Council to consider budget, tax rate increase

The Oak Ridge City Council will consider the municipal budget and a proposed two-cent tax rate increase on Monday evening, June 3.

The two-cent tax rate increase would raise the property tax rate from $2.54 per $100 of assessed value to $2.56. It would be the second tax rate increase in the past two years after about a decade of no tax rate increases.

Each cent on the property tax rate generates about $80,000 in revenue.

The city’s general fund is about $26.2 million, and its total budget, including all funds such as school funds and utility funds, is roughly $210 million.

The budget has to be considered in two readings, or meetings. Tonight’s vote is the first reading. The second and final reading will be on Monday, June 10.

Manhattan Project: Walk with a ranger, learn more about Wheat

You can join a National Park Service park ranger for a ranger-led walk through the pre-Manhattan Project community of Wheat on Wednesday, June 19. The former community was in what is now west Oak Ridge.

The free program on June 19 is presented by the Manhattan Project National Historical Park. It is scheduled to start at 10 a.m. at Blair Road and the North Boundary Greenway. The walk will be about 1.5 miles, so wear comfortable walking shoes and bring water to drink, a press release said. Stops will include “downtown” Wheat, George Jones Memorial Baptist Church, Roane College site, and the Crawford Cumberland Presbyterian Memorial. There will be stories about the development and significance of each site, the press release said.

In June: USA Cycling Individual Time Trial Professional & Para National Championships

The USA Cycling National Pro Road, Crit, Time Trial, and Para-Cycling Championships will be held in Knoxville and Oak Ridge June 27-30. This will be the second time all U.S. national champions in professional road cycling will be crowned the same week under the organizational umbrella of one host community, a press release said.

“All are invited to join for an exciting, fast-paced national championship event held in your backyard!” the press release said.

Oak Ridge City Manager Mark Watson said the city “is pleased to welcome back the officials and participants of USA Cycling’s National Championships for a second year. The new route will take you through a challenging course in our neighborhoods as well as the speeding segments along Melton Hill Lake. We know you will enjoy the spectacle of world-class cycling within Oak Ridge and will learn about the unique sport that it is!”

Mixed martial arts fitness program begins in June

The City of Oak Ridge Recreation and Parks Department has announced a new mixed martial arts fitness program set to begin in June.

In honor of this new program, Martial Arts of Oak Ridge will host two free seminars on Saturday, June 1, at the Oak Ridge Civic Center. Seminars will be taught by instructors Cody Jordan and Laban Propst with the Lucas Lepri Brazilian Jiu Jitsu school of Knoxville. 

The first-ever Brazilian Jiu Jitsu seminar will be held from 10:30 a.m. until 11:30 a.m. in the Civic Center gymnasium. The second seminar will follow immediately in the gym from 11:45 a.m. until 12:45 p.m. and will cover Women’s Self Defense, also a first for Oak Ridge, a press release said.

Sen. Alexander has surgery on left leg

U.S. Senator Lamar Alexander, a Tennessee Republican, had surgery on his left leg at Vanderbilt University Medical Center on Wednesday morning, his office said in a statement.

Surgeon Herbert S. Schwartz at the Vanderbilt Department of Orthopaedic Surgery said he successfully removed an atypical lipoma from Alexander’s left leg.

“The surgery went as planned, and I will consult with my team and Senator Alexander to determine whether additional treatment is necessary,” Schwartz said in the statement, which was provided by David Cleary, Alexander’s chief of staff.

TDEC to attend county’s Bull Run meeting on June 10

The Tennessee Department of Environment and Conservation will attend a June 10 meeting where the planned closure of the Bull Run Fossil Plant in Claxton will be discussed, a county commissioner said.

It will be the June 10 monthly meeting of the Anderson County Commission’s Intergovernmental Committee. The public is encouraged to attend, said Anderson County Commissioner Catherine Denenberg of District 6 in Oak Ridge.

TDEC is the state department that is responsible for monitoring the Tennessee Valley Authority, Denenberg said.

“They will have a Power Point presentation and will be there to answer questions about their involvement with the closing of the Bull Run Fossil plant in Claxton,” Denenberg said.

