Nuclear energy expert to give FORNL lecture on Tuesday

Andrew Worrall, deputy director of Gateway for Accelerated Innovation in Nuclear (GAIN) and section head at the Oak Ridge National Laboratory, will present “Why Nuclear and Why Now?” on Tuesday, July 13, at noon to Friends of ORNL.

The lecture is open to the public. To view the virtual lecture, click on the talk title on the homepage of the www.fornl.org website and click on the Zoom link on the page describing the lecture, a press release said.

Today, nuclear energy in the United States produces approximately 20 percent of the nation’s electricity demand, the press release said. According to Worrall, “It is the largest producer of our nation’s emission-free electricity, yet is often misunderstood and misrepresented.”

In his presentation, Worrall will highlight some of the “pros and cons” of nuclear energy. Then he will explain why an expansion in nuclear energy is required not just for the United States but also around the world as the earth’s surface temperature continues to rise in response to increasing greenhouse gas emissions. Test reactor could be built at Oak Ridge, Idaho

Oak Ridge National Laboratory and Idaho National Laboratory are being considered as potential sites for a test reactor, where fuels and materials could be tested for new types of nuclear power reactors.

It’s not clear where the test reactor would be built at ORNL, if it’s built there.

The fast-neutron reactor, called the Versatile Test Reactor, would be sodium-cooled and small, about 300 megawatts thermal. It would be based on the GE Hitachi PRISM power reactor. That’s a small module design based on the Experimental Breeder Reactor-II, which operated for more than 30 years in Idaho, the U.S. Department of Energy said in a notice published in the Federal Register on Monday. (Fast neutrons are highly energetic neutrons that travel at speeds ranging from tens to thousands of kilometers per second.)

The Versatile Test Reactor would be a pool-type reactor and use metal alloy fuels that could include uranium, plutonium, zirconium and other alloying metals. It would not be a power reactor, and it would not generate electricity. It could generate at least 4×1015 neutrons per square centimeter per second.

Reactor operations could start as early as the end of 2026, DOE said. Fuel for the reactor could be fabricated at Idaho National Laboratory or the Savannah River Site in South Carolina.

Alexander: Senate confirms Smith of ORNL, three others to TVA Board

Jeff Smith, deputy lab director for operations at Oak Ridge National Laboratory, has been confirmed to the Tennessee Valley Authority Board of Directors.

The confirmations—there were a total of four to the TVA Board, including Smith—were announced by U.S. Senator Lamar Alexander in a press release Friday.

Alexander, a Tennessee Republican, has said that Smith is an “outstanding choice” to serve on the board of the nation’s largest public utility.

Alexander introduced Smith at his confirmation hearing before the U.S. Senate Committee on Environment and Public Works in November, the press release said. Alexander said that Smith will make an excellent TVA board member because of his “expertise in nuclear energy, his background in management of a large facility, and his understanding of large construction projects.” [Read more…]

Trump nominates finance executive for DOE under secretary for science

President Donald Trump on Tuesday nominated Paul Dabbar of New York, an investment banking executive at J.P. Morgan, to be under secretary for science in the U.S. Department of Energy.

Dabbar is managing director for mergers and acquisitions for J.P. Morgan, and he has more than $400 billion in investment experience across all energy sectors, according to a statement posted by the White House Office of the Press Secretary on Tuesday. Those energy sectors include solar, wind, geothermal, distributed-generation, utility, LNG, pipeline, oil and gas, trading, and energy technology, the statement said. Dabbar has also led the majority of all nuclear transactions.

Before joining J.P. Morgan, Dabbar served as a nuclear submarine officer in Mare Island, California, and Pearl Harbor, Hawaii, and he was deployed to the North Pole, where he conducted environmental research, the statement said.

Dabbar currently serves on the U.S. Department of Energy Environmental Management Advisory Board.

If confirmed by the U.S. Senate, Dabbar would succeed Franklin “Lynn” Orr in the post. Orr left the job January 20, Inauguration Day, after serving as DOE’s first under secretary for science and energy. Orr started serving as under secretary on December 17, 2014. [Read more…]

Feinstein: President’s budget request could lead to 1,600 layoffs at ORNL

U.S. Senator Dianne Feinstein on Wednesday said the president’s budget request for the next fiscal year could lead to a 33 percent workforce reduction at Oak Ridge National Laboratory. About 1,600 of the lab’s roughly 4,800 employees could be laid off, the senator’s office said.

Feinstein, a Democrat from California, and other members of the Senate Energy and Water Development Subcommittee, including Lamar Alexander of Tennessee, a Republican who is chair of the subcommittee, had a budget hearing with new Energy Secretary Rick Perry on Wednesday afternoon, June 21.

Across the U.S. Department of Energy, a workforce of 29,000 employees could be reduced by 23 percent at labs such as ORNL that are managed for DOE and not for the National Nuclear Security Administration, Feinstein said. (The NNSA is a semi-autonomous agency within DOE.) That would be a reduction of 6,700 employees at the non-NNSA, non-weapons labs, the senator said.

“Every non-NNSA lab would see drastic employment cuts under this proposed budget,” said Feinstein, the ranking Democratic member of the Energy and Water Appropriations Subcommittee. “We must change this budget.”

