DA: Crime rate in Anderson County drops seven consecutive years

The crime rate in Anderson County has dropped for seven consecutive years, District Attorney General Dave Clark said.

Crime in Anderson County was down by 10.1 percent in 2013, according to Tennessee Bureau of Investigation numbers, Clark said in a recent press release. Crime in the county is down by more than 37 percent in the past seven years, he said.

“There are thousands of fewer crimes in Anderson County now, as compared to 2007,” Clark said.

“This is great news for the people of Anderson County because we are safer from crime and can enjoy the benefits of having a crime rate that is below average for the state,” Clark said. “This is also great news for recruiting good industry and retail jobs to Anderson County and a variety of other benefits. Reported crimes down 45 percent in Anderson County

The overall number of reported crimes in Anderson County fell 45 percent from 2007 to 2013, with the most dramatic drop during the past two years—2012 and 2013, Sheriff Paul White said in a recent press release.

Crimes against people have decreased 56.3 percent since 2007, crimes against society have fallen 42.5 percent, and crimes against property have dropped 41.1 percent, White said.

The most prevalent crimes in rural areas of the county are property crimes such as burglaries and thefts. Both have decreased significantly during the last two years, White said.

“This drop in overall crime can be directly attributed to proactive law enforcement and increased patrols of the rural areas of the county,” White said. “Added personnel in 2007 and 2008 have allowed directed patrols and enhanced investigations of property crimes. These efforts have resulted in more crimes solved and over 800 arrests for burglary and theft offenses since 2007.” [Read more…]

Reporter cleared after investigation into mayor’s missing keys

There was no evidence suggesting that a Clinton reporter intentionally took the county mayor’s keys after a recent Anderson County Commission meeting, and there is no evidence that a criminal violation occurred, authorities said last week.

The case is now closed, the Anderson County Sheriff’s Department said in a six-page supplemental report.

Clinton Courier News reporter Chris Silcox had been suspended from the county government beat at the weekly newspaper during the investigation. Courier News Publisher Allen Handley has since put Silcox back on the beat.

The missing keys report was filed by Anderson County Mayor Terry Frank after an Anderson County Commission meeting on May 19. She told investigating officer Harold J. Crowley that she was unable to find her keys after looking under benches and bench pads in Room 312 at the Anderson County Courthouse after the County Commission meeting that night. She soon learned that Silcox had her keys, and he returned them, although some were still missing, the mayor said. [Read more…]

DA moves to close business involved in alleged prostitution

Anderson County District Attorney General Dave Clark last week moved to declare a new business a nuisance and close it down because of its alleged role in prostitution, a press release said.

The business is King Accupressure at 2683 Andersonville Highway in Anderson County.

The enforcement action was the result of an undercover investigation by the Anderson County Sheriff’s Office that started almost immediately after King Accupressure opened, Clark said in the release. He said a deputy posed as a customer and alleged in a criminal complaint that he was solicited for prostitution.

Two women were taken into custody at the scene, Clark said. [Read more…]

Sexual act offered to investigator during prostitution investigation, sheriff says

An employee at a spa in Anderson County offered a sexual act to a Sheriff’s Department investigator in exchange for money during an undercover prostitution investigation on Tuesday, authorities said.

Two women from Duluth, Ga., were arrested and charged with prostitution offenses, Anderson County Sheriff Paul White said in a Wednesday afternoon press release.

The investigation at the recently opened “spa” called King Accupressure on Andersonville Highway started after the Sheriff’s Department was notified by the Law Director’s Office, White said. The investigation led Sheriff’s Department officials to believe that prostitution activity was occurring, White said.

An undercover operation was conducted Tuesday, and an employee of the business offered a sexual act to an investigator in exchange for money, the sheriff said. [Read more…]

The Anderson County Sheriff’s Department arrested two people Tuesday afternoon after a prostitution investigation at a recently opened spa on Andersonville Highway near Norris, Chief Deputy Mark Lucas said this morning.

The Sheriff’s Department is working with Anderson County District Attorney General Dave Clark on some additional enforcement action on the business, Lucas said, and more information should be released later today.

More information will be added as it becomes available.

Ryan Spitzer, an Anderson County assistant district attorney general, has announced that he will be a candidate for judge in General Sessions Court, Division I in Clinton. Spitzer, an attorney with more than a decade of legal experience in criminal and civil law, filed his petition to seek the judicial position last week with the Anderson County Election Commission.