City manager to present proposed budget

Oak Ridge City Manager Mark Watson will present the proposed budget for the next fiscal year in a special meeting this evening (Tuesday, May 28).

The special Oak Ridge City Council meeting will start at 6 p.m. in the Oak Ridge Municipal Building Courtroom at 200 South Tulane Avenue.

The next fiscal year starts July 1.

You can join a National Park Service park ranger for a bike ride on the North Boundary Greenway on Saturday to see how the former communities of the area have changed during the past 75 years.

It’s a free program presented by the Manhattan Project National Historical Park. The bike ride will start at 10 a.m. Saturday at the Turnpike Gatehouse and travel down Big Oak Trail and North Boundary Road, a press release said.

“Along the ride, we will explore the former communities that were here before the Manhattan Project,” the press release said. “Rangers will stop several times along the bike ride to point out the rich history that is found within the Oak Ridge area.”

City Council to consider revised Main Street plan on Friday

The Oak Ridge City Council on Friday, May 24, will consider the revised plan for Main Street Oak Ridge, the 58-acre project to redevelop the former Oak Ridge Mall.

The Oak Ridge City Council will consider the revised plan for Main Street Oak Ridge on second and final reading at noon today (Friday, May 24).

The meeting will be in the Oak Ridge Municipal Building Courtroom at 200 South Tulane Avenue.

Council approved the revised plan in a 6-1 vote on Monday, May 13. That approval occurred four months after Council rejected an earlier version of the plan in a 3-4 vote in January. Since then, a new revised plan has been submitted to the city, and there have been additional discussions between city officials and RealtyLink, the South Carolina developer. In April, the Oak Ridge Municipal Planning Commission recommended 7-1 that the new plan, which is similar to the earlier plan, be approved with some conditions.

Main Street Oak Ridge is the 58-acre project to redevelop the former Oak Ridge Mall.

Planning Commission to study zoning amendment for self storage facilities

The developer of Main Street Oak Ridge on Thursday, April 25, 2019, said it has an “immediate opportunity” for a climate-controlled self storage facility at the 58-acre site. Examples of what these types of facilities look like were presented to the Oak Ridge Municipal Planning Commission by Brett Rogers, construction director for RealtyLink, the developer.

The Oak Ridge Municipal Planning Commission will study a potential zoning text amendment for self storage facilities this evening (Thursday, May 23).

The text amendment is being considered after a developer, RealtyLink, proposed a climate-controlled self storage facility at Main Street Oak Ridge, the 58-acre redevelopment of the former Oak Ridge Mall.

The self storage facility, which is not currently allowed under the type of zoning in place at the site, could be along Rutgers Avenue. It could be three stories, with a maximum height of 35 feet. It could have about the same “footprint” as Dick’s Sporting Goods.

Public Works open house this evening

The Oak Ridge Public Works Community Open House is this evening (Thursday, May 23).

It’s from 5 to 7:30 p.m. at the Oak Ridge Central Services Complex at 100 Woodbury Lane. Everyone is invited to attend, a press release said

The Public Works Community Open House is designed to increase public awareness about the contributions of the Oak Ridge Public Works Department, as well as educate the community about the duties, practices, and goals of the department, the press release said. It is being held in recognition of National Public Works Week, May 19-25, with the theme “Public Works, It Starts Here.”

“We’re so pleased to be able to host this free event for the community for the third year, offering everyone an opportunity to see behind the scenes and learn what Public Works is all about,” Public Works Director Shira McWaters said. “This open house will be bigger than ever, featuring fun and educational activities for all ages.”

NRC still reviewing early site permit for Clinch River Nuclear Site

The U.S. Nuclear Regulatory Commission is still reviewing a permit application for a site in west Oak Ridge where two or more small modular nuclear reactors could be built.

The application for the early site permit for the Clinch River Nuclear Site was submitted by the Tennessee Valley Authority on May 12, 2016. The application was supplemented by a revision on January 18, 2019, the NRC said in a notice published in the Federal Register on Friday.

The 935-acre Clinch River Nuclear Site is located in the Roane County portion of Oak Ridge along the Clinch River.
