School board picks Scarboro Park for new preschool

The new preschool should be built at Scarboro Park, the Oak Ridge Board of Education said in a unanimous vote on Monday.

The site selection in a 5-0 voice vote came after about 15 minutes of discussion during a school board meeting on Monday.

The other option was Elm Grove Park. That park on East Tennessee Avenue in east Oak Ridge had been identified as the preferred site after a preschool report was published in October 2015.

With one exception, school board members said the two sites are relatively equal as measured by a number of factors outlined by BOE Vice Chair Bob Eby, including learning environment, building and transportation costs, safety and security, expandability and impact on parks, and community and City Council support. The one significant difference: There has been opposition to building the new preschool at Elm Grove Park, while the Scarboro community has welcomed the idea of building the new preschool at Scarboro Park.

“The difference is very stark,” Oak Ridge Board of Education member Angi Agle said. “The community support from Scarboro does make a huge difference.” [Read more…]

The new chair of the U.S. House Appropriations Committee visited Oak Ridge on Thursday. During his visit, U.S. Representative Rodney Frelinghuysen, a New Jersey Republican, toured Oak Ridge National Laboratory and Y-12 National Security Complex.

The visit was hosted by Congressman Chuck Fleischmann, a Tennessee Republican whose district includes Oak Ridge.

The House Republican Conference approved Frelinghuysen as the new chair of the critical House Appropriations Committee, which funds the federal missions at Oak Ridge, late last year. Hal Rogers, a Kentucky Republican, was the former chair. [Read more…]

The new preschool could be located at Elm Grove Park in east Oak Ridge or Scarboro Park in central Oak Ridge, and the city’s school board expects to recommend one of the two sites on Monday, a school official said Friday.

Recent discussion had focused on Elm Grove Park and the Scarboro Community Center, where a day care center closed last fall.

But on Friday, Oak Ridge Board of Education Chair Keys Fillauer said expanding the city-owned Scarboro Community Center would require “stair stepping and filling,” essentially work to move dirt and level the site. That’s not cost-effective and not great for the preschool, Fillauer said. Also, the administrative area and gymnasium at Scarboro Community Center would still be used during the day, and the preschool couldn’t be attached to those areas, Fillauer said.

The school board had a non-voting work session Friday morning, and Fillauer said members were shown a very impressive design for a preschool at Scarboro Park, which is across the street from Scarboro Community Center on Carver Avenue. Soil testing has shown that the site is acceptable for building, Fillauer said. NPS, DOE release document to help guide planning, management at Manhattan Project Park

Manhattan Project National Historical Park Foundation Document Cover February 2017

After a year of work and open houses in three cities, federal officials have released a document that will be used to guide planning and management at the Manhattan Project National Historical Park, which includes Oak Ridge.

The National Park Service and U.S. Department of Energy announced Friday that the planning and management document, known as the Final Foundation Document, has been released. It’s available online.

The Foundation Document is the result of public input and joint planning by DOE and the NPS. In February 2016, the two federal agencies held workshops in Oak Ridge, as well as in Los Alamos, New Mexico, and Hanford, Washington. Hanford and Los Alamos are also part of the Manhattan Project National Historical Park.

The open houses in the three communities, which had Manhattan Project research and production centers during World War II, gathered input from “stakeholders and interested parties” related to the important resources, stories, and opportunities for the park. The National Park Service has posted a summary of the open house comments, grouped into 11 areas, which you can see below. Edgemoor Road maintenance project extended, traffic delays still possible

The right-of-way maintenance project that began earlier this month on Edgemoor Road has been extended through Friday, March 3, providing there are no issues with weather or other unforeseen circumstances, a press release said.

Oak Ridge Public Works Department crews originally expected the work to be complete by Friday, February 17.

Drivers should plan for possible delays while the project continues.

As stated in an earlier release, the road work will take place between 8 a.m. and 3 p.m. Monday through Friday. [Read more…]

Female candidates, elected officials to discuss campaigns at Monday meeting

The Anderson County Democratic Women’s Club will present a panel discussion by a group of women who have been candidates or elected to public office at its meeting on Monday, February 27. The club will host a soup dinner at 6 p.m. Monday at the Clinton Community Center, which is at 101 South Hicks Street in Clinton.

The women will discuss campaigns—what works and what doesn’t—as they also encourage other women to become candidates for office, a press release said.