The potential layoffs at DOE labs would be the result of a budget request submitted by President Donald Trump to Congress on Tuesday, May 23. But the president’s budget request has not yet been approved by Congress, and it has run into bipartisan opposition. Some legislators have declared the budget request “dead on arrival,” and others have said they won’t even review some proposed cuts such as a 30 percent funding reduction for the State Department. Energy Communities Alliance publishes recommendations for Trump transition team

The Energy Communities Alliance, an organization whose members include local governments adjacent to or affected by U.S. Department of Energy activities, has submitted its transition priorities and recommendations for the incoming Trump administration. They are included in “A Roadmap for Successful Local Government and Community Engagement.”

The document includes nine key priorities, each with their own set of recommendations, for the new administration to adopt as it engages in discussions regarding ongoing U.S. Department of Energy operations and performance, a press release said.

Honors: ORNL retiree receives top national award from Women in Nuclear

Oak Ridge National Laboratory retired researcher Peggy Emmett is the recipient of the 2014 U.S. Women in Nuclear Leadership Award, the organization’s highest honor. The award caps a 51-year distinguished career for Emmett, who was recently recognized at a ceremony in Boston.

The award is in recognition of a U.S. WIN member who has made significant contributions and demonstrated leadership in the organization’s three core values: supporting an environment in nuclear energy and nuclear technologies in which both women and men are able to succeed; providing a network through which women in these fields can further their professional development; and providing an organized association through which the public is informed about nuclear energy and nuclear technologies.

Members of the award committee noted Emmett’s contributions to the education of the next generation and encouragement of STEM careers as evidenced by her creation of the SHADES program as well as numerous other activities. SHADES, a statewide project initiated in 1991, is a series of math and science programs for middle school-age girls and their math and science teachers. The program’s goal is to show girls that the STEM (science, technology, engineering, and mathematics) fields are fun and interesting and provide excellent career opportunities. [Read more…]

John Wagner is a 2013 recipient of the Department of Energy’s Ernest Orlando Lawrence Award.

Oak Ridge National Laboratory researcher John Wagner has been named a 2013 recipient of the U.S. Department of Energy’s Ernest Orlando Lawrence Award for his work in advancing computer, information, and knowledge sciences.

Wagner, a nuclear engineer who serves as national technical director for DOE’s Nuclear Fuels Storage and Transportation Planning Project, was recognized for his leadership in the field of computational radiation transport.

“The Lawrence Award recipients announced today have made significant contributions to the national, economic and energy security of the United States—strengthening U.S. leadership in discovery and innovation,” said Energy Secretary Ernest Moniz. “I congratulate the winners and thank them for their work on behalf of the Department of Energy and the nation.” [Read more…]

Leading experts discussed technology and educational challenges

Declines in new construction, evolving safety regulations, and building the next generation of nuclear engineers and researchers are among the challenges facing the future of nuclear energy, but there is hope, according to a top Nuclear Regulatory Commission official.

Speaking recently to more than 130 attendees at the annual meeting of ORAU’s Council of Sponsoring Institutions, Patrice Bubar, chief of staff for NRC Commissioner William Magwood, shared the agency’s perspective on the challenges and opportunities facing nuclear energy.

“There have been many projections and predictions about the future of nuclear power,” she said. “Nuclear power plants continue to operate safely and construction of new plants continues.” [Read more…]

DOE announces new investment in small modular reactors

The U.S. Department of Energy last week announced a second round of funding for small modular reactors.

The first award, announced earlier this year, provided support to Babcock and Wilcox Co. through a program that could result in small modular reactors at the former Clinch River Breeder Reactor site in west Oak Ridge. In November, B&W announced it had already invested more than $360 million in that project, and the North Carolina company was looking for investors and possibly majority owners.

DOE said the new award was given to Oregon-based NuScale Power LLC to support a new project to design, certify, and help commercialize innovative small modular reactors in the United States.

The department said the reactors could provide clean, safe, and cost-effective nuclear energy, and build on President Obama’s Climate Action Plan to “continue America’s leadership in clean energy innovation.” [Read more…]

Bruce Pint, a research staff member at Oak Ridge National Laboratory, has been elected a 2014 National Association of Corrosion Engineers fellow.

Pint is a principal investigator for many research and development projects, including corrosion issues in fossil energy, nuclear energy, fusion energy, and combined heat and power systems. His research during the past 25 years covers compatibility, lifetime predictions, environmental effects, and coatings for metals and ceramics in all types of power generation.

He received his doctorate in ceramic science and engineering from Massachusetts Institute of Technology in 1992. [Read more…]

Final milestone in U.S.-Russian partnership converting nuclear warheads into fuel

WASHINGTON, D.C.—Russia has converted 500 metric tons of highly enriched uranium—the equivalent of 20,000 nuclear warheads—and the resulting low enriched uranium, or LEU, has been delivered to the United States, fabricated into nuclear fuel, and used in nuclear power plants to generate nearly 10 percent of all U.S. electricity for the past 15 years, federal officials said.

That’s roughly half of all commercial nuclear energy produced domestically during that period, a U.S. Department of Energy press release said.

Energy Secretary Ernest Moniz announced the final LEU shipment on Thursday.

The LEU was derived from Russian weapons-origin highly enriched uranium, or HEU, under the 1993 U.S.-Russia HEU Purchase Agreement, commonly known as the Megatons to Megawatts Program, the press release said. [Read more…]
