WASHINGTON, D.C.—The U.S. House of Representatives has passed a bill that would create a Manhattan Project National Historical Park that would include Oak Ridge, federal officials said Thursday afternoon.

Passage of the bill, pursued for years by historic preservationists, was announced by U.S. Senator Lamar Alexander and Representative Chuck Fleischmann, both Tennessee Republicans. It was an amendment to the National Defense Authorization Act, or NDAA, which passed in a 300-119 vote.

The bill would designate three sites that were part of the World War II-era Manhattan Project. Besides Oak Ridge, the sites include Los Alamos, New Mexico, and Hanford, Washington. The U.S. Senate is expected to pass the 2015 NDAA legislation without amendments before adjourning for the Christmas recess, perhaps as early as next week, according to the Atomic Heritage Foundation, a Washington, D.C.-based nonprofit that has helped lead efforts to establish the park for more than a decade.

The Manhattan Project was a top-secret federal program to build the world’s first atomic bombs. Oak Ridge sites that would be included in the park are the Beta-3 racetracks and Alpha Calutron magnets at Y-12 National Security Complex and the K-25 Building site at the East Tennessee Technology Park. About 150 demonstrators protested outside the Y-12 National Security Complex on Thursday afternoon, objecting to changes in health insurance benefits that could take effect January 1.

The protesters, mostly Y-12 retirees, said they would end up paying much more for fewer benefits. They want the U.S. Department of Energy and National Nuclear Security Administration to reverse course.

“We’re here to try to stop it,” said Charlene Edwards, who retired from Y-12 in 2006. [Read more…]

Orr confirmed as DOE under secretary for science, energy

WASHINGTON, D.C.—More than a year after his nomination was announced, Franklin “Lynn” Orr has been confirmed by the U.S. Senate to be the under secretary for science and energy at the U.S. Department of Energy. Orr was confirmed Thursday.

As under secretary for science and energy, Orr will oversee all of DOE’s science research programs, including a majority of the national laboratories.

This position is part of the department’s s recent reorganization, which expanded the under secretary for science role to encompass both science and energy, a DOE press release said. Orr’s role will include oversight of research in the Offices of Science, Fossil Energy, Energy Efficiency and Renewable Energy, Nuclear Energy, Electricity Delivery and Energy Reliability, Indian Energy, and the Technology Transfer Coordinator.

An amendment introduced in the U.S. House of Representatives on Tuesday includes the creation of a long-sought-after Manhattan Project National Historical Park that would include Oak Ridge, and supporters are hopeful that the legislation, which has bipartisan support, will pass before the end of the legislative session.

The bill appears to have a “really good chance of moving forward,” said Kati Schmidt, spokesperson for the National Parks Conservation Association.

Besides Oak Ridge, the Manhattan Project National Historical Park would also include Los Alamos, New Mexico, and Hanford, Washington. Those three areas were among the sites involved in the Manhattan Project, a top-secret federal program to build the world’s first atomic bombs during World War II.

There is currently no national park commemorating the project, which is considered one of the most significant events of the 20th century. Historic preservationists, including in Oak Ridge and at the Atomic Heritage Foundation in Washington, D.C., have tried for years to change that. [Read more…]

Forum to feature ORNL Excess Property Sales event and how complacency had near-fatal impact

The Oak Ridge Business Safety Partnership is having a community safety forum from 8 to 10 a.m. Wednesday, December 3, at the American Museum of Science and Energy. The safety forum, free of charge and open to the public, will explore an accident in which a worker was seriously injured that occurred earlier in 2014 during a routine transfer of excess equipment from UT-Battelle to the public.

Jimmy Stone, UT-Battelle’s Facilities and Operations Director, will make a presentation about the accident, focusing specifically on what could have been done to have prevented it from occurring, a press release said. [Read more…]

Oak Ridge has been recognized as a Green Power Community of the Year by the U.S. Environmental Protection Agency.

Oak Ridge is one of only two cities to receive the award. The other is Medford, Oregon.

Oak Ridge is one of 19 Green Power Partners and four suppliers from across the country receiving Green Leadership Awards given each year by the EPA. Awardees are recognized for their achievements in advancing the nation’s renewable energy market and reducing greenhouse gas emissions fueling climate change, a press release said.

The 2014 Green Power Leadership Awards will be presented on Wednesday, December 3, at the annual Renewable Energy Markets Conference in Sacramento, California. [Read more…]

Grounds Beautification Work Day—AMSE is seeking volunteers to help beautify our grounds from 9-noon. Volunteers are encouraged to bring gloves, planting tools, and any extra plants to donate to our flowerbeds. Hot beverages will be provided.

