DOE Oak Ridge Nuclear Energy manager to retire

J.T. Howell, manager of the Nuclear Energy Oak Ridge Site Office, will retire from the U.S. Department of Energy’s Oak Ridge Office on May 3 after 33 years of federal government service.

Howell has held his current position since 2011, responsible for advancing DOE’s nuclear energy programs in Oak Ridge; Portsmouth, Ohio; and Paducah, Ky. His responsibilities also include oversight of leases, agreements, and technology development and deployment between the DOE and the United States Enrichment Corporation to ensure a secure and viable domestic supply of enriched uranium for the United States defense purposes. The three protesters who broke into the Y-12 National Security Complex in July want to call a retired bishop, a doctor, a former U.S. attorney general, a civil rights leader, and a retired military officer and diplomat as witnesses in a Tuesday hearing and May 7 trial in Knoxville.

The proposed witnesses include former U.S. Attorney General Ramsey Clark, civil rights sit-in participant Robert Booker, doctor Ira Helfand, retired Col. Mary Annette Wright, and retired U.S. Catholic Bishop Thomas Gumbleton.

The three protesters—Greg Boertje-Obed, Megan Rice, and Michael Walli—also want six hours, and not 1.5, to question prospective jurors for their May 7 trial in U.S. District Court. [Read more…]

NNSA: President’s budget request includes $326M for UPF at Y-12

President Barack Obama’s budget request for the fiscal year that starts Oct. 1 includes $326 million for the Uranium Processing Facility project at the Y-12 National Security Complex, federal officials said this week.

The president’s proposed budget, which still has to be considered by Congress, was released last week. The National Nuclear Security Administration released details on Monday.

ORNL researchers elected American Physical Society fellows

Two researchers from Oak Ridge National Laboratory have been elected to fellowship in the American Physical Society.

Xiaoguang Zhang and Eliot Specht were named APS fellows in recognition of their outstanding contributions to physics.

APS fellowship is limited to no more than 0.5 percent per year of the society’s more than 50,000 members. [Read more…]

ORNL leading study focused on afterlife of electric vehicle batteries

Once they’ve finished powering electric vehicles for hundreds of thousands of miles, it may not be the end of the road for automotive batteries, which researchers believe can provide continued benefits for consumers, automakers, and the environment.

Five used Chevrolet Volt batteries are at the heart of the Oak Ridge National Laboratory’s effort to determine the feasibility of a community energy storage system that would put electricity onto the grid. During the next year, researchers from ORNL, General Motors, and the ABB Group will conduct studies and compile data using a first-of-its-kind test platform officially commissioned Tuesday. ORNL’s Richard Haire receives American Chemical Society’s Seaborg Award

Retired Oak Ridge National Laboratory researcher and UT-Battelle Corporate Fellow Richard Haire has received the 2013 Glenn T. Seaborg Award by the American Chemical Society. The Seaborg Award is one of the top recognitions in the field of nuclear chemistry.

Known for his forefront, fundamental studies of the actinide family of elements, Haire, while at ORNL, concentrated on the transplutonium elements produced in the U.S. Department of Energy research reactor, the High Flux Isotope Reactor, or HFIR. He developed novel experimental techniques and emphasized the use of systematic comparisons, which focused on the role of electron configurations in the chemistry and physics of these elements. Mayor to testify to Congress: Manhattan Project park would honor most significant event of last century

A new national historical park that could include Oak Ridge would honor the history of the Manhattan Project, the most significant event of the 20th Century, Mayor Tom Beehan will tell a U.S. House subcommittee in testimony this morning.

The Manhattan Project was a top-secret U.S. program to build the world’s first atomic weapons. The three Manhattan Project sites that could be included in the new park are Oak Ridge, Los Alamos, N.M., and Hanford, Wash.

Despite what some detractors might say, the proposed park is not about weapons, Beehan wrote in prepared testimony.

“I believe this historical park is about scientific and engineering accomplishments at a time when our country was defending itself, both during World War II and the Cold War,” he said. [Read more…]

DOE says president’s budget invests in innovation, clean energy, national security

A U.S. Department of Energy official on Wednesday said the president’s $28.4 billion budget request for DOE emphasizes a “continued commitment to an all-of-the-above energy strategy that prioritizes investments in innovation, clean energy technologies, and national security.”

President Barack Obama released his budget proposal for the fiscal year that starts Oct. 1 on Wednesday. It still has to be considered by Congress.

U.S. Deputy Secretary Daniel B. Poneman said the proposed budget request for DOE is part of an administration-wide effort to “strengthen the American economy with energy that is cleaner, cheaper, and creates sustainable jobs. [Read more…]

DOE Oak Ridge Office awards $14 million contract for roads, grounds, maintenance

The U.S. Department of Energy’s Oak Ridge Office recently awarded a $14 million contract to Knoxville-based small business Environment, Safety, and Health Inc. for roads, grounds, and maintenance services on the DOE Oak Ridge Reservation.

“The Oak Ridge Reservation includes 105 miles of roads and thousands of acres of land that require upkeep, and maintaining their functionality is vitally important to our operations,” said DOE-ORO Manager Larry Kelly. “We require a responsive and professional organization to carry out this mission, and we have that with ES&H.”

ES&H Inc., the incumbent contractor since 2008, will continue to provide services in support of roads, grounds, and maintenance on the 33,500-acre Oak Ridge Reservation and will employ 18 people in support of the contract. [Read more…]

Alexander questions energy secretary nominee about Oak Ridge mercury cleanup

U.S. Sen. Lamar Alexander on Tuesday questioned energy secretary nominee Ernest Moniz on whether the cleanup of mercury contamination in Oak Ridge would be a priority under his leadership, a press release said.

“One of the biggest cleanup problems we have from the Cold War era is mercury contamination of waterways in Oak Ridge,” said Alexander, a Tennessee Republican.

The release said Alexander also asked Moniz to support a planned water treatment facility.

Alexander was referring to about 200,000 gallons of mercury that arrived at the Y-12 National Security Complex in Oak Ridge during the 1950s and 1960s, when the United States was developing nuclear weapons as a defense against the Soviet Union. Alexander said it will cost billions of dollars to clean it up. [Read more…]

B&W Y-12 names Carl Strock as UPF project director

Retired Lt. Gen Carl Strock has been named Uranium Processing Facility project director for B&W Y-12 at the Y-12 National Security Complex.

He reports to Jim Haynes, B&W Y-12 deputy general manager for projects.

Strock is Bechtel’s former manager of global construction. He joined Bechtel in 2007 after retiring as head of the U.S. Army Corps of Engineers after serving in the U.S. Army for more than 36 years. [Read more…]

ORNL’s awake imaging device moves diagnostics field forward

A technology being developed at Oak Ridge National Laboratory promises to provide clear images of the brains of children, the elderly, and people with Parkinson’s and other diseases without the use of uncomfortable or intrusive restraints.

Awake imaging provides motion compensation reconstruction, which removes blur caused by motion, allowing physicians to get a transparent picture of the functioning brain without anesthetics that can mask conditions and alter test results. The use of anesthetics, patient restraints, or both is not ideal because they can trigger brain activities that may alter the normal brain functions being studied. [Read more…]
