulic hose that popped off a hydraulic lift, and a drill that ran into rebar in the rock-solid courthouse walls.

Still, those who supported the project—with the work being done by Island Home Granite, Signs, and Monuments of Knoxville—were pleased to see it was under way. [Read more…]