After four years in private practice, Spitzer joined the staff of District Attorney General Dave Clark in 2007, a press release said. Serving as an assistant DA, he prosecutes those charged with crimes in the General Sessions, Juvenile and Criminal Courts of Anderson County.

“I have practiced in all of the criminal courts in Anderson County, and I have prosecuted the full range of cases, dealing with crime victims from every walk of life,” Spitzer said in the press release. “I have worked closely with our local law enforcement to make Anderson County safer for everyone.”

Spitzer, a Democrat, could oppose Republican Don Layton in the August general election. [Read more…]

Anderson County primary deadline Thursday at noon

The deadline to qualify as a candidate in any of the races on the ballot for Anderson County’s May 6 primaries is at noon Thursday.

Here is a look at who has qualified so far:

  • So far, only incumbent Judge Don Elledge has qualified to run for his seat as criminal and circuit judge.
  • Five people have qualified to run in the hotly-contested Juvenile Court judge primaries. Two Democrats—J. Michael Clement and David Dunkirk—are seeking the nomination, while three Republicans—Victoria Bannach, Lauren Biloski, and Brian Hunt—have qualified to seek their party’s nod to run for the seat in the August general election.
  • Brandon Fisher, the current Juvenile Court judge, had qualified to run for the Democratic nomination for chancellor, a seat coming open due to the retirement of William Lantrip, but he announced just a couple of weeks ago that he will be dropping out of the race to join a company in Pennsylvania. On the Republican side, Mike Farley and Phil Harber have qualified to appear on the May ballot. [Read more…]

So far, there are five potential candidates for Anderson County Juvenile Court judge, four for sheriff, and three for chancellor.

An independent has picked up a petition to run for county mayor, possibly opposing Anderson County Mayor Terry Frank, and Tennessee Rep. John Ragan has an opponent in the Aug. 7 Republican primary.

The five candidates for Anderson County Juvenile Court judge are Victoria “Vickie” Bannach, a Clinton Republican; Lauren Biloski, an Oak Ridge Republican; Victoria Bowling, a Heiskell Democrat; J. Michael Clement, a Clinton Democrat; and Brian J. Hunt, a Clinton Republican. They are candidates in the May 6 county primary.

The current juvenile court judge, Brandon Fisher, a Clinton Democrat, is running for Anderson County chancellor in that election. The other two chancellor candidates are Phil Harber, a Clinton Republican, and Robert Warren Wilkinson, an Oak Ridge Republican. [Read more…]

County, school officials start campaign to protect children from online predators

Officials in Anderson County and at local schools have announced an educational campaign designed to protect children from online sexual predators.

Among the concerns are sexting, or the exchange of explicit photos, usually using smart phones, District Attorney General Dave Clark said in a press release.

Clark is working with Anderson County Sheriff Paul White and the Anderson County, Clinton, and Oak Ridge school systems. He said a letter is being sent out to the parents of every child in grades five through 10 in those three systems.

“We want to make parents aware of the dangers posed by online predators and provide them with some strategies to help keep their families safe,” Clark said. [Read more…]

Grandmother facing death penalty in murder case indicted on new child abuse charges

An Oak Ridge grandmother who is already facing the death penalty and charged with first-degree murder in the death of her toddler granddaughter has been indicted on nine new counts of aggravated child abuse, aggravated child neglect, and aggravated child endangerment in cases involving three other children, court records said.

Valerie Stenson, 49, of Teller Village Apartments, was indicted and arrested last year in the April 17, 2011, death of Manhattan Inman. The child was found dead in a home on Teller Village Lane, and an Anderson County grand jury indicted Stenson for first-degree murder and four counts of aggravated child abuse and neglect in 2012.

The new indictments were filed Sept. 3. They include four counts of aggravated child abuse, two counts of aggravated child neglect, and three counts of aggravated child endangerment. The offenses allegedly occurred between April 15, 2010, and April 15, 2011, and all three victims are under 18, the indictments said. [Read more…]

Seven arrested in prostitution sting in Oliver Springs

Six men and one woman were arrested during a prostitution sting in Oliver Springs last week, authorities said.

The Aug. 29 joint operation was within a half-mile of Norwood Elementary and Middle School, and the bust involved the Oliver Springs Police Department and the Seventh District Crime Task Force, OSPD Chief Kenneth Morgan said in a Thursday evening press release.

“We conducted this operation with the hope of stopping a growing issue before it became a major problem,” Morgan said. [Read more…]
