Icenhour to lead ORNL’s Nuclear Science and Engineering Directorate

Alan Icenhour has been named associate laboratory director for nuclear science and engineering at Oak Ridge National Laboratory.

Icenhour will oversee ORNL’s contributions to isotope production, nuclear security and fission, and fusion research and technologies, as well as the U.S. Department of Energy’s Consortium for Advanced Simulation of Light Water Reactors. Icenhour has served as interim associate laboratory director since December.

Icenhour joined ORNL in 1990 and has worked in a variety of nuclear positions. Since 2008, he directed three divisions: the Global Nuclear Security Technology Division, the Fuel Cycle and Isotopes Division, and the Nuclear Security and Isotope Technology Division. [Read more…]

DOE awards contract to small business for mercury project at Y-12

The U.S. Department of Energy’s Oak Ridge Office of Environmental Management, or EM, awarded the task order to Strata-G in Knoxville on Wednesday. The company will collect data and perform characterization at Outfall 200 at Y-12.

The task order is the first project in a five-year, multi-phase contract estimated at $15 million, DOE said in a press release Friday. The contract uses a bidding process among three small businesses for various characterization projects at EM’s cleanup sites in Oak Ridge. [Read more…]

Local, state, and federal officials join volunteers and nonprofit and business executives for a groundbreaking ceremony at the historic Alexander Inn in November.

Gov. Bill Haslam is supporting a nomination for a national historic preservation award for a project converting the Alexander Inn in Oak Ridge into an assisted living center.

Knox Heritage and East Tennessee Preservation Alliance have nominated the hotel for the 2014 The National Trust/Advisory Council on Historic Preservation Award for Federal Partnerships in Historic Preservation.

In a Feb. 25 letter, Haslam said he supports the nomination. The letter was sent to Stephanie Meeks at the National Trust for Historic Preservation in Washington, D.C.

The Alexander Inn was built during World War II, when Oak Ridge raced to help build the world’s first atomic weapons as part of the top-secret Manhattan Project. Guests who once stayed at the two-story hotel included Gen. Leslie Groves, Secretary of War Henry Stimson, and physicists J. Robert Oppenheimer and Enrico Fermi. [Read more…]

GAO denies third protest of $22 billion contract to manage Y-12, Pantex

Federal officials have denied the third protest by one of the two teams that unsuccessfully bid on a $22 billion contract to manage the Y-12 National Security Complex in Oak Ridge, pictured above, and Pantex Plant near Amarillo, Texas.

Federal officials have denied the third protest by one of the two teams that unsuccessfully bid on a $22 billion contract to manage the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

In the protest, Nuclear Production Partners LLC of Lynchburg, Va., had challenged a November decision by the National Nuclear Security Administration to reaffirm its earlier decision, announced in January 2013, to award the consolidated contract to Consolidated Nuclear Security LLC of Reston, Va.

On Thursday, the U.S. Government Accountability Office announced that it had denied the third protest. It’s the final GAO protest, but the case could be appealed to the U.S. Court of Federal Claims in Washington, D.C.

Statistically, that’s not likely; the GAO hears 2,500 protests per year, and the court has about 84. But there is a large amount of money at stake with this contract.

The GAO had upheld one part of an earlier NP2 protest and denied or dismissed three elements of a second. [Read more…]

UT part of $140 million White House advanced manufacturing initiative

KNOXVILLE—The University of Tennessee in Knoxville will be part of a national effort, announced Tuesday by President Barack Obama, that could lead to more fuel-efficient cars and decreased costs for ships and aircraft.

Suresh Babu, UT-Oak Ridge National Laboratory Governor’s Chair for Advanced Manufacturing, and a team of faculty will help lead UT’s research effort in the $140 million Detroit-based institute, called the Lightweight and Modern Metals Manufacturing Innovation, or LM3I—one of two institutes announced Tuesday.

The U.S. Department of Defense-funded facility pairs together aluminum, titanium, and high-strength steel manufacturers with universities and laboratories pioneering new technology development and research for consumer products and defense capabilities. [Read more…]

UT hosts top nuclear engineering students, who meet Oak Ridge reps

KNOXVILLE—Some of the best and brightest undergraduate students from around the United States gathered at the University of Tennessee in Knoxville recently for the chance to meet top experts in the field of nuclear engineering, including representatives from federal sites in Oak Ridge.

“This area really is the birthplace of a lot of activities related to nuclear engineering,” said Wesley Hines, head of UT’s Department of Nuclear Engineering, which sponsors the annual event. “Some of these kids don’t realize all of the nuclear-related opportunities that exist here until they do this program. What we hope to achieve is to let people see all that is possible, all that is already in place when they come here.”

The sessions gave prospective graduate students a chance to mingle with some of the biggest names in nuclear research and energy, including from the Y-12 National Security Complex, Oak Ridge National Laboratory, the UCOR facilities at the East Tennessee Technology Park, and Tennessee Valley Authority, as well as with UT faculty and students.  [Read more…]

2014 Blacks in Government scholarship luncheon Thursday

In celebration of Black History Month, the Oak Ridge Chapter of Blacks in Government (BIG) is sponsoring the 20th Annual BIG Scholarship Luncheon from 11-1 p.m. Thursday at the Oak Ridge Civic Center.