Homeschool Program: Electricity—Students will participate in activities that teach concepts relating to static electricity and direct current. K-2nd grade program is from 10:30 – 11:30 and cost $5 members or $7 non-members. The 3rd – 6th grade program begins at 12:30 – 2:30 and cost $9 members or $12 non-members. Three staff members at Oak Ridge National Laboratory have been named fellows of the American Association for the Advancement of Science for scientific contributions that range from administrative leadership to discoveries in the environmental sciences.

Michelle Buchanan, Liyuan Liang, and Melanie Mayes and are among those to receive this year’s recognition to AAAS members by their peers. AAAS is the world’s largest general scientific society and elects fellows based on their distinguished contributions to the advancement of science or its applications, a press release said.

Buchanan is ORNL’s associate laboratory director for physical sciences, where she guides the Chemical Sciences, Materials Science, and Technology and Physics divisions, as well as the Center for Nanophase Materials Science.

She was elected “for exceptional technical leadership and service in the chemical and physical sciences, and for contributions to setting the nation’s research priorities.” [Read more…]

The Y-12 National Security Complex and City of Oak Ridge prepared for possible protests related to the announcement of the grand jury decision in Ferguson, Missouri, on Monday night. Y-12 had appeared on a list of possible Ferguson-related demonstration sites, but there didn’t appear to have been any protests at Y-12 as of Tuesday afternoon.

 

The Y-12 National Security Complex and Oak Ridge and regional law enforcement agencies had prepared for possible protests at Y-12 on Monday, when the grand jury decision was announced in Ferguson, Missouri, but there didn’t appear to have been any protests at the Oak Ridge plant as of Tuesday afternoon.

Y-12 had appeared among a list of demonstration sites on the Ferguson National Response Network Web page. The Y-12 protest was scheduled to start at 7 p.m. Monday, the day of the grand jury announcement, and demonstrators were asked to bring cell phones, cameras, signs, and megaphones.

But there didn’t appear to be anyone near the Scarboro road entrance to Y-12 at about 6:30 p.m. Monday or later at about 9:30 p.m. Scarboro Road was hemmed in on one side by Y-12’s temporary fence and on the other by City of Oak Ridge traffic barrels, cones, and police tape. Temporary barricades were erected to block Y-12’s entrances, and concrete barriers inside the main entrance appeared to have been angled in the roadway to deter or slow down unwanted visitors. Y-12’s employee-led Help to the Smokies team tacked another 154 hours onto their already massive volunteer service record at the Great Smoky Mountains National Park during their annual volunteer work day on November 8. Since its start, the volunteer team has contributed about 14,000 hours in the Park.

Some 22 volunteers assisted park staff in maintenance and refurbishment of Loop B campsites at the Cosby Campground. The volunteer team performed general restoration activities for 31 individual campsites. These activities included elevating, leveling, and resetting 31 picnic tables, distributing and applying 85 tons of gravel covering to 26 campsites, and leveling selected camp fire rings. ORISE accepts apps for summer research with Homeland Security

The Oak Ridge Institute for Science and Education is accepting applications for the 2015 U.S. Department of Homeland Security Summer Research Team Program for Minority Serving Institutions, or MSI. The program engages faculty and student teams in research that provides opportunities to better understand the mission and research needs of DHS and to strengthen the talent pool of scientists and engineers, a press release said.

ORISE administers the program for DHS through ORISE, which is managed by Oak Ridge Associated Universities for the U.S. Department of Energy.

The 10-week summer research program provides faculty and student teams from Minority Serving Institutions with opportunities to conduct research at the university-based DHS Centers of Excellence. The DHS Science and Technology Directorate Centers of Excellence network is an extended consortium of hundreds of universities generating ground-breaking ideas for new technologies, while collaborating to serve DHS’ many mission needs, the press release said. Heidi H. Timmerman, director of procurement and contracts for Oak Ridge Associated Universities, was recently awarded the Top Professionals Under 40 in Contract Management distinction from the National Contract Management Association, a press release said.

Timmerman—who is responsible for overseeing ORAU’s activities related to prime contract administration, the Work for Others program under the Oak Ridge Institute for Science and Education contract, subcontract administration, and small business outreach—was recognized for being a top performer in the contract management profession under the age of 40.

This honor recognizes Timmerman for her contract management knowledge and willingness to mentor others, as well as her involvement with various community organizations such as NCMA and the United Way of Anderson County, the press release said. [Read more…]
