City representatives attend Energy Communities Alliance conference, meet with DOE officials

Oak Ridge City Councilman Chuck Hope and City Manager Mark Watson recently traveled to Washington, D.C., to attend a conference sponsored by the Energy Communities Alliance, or ECA. The ECA is the membership organization of local governments that host or are located near U.S. Department of Energy sites. The ECA supported attendance at the meeting with travel grants to the participants.

The two-day conference focused on DOE’s Environmental Management program. DOE staff made presentations on topics such as waste disposition, accomplishments in the cleanup mission, fiscal year 2017 budget planning, and a “view from the secretary’s office,” a press release said.

Additional sessions were held on the local government role in cleanup agreements, and working with local communities to improve contracting, the press release said. Hope helped lead a session on fiscal year 2017 appropriations and implications for DOE cleanup, while Watson was a panelist in a session on the future of DOE contracting. [Read more…]

A solar power plant in west Oak Ridge is one of two projects recognized with 2016 Energy Sustainability Awards by the U.S. Department of Energy.

Teams at the two DOE Environmental Management, or EM, sites were recognized for spearheading projects that have saved taxpayer dollars while promoting efficiency and smart use of DOE resources, a press release said.

“The DOE Sustainability Performance Office highlighted efforts at the Oak Ridge and Savannah River sites as outstanding contributions to the department’s goal of improving environmental, energy, and economic performance while reducing greenhouse gas emissions,” the press release said.

UCOR, the prime contractor for Oak Ridge’s EM program, helped the small business subcontractor Restoration Services Inc. team with community partners to build a one-megawatt utility scale photovoltaic power generating project called Powerhouse Six that became operational in April 2015. Tarcza named manager at DOE Oak Ridge Office

Kenneth R. Tarcza has been named manager at the U.S. Department of Energy’s Oak Ridge Office Integrated Support Center.

The announcement was made Tuesday by DOE’s Office of Science.

Prior to retiring in 2015 as a colonel with the U.S. Army, Tarcza served as the chief of staff for the U.S. Army Research, Development, and Engineering Command, which executes the vast majority of the Army’s science and technology programs, a press release said. In that role, he was responsible for a broad range of functions—administration, finance, safety, legal, and resource management.

Most recently, he served with the U.S. Army Research Laboratory at Aberdeen Proving Ground, Maryland, where he oversaw research on site as well as with academia. [Read more…]

UCOR has announced 20 winners in its Education Mini-Grant Program.

The Mini-Grant Program was designed to recognize and support excellence in teaching by providing funds to assist classroom teachers for specific projects or curricula, focusing primarily on science, technology, engineering, and math, or STEM, a press release said.

Schools in Anderson, Knox, Loudon, Knox, Morgan, and Roane counties were eligible to submit proposals. Applications were screened and awardees selected using a blind process that prevented members of the selection panel from knowing the names of the teachers or the schools.

Y-12 completes waste removal project two years ahead of schedule

The Y-12 National Security Complex has completed disposition of 2,247 containers of mixed waste more than two years ahead of a September 2018 deadline, a press release said.

The waste removal was mandated by the Oak Ridge Reservation Site Treatment Plan through a Tennessee Department of Environment and Conservation commissioner’s order to the U.S. Department of Energy. The disposition of this material is part of a larger effort to dispose of legacy waste materials. Mixed waste is defined as material that consists of hazardous and radioactive waste.

“Removal of legacy waste materials from Y-12 is a key priority for NNSA,” said Geoff Beausoleil, manager of the NNSA Production Office. “Completing this removal project two years ahead of schedule is a significant achievement.” [Read more…]

Y-12’s Edlund named DOE Facility Representative of the Year

Jeff Edlund

Jeff Edlund, who conducts day-to-day federal oversight of enriched uranium facility operations at the Y-12 National Security Complex, has been named the U.S. Department of Energy Facility Representative of the Year.

“Mr. Edlund represents the NNSA with a passion for the mission and a selflessness that puts the needs of the organization above his own,” said Geoff Beausoleil, manager of the National Nuclear Security Administration Production Office said. “He sets strong examples for both federal and contractor employees in the areas of safety, security, quality, mission delivery, and cost effectiveness. His leadership in the areas of conduct of operations oversight, NPO integration, and performance culture clearly exceed the normal expectations of Facility Representative Personnel.”

Edlund joined NPO in 2010 as part of the NNSA Future Leaders program. He worked as a safety basis and safety system oversight engineer before becoming a facility representative in February 2014. He received a Bachelor’s degree in chemical engineering from the University of Tennessee in Knoxville. [Read more…]

The U.S. Department of Energy’s Oak Ridge National Laboratory will open an office at EPB headquarters in Chattanooga’s Innovation District that will link local companies to the national laboratory’s resources and expertise. ORNL Director Thom Mason announced the office on Monday, May 23, at the Southeast Regional Energy Innovation Workshop at The Chattanoogan hotel.

“This is the best way for us to build on existing ORNL collaborations in Chattanooga and to identify new opportunities,” Mason said. “The work involving EPB, the Department of Energy, and Oak Ridge National Laboratory illustrates the power of regional cooperation. We want to accelerate opportunities in developing clean energy technology, manufacturing, and computing.”