On the panel will be Ellen Smith, current Oak Ridge City Council member; JoAnn Garrett and Ann McNees, both former Oak Ridge Board of Education members; and Mary Headrick and Melody Shekari, both former Democratic Congressional candidates in the Third Congressional District. [Read more…]

Wetland restoration project on Melton Lake Greenway on March 5

The Healthy Waters Program in Oak Ridge will be conducting an invasive plant removal on the Melton Lake Greenway, under the Edgemoor Road bridge, on Sunday, March 5, from 10 a.m. until 1 p.m.

This is in an effort to restore a wetland along the greenway by removing non-native invasive plants, cleaning up trash, and planting native trees, grasses, and flowers, a press release said.

Tina Ball and Caitlin Craighead, the AmeriCorps members serving in Oak Ridge with the Public Works Department’s Stormwater Management Program, have received a grant through the Tennessee Wildlife Resources Agency, or TWRA, to make this project possible, the press release said. [Read more…]

Help identify photos in Oak Ridge Library’s Ruth Carey collection

The Oak Ridge Public Library needs your help. The library is privileged to house the photography collection of Ruth Carey, an original Oak Ridge resident and longtime photographer for The Oak Ridger from the 1960s to the mid-1990s. Her photo collection is vast and varied, including pictures of key political and cultural figures, community events, and weddings. Figures such as Alex Haley and Guilford Glazer, for instance, appear in several photos. Unfortunately, many of the photographs do not include notes about who is in the photo or when or where it was taken.

With the help of volunteers, Oak Ridge Public Library staff members Teresa Fortney and Jordan Reed have begun digitizing the collection. Some of the photographs that have been digitized are available for public viewing online at www.orpl.org. However, Carey’s collection was so comprehensive, only a portion of the total number of photographs have been digitized. As the library continues its digitization efforts, it is important that the people and places are identified so as not to lose this important part of our history. [Read more…]

Breakfast with the Legislators is Monday. It’s scheduled from 7:30 to 8:30 a.m. Monday, February 27, in the Social Room of the Oak Ridge Civic Center, which is located at 1403 Oak Ridge Turnpike.

Breakfast with the Legislators is organized by the League of Women Voters of Oak Ridge. A light continental breakfast is provided at no charge, and the public is encouraged to attend.

Senators Ken Yager and Randy McNally and representatives John Ragan and Kent Calfee have been invited to bring everyone up to date on what’s happening in the Tennessee Legislature, a press release said. Members of the audience may ask questions and give opinions. [Read more…]

UT, NOAA to collaborate on atmospheric sciences research

The University of Tennessee in Knoxville has signed a memorandum of agreement with the Atmospheric Turbulence and Diffusion Division, or ATDD, of the National Oceanic and Atmospheric Administration’s Air Resources Laboratory to advance collaborative research in atmospheric sciences. ATDD has headquarters in Oak Ridge.

The agreement was signed Wednesday, February 15, at ATDD headquarters in Oak Ridge, and it will help with joint efforts to advance understanding of air pollution, atmospheric transport processes, and weather on a regional and national level, a press release said. It also will create educational opportunities for undergraduate and graduate students to collect scientific data, develop models and simulations, and transition research to applications and commercial use.

“The mission of the collaboration will be to train the next generation of scientists and engineers and provide the best available atmospheric data and scientific analysis to the global scientific community, to local and national decision makers, and to the general public,” said Bruce Baker, director of the ATDD. Construction work continues on the eighth lane of the Oak Ridge rowing course.

Here are three recent photos by Laurel Patrick of First Place Finish, the contractor. The work includes a precast concrete block retaining wall and associated dredging and site work.

The construction of the eighth rowing lane is funded by a combination of state appropriations, City Capital Improvement funds, and a state tourism grant awarded to the Anderson County Tourism Council specifically for the eighth lane project. The Oak Ridge Rowing Association (ORRA), Explore Oak Ridge (the Oak Ridge Convention and Visitors Bureau), and Visit Knoxville also contributed. [Read more…]

Woody to discuss State of Roane County at Lunch with League on Tuesday

Roane County Executive Ron Woody will discuss Roane County issues during Lunch with the League on Tuesday, February 21. The program will be held from 11:45 a.m. to 1 p.m. in the Social Hall of the Oak Ridge Unitarian Universalist Church, which is located at 809 Oak Ridge Turnpike.

Woody said he will talk about such topics as Roane County economic development, education, the impact of legislation, the county jail, and the impending airport. There will be time for questions from the audience following his presentation, a press release said.

Woody was first elected in August 2010. Formerly a consultant with the University of Tennessee’s County Technical Advisory Service, he is a certified public accountant with years of experience in county fiscal management jobs, the press release said. [Read more…]
