Man wanted in Oak Ridge after shooting, crash arrested in Knox

A 28-year-old Oak Ridge man wanted after a September shooting and three-car crash was arrested in Knox County on Sunday, authorities said.

Authorities are waiting for Larry Dewayne Williams, 28, to be transported to Anderson County.

“We’re very, very pleased with that,” Oak Ridge Police Chief Jim Akagi said of the arrest, “and we eagerly await his transfer to Anderson County to answer the charges.”

The specific charges haven’t been released yet.

In September, the Oak Ridge Police Department said it seized 49.2 grams of suspected heroin in a West Outer Drive house that is the home of Williams and Chelsea Reign Lively, 22.

The ORPD said it found the drugs, which also included about 7.72 ounces of suspected marijuana, during a search after the September 21 shooting, which was on Wakefield Road, and three-car crash about two hours later at North Illinois Avenue and West Outer Drive.

The ORPD arrested Lively after the September search, the City of Oak Ridge said. She was charged with possessing Schedule I (heroin) and Schedule VI (marijuana) drugs for sale.

In September, authorities said further charges against Lively are expected.

Police had issued a wanted bulletin for Williams, and they said he had been identified as a person of interest in the shooting when he fled from the ORPD shortly after the shooting and allegedly caused the three-car crash at the intersection of North Illinois Avenue and West Outer Drive. The silver Infiniti reportedly driven by Williams that night rolled onto its side, and Williams allegedly fled. A witness said he ran into the woods on the north side of West Outer Drive, just east of the Ian’s Market gas station and convenience store at the northeast corner of the intersection.

Officers—including members of the ORPD, Anderson County Sheriff’s Department, the crime task force, and an ACSD K-9 unit—swarmed the area and searched for Williams. That led police to the home at 612 West Outer Drive, where they said they executed a search warrant on Tuesday, September 22, and recovered additional evidence.

The Knox County Sheriff’s Office website shows a preliminary hearing for Williams on November 2.

There were no injuries during the September 21 shooting, but one Wakefield Road family that said it wasn’t involved said two bullets penetrated a wall of their home and another one lodged in the siding. If his son had been in his bedroom, one resident said, he might have been hit.

The Monday, September 21, shooting followed a Sunday night, September 20, arrest by the ORPD of a suspect in an earlier series of shootings in two neighborhoods, including in Scarboro and on Wakefield Road. Those shootings allegedly started Saturday night and continued through Sunday afternoon. In that case, Debriael Hall, 20, of Oak Ridge, was arrested after a high-speed chase that went through several counties and cities, ending in Newport after spike strips were deployed.

It’s not clear yet, though, who did the shooting on Monday night, September 21, whether it was a drive-by, as it has sometimes been described, or whether there was more than one person involved. But there appeared to be a significant number of rounds fired. At the scene that night, Oak Ridge Police Department Detective Kevin Craig documented 21 casings.