ORNL continues to partner with EPB, a municipally owned utility, on researching the performance, security, and efficiency of Chattanooga’s electrical system. This research can be applied to make power systems nationwide cleaner, safer and more efficient. [Read more…]

Site’s efforts earn half of 2016 honors

The National Nuclear Security Administration recently recognized the Y‑12 National Security Complex with six 2016 Sustainability Awards.

“Y‑12 has a long history of being recognized for their environmental accomplishments, and this year was no exception as acknowledged by U.S. Department of Energy Under Secretary for Nuclear Security and NNSA Administrator Lieutenant General Frank G. Klotz,” a press release said.

“I want to congratulate the winners of this year’s Sustainability Awards and recognize the team effort needed to implement environmentally responsible and sustainable operations and projects,” Klutz said. “NNSA will continue to build on these successes and pursue new and creative solutions as stewards of the environment and our enduring national security mission.” [Read more…]

A program in west Oak Ridge on Friday, May 20, will give visitors some insight into what life was like in the city during the Manhattan Project with all the security, the need for secrecy, and the concern for spies, a press release said.

The program will be presented by the Manhattan Project National Historical Park. It starts at 3 p.m. May 20 at the Turnpike Gatehouse, which is located at 2900 Oak Ridge Turnpike in Oak Ridge.

Visitors that are taking the U.S. Department of Energy public tour are encouraged to attend the program after the tour, the press release said.

This program is free and open to the public. Parking is limited, so please try to carpool if possible. [Read more…]

ORNL researchers discover new state of water molecule

Neutron scattering and computational modeling have revealed unique and unexpected behavior of water molecules under extreme confinement that is unmatched by any known gas, liquid, or solid states.

In a paper published in Physical Review Letters, researchers at the U.S. Department of Energy’s Oak Ridge National Laboratory describe a new tunneling state of water molecules confined in hexagonal ultra-small channels—5 angstrom across—of the mineral beryl. An angstrom is 1/10-billionth of a meter, and individual atoms are typically about 1 angstrom in diameter.

The discovery, made possible with experiments at ORNL’s Spallation Neutron Source and the Rutherford Appleton Laboratory in the United Kingdom, demonstrates features of water under ultra confinement in rocks, soil, and cell walls, which scientists predict will be of interest across many disciplines.

“At low temperatures, this tunneling water exhibits quantum motion through the separating potential walls, which is forbidden in the classical world,” said lead author Alexander Kolesnikov of ORNL’s Chemical and Engineering Materials Division. “This means that the oxygen and hydrogen atoms of the water molecule are ‘delocalized’ and therefore simultaneously present in all six symmetrically equivalent positions in the channel at the same time. It’s one of those phenomena that only occur in quantum mechanics and has no parallel in our everyday experience.” [Read more…]

County mayor’s office identifies top 10 property tax payers

DOE generates largest county taxes; automotive moves up in rankings

CLINTON—In reviewing a list of Anderson County’s largest taxpayers, one fact is apparent—the U.S. Department of Energy and a privately owned, DOE-related facility are the county’s largest source of county property taxes.

“DOE annually pays approximately $630,000 of in-lieu taxes for the property it owns in the county,” said Anderson County Mayor Terry Frank. “When you add to that, the $934,000 of property taxes generated by the private LLC that owns the New Hope Center at the CNS Y-12 National Security Complex, the combined total is by far our county’s largest source of property tax revenue.

“Ten years ago, Anderson County’s top three taxpayers were Bell South, Summit Properties, and Boeing Inc. This year, manufacturing makes the splash as Anderson County’s top taxpayer is Lawler-Wood LLC, formerly known as Oak Ridge Project LLC (at the Y-12 complex), followed by automotive giants Samlip (SL) Tennessee, and Magna.

“Other significant sources of revenue that should be considered include in-lieu of taxes for another automotive industry titan, Aisin Automotive, at approximately $1.2 million. In addition to DOE, our top ten this year reflects a substantial automotive presence.” [Read more…]

Small modular nuclear reactors not likely before mid-2020s

The small modular nuclear reactors being evaluated for the Clinch River Site in west Oak Ridge could provide an emissions-free fuel source, but it could be a decade or so before they start operating. And that’s assuming all goes according to plan, officials said Tuesday.

The Tennessee Valley Authority is evaluating the possibility of building the small modular reactors, or SMRs, at the 1,200-acre Clinch River Site. To help prepare for the project, TVA plans to apply for what is known as an early site permit, or ESP, for the Oak Ridge project from the U.S. Nuclear Regulatory Commission by May 12.

The NRC had two public meetings at Oak Ridge Associated Universities on Tuesday to discuss the safety and environmental review process related to the TVA permit application.

The early site permit application will allow the NRC to evaluate site safety, the environment, and emergency preparedness for future SMRs at the Clinch River Site. That site is in west Oak Ridge just north of the Clinch River and Interstate 40, south of Heritage Center (the former K-25 site), and between Highway 95 and Highway 58 in a bend of the Clinch River.

The review of TVA’s application for an early site permit could take about three years, and maybe longer if any groups raise legal challenges, said Scott Burnell, NRC public affairs officer. [Read more…]