Keynote speaker Derrick Johnson will speak on the 2014 Black History Month theme “Civil Rights in America.”

Johnson serves as state president for the Mississippi State Conference NAACP, and executive director of One Voice, Inc. He recently served as a Mel King Community Fellow with Massachusetts Institute of Technology and has a Juris Doctorate from South Texas College of Law in Houston, Texas, and a bachelor’s degree from Tougaloo College in Jackson, Miss. Johnson serves on the NAACP national board of directors, the boards of the Mississippi ACLU and the Mary Reynolds Babcock Foundation, and on the Advisory Council of the Mississippi Economic Policy Center. Additionally, he was appointed by the Chief Justice of the Mississippi Supreme Court as a commissioner to the Mississippi Access to Justice Commission. [Read more…]

Controlled burns on Oak Ridge Reservation through April

The U.S. Department of Energy’s Oak Ridge Office will have a series of controlled burns of grassland areas on parts of the Oak Ridge Reservation during February, March, and April.

The prescribed burning at the East Tennessee Technology Park and the Oak Ridge National Laboratory was scheduled to start this week.

ORHS team will compete in National Science Bowl

High school students from across Tennessee competed on Saturday, Feb. 22, at Pellissippi State Community College’s Blount County Campus, in the U.S. Department of Energy’s Tennessee Science Bowl competition. Fifty-five high school teams comprised of four students, and one alternate student, answered challenging mathematical problems and tested their knowledge in broad disciplines including chemistry, biology, earth and space science, physics, and energy.

Training for months after school, the student competitors committed hours of study to expanding and honing their mathematics and science knowledge and competition skills. And, all their work showed. Many of the competition rounds came down to the last nail-biting seconds before a winner emerged. However, in the end, Oak Ridge High’s Team 1 edged out their competitors, placing first.

Oak Ridge High School received a $1,000 cash prize, a first-place trophy, and an all-expenses-paid trip to the DOE National Science Bowl in Washington, D.C., from April 24-28, when they will compete against other winning teams from around the nation. [Read more…]

KNOXVILLE—With the installation of LED fixtures, the Thompson-Boling Arena at the University of Tennessee in Knoxville is one of the first in the world to feature lights that are smaller, brighter, and up to 85 percent more efficient than conventional arena metal halide lights.

The technology—developed and manufactured by Oak Ridge-based LED North America at the Tech 20/20 incubator facility in Oak Ridge, incorporating an Oak Ridge National Laboratory technology, and installed by Knoxville-based Bandit Lites—is being “premiered” at the state’s research university inside the largest on-campus single-sport arena in the country.

The light-emitting diode fixtures use an ORNL-developed lightweight graphite foam that cools the LED, making them more efficient and reliable. This enables 90 400-watt LED fixtures to bathe the arena’s floor with 200 foot-candles per square foot, compared to the 130 foot-candles produced by the arena’s existing 110 1,100-watt fixtures.

LED North America’s SuperSport luminaires have the potential to revolutionize sports and entertainment venues worldwide. UT officials are looking forward to participating in this effort and to seeing the results—and the savings. [Read more…]

Paul Clay has been named president of Restoration Services Inc., or RSI.

Restoration Services Inc., or RSI, has named a new president.

Paul Clay will succeed company founder and outgoing president Staci Ferguson, a press release said. Ferguson will continue as vice president of corporate relations.

RSI is a small employee-owned environmental and project management services company that has its headquarters in Oak Ridge. Its clients include the U.S. Department of Energy, Tennessee Valley Authority, and UCOR, DOE’s cleanup contractor in Oak Ridge.

Clay joined RSI in 2008 as director of environment, safety, health, and quality, the press release said. Before joining RSI, he worked for Jacobs Engineering Group, where he was vice president and deputy general manager for the Bechtel Jacobs Company LLC joint venture in Oak Ridge. [Read more…]

ORNL microscopy system delivers real-time view of battery electrochemistry

Using a new microscopy method, researchers at Oak Ridge National Laboratory can image and measure electrochemical processes in batteries in real time and at nanoscale resolution.

Scientists at ORNL used a miniature electrochemical liquid cell that is placed in a transmission electron microscope to study an enigmatic phenomenon in lithium-ion batteries called the solid electrolyte interphase, or SEI, as described in a study published in Chemical Communications.

The SEI is a nanometer-scale film that forms on a battery’s negative electrode due to electrolyte decomposition. Scientists agree that the SEI’s formation and stability play key roles in controlling battery functionality. But after three decades of research in the battery field, details of the SEI’s dynamics, structure, and chemistry during electrochemical cycling are still debated, stemming from inherent difficulties in studying battery electrode materials in their native liquid environment.

“We’ve used this novel in situ method to understand the dynamics of how this layer forms and evolves during battery operation,” said Raymond Unocic, ORNL research and development staff scientist. [Read more…]
