House passes Manhattan Project national park bill that would include Oak Ridge

The U.S. House of Representatives on Friday took an essential step toward establishing a Manhattan Project National Historical Park that could include Oak Ridge, Los Alamos, N.M., and Hanford, Wash., a nonprofit organization said.

The Manhattan Project National Historical Park Act was included as an amendment to the National Defense Authorization Act, which the House passed Friday, the Atomic Heritage Foundation said in an e-mail.

“The new national park will be the first to recognize the top-secret project in World War II that changed the course of world history, science, and society,” the foundation said. [Read more…]

A city board has declared Price Florist on Oak Ridge Turnpike to be a nuisance and unfit for human occupation and use.

Price Florist won’t be demolished yet.

On Thursday, the Oak Ridge Board of Building and Housing Code Appeals declared the longtime business on Oak Ridge Turnpike to be a nuisance and unfit for human occupation or use. It’s already been vacated, and the property owner is cleaning it up.

But the six board members at Thursday’s meeting stopped short of issuing a demolition order. [Read more…]

Charity dog walk on Saturday receives $2,000 donation

Radio Systems Corp.—home of the PetSafe and SportDOG brands—recently awarded $2,000 to the Mutt Strutt, a charity dog walk created by the Young Professionals of Oak Ridge Community Outreach Committee in partnership with SARG (Shelter Animal Rescue Group).

The Mutt Strutt was created to support the improvement of the Oak Ridge Animal Shelter, and this year’s event will be held at A.K. Bissell Park at 10 a.m. Saturday. [Read more…]

U.S. Postal Service can ask for mailbox move, but can’t require it, spokesman says

The letter that told some postal customers in Oak Ridge that they would have to move their mailboxes should not have been sent out, a spokesman said Tuesday.

WYSH Radio in Clinton reported last week that the letters were sent to some postal customers in Oak Ridge who still use house boxes to receive their mail. It said customers had 10 days to switch to a curbside mailbox before “mail received at the box will be returned to sender,” the radio station reported.

But on Tuesday, David Walton, spokesman for the U.S. Postal Service in the Tennessee District, said the federal agency can’t force a customer to move his or her mailbox. [Read more…]

USRowing Youth National Championships Finals

One hundred and eight rowers competed for national titles in 18 events during finals on Sunday, the last day of the three-day USRowing Youth National Championships in Oak Ridge.

After three years in Oak Ridge, the annual USRowing Youth National Championships will move west next year to Lake Natoma in Sacramento, Calif.

It’s the first time the championships have been scheduled to be held on the West Coast, officials said. Before coming to Oak Ridge, the races had been held in Cincinnati each year since 1994.

Although it won’t host the Youth National Championships again next year, the Oak Ridge Rowing Association is bidding to host one of two USRowing events next summer, either the Club Nationals in July or Masters National in August, head coach Allen Eubanks said. [Read more…]

Late Saturday, with the finals in the youth national championships on Melton Hill Lake in Oak Ridge only hours away, the athletes from Narragansett Boat Club learned they had lost a member of their small family back home in Rhode Island.

Hope Wilhelm, Narragansett junior coach Peter Wilhelm’s 89-year-old mother, had died. [Read more…]

Some postal customers told to switch from house boxes to curbside mail

Some postal customers in Oak Ridge have recently received letters from the U.S. Postal Service telling them that they need to install curbside mailboxes as part of the ongoing effort to help the federal agency stop hemorrhaging money.

The letters are being sent to postal customers who still use house boxes to receive their mail. The letter states that the request is being made because “letter carriers can service more mailboxes in their vehicles than they can by walking door-to-door.” The letter states that customers have 10 days from receiving it to switch to the curbside mailbox before “mail received at the box will be returned to sender” as if no mail receptacle existed. Starting earlier this week, trailers loaded with boats and equipment pulled out of the parking lots of junior and high school crew boathouses across the country and headed to Oak Ridge for the 2013 USRowing Youth National Championships, June 7-9.

Some 369 crews from 153 clubs representing 30 states began arriving at the Melton Hill Lake race venue Wednesday to compete for three days with the hopes of winning a national championship in one of the 18 events featured in both sweep and sculling boats.

Racing begins each morning at 8 a.m. and will continue through 7 p.m. Friday and Saturday with heats, reps, and semifinals leading up to the Sunday finals.

Guest column: Trying to set the record straight on the property tax rate

Online comments by local citizens in response to some recent guest columns about city and county budgets and taxes have revealed some mistaken notions about the way property tax rates are established in Tennessee cities and counties. I want to set the record straight regarding a couple of misconceptions about property tax that I see being spread in recent public discussions.

On the Oak Ridge Today website, citizen Andrew Howe posted a comment saying:

“The property tax rate should NEVER have to increase. It is basically a percentage of the value of the home, right? And if the value of the home rises (as it should, in line with the cost of living), then the taxes will also rise.”

I can’t quarrel with Mr. Howe’s logic, but his conclusions are wrong. This is because he makes an assumption that is valid in many states but isn’t valid in Tennessee.

Under Tennessee law, when properties are reappraised, state officials calculate—and publicize—the property tax rate that will give the local government the same total amount of property tax that it was getting from existing properties before the reappraisal. (This calculated rate is called the “certified tax rate.”) That’s the new baseline tax rate. If a local government in Tennessee wants to get more property tax revenue after a reappraisal, the governing body has to vote to increase the tax rate above the certified rate. [Read more…]

DOE’s public bus tour begins Monday

The U.S. Department of Energy’s 2013 Oak Ridge facilities public bus tour begins June 3 and continues through Aug. 30. The tour offers visitors a first-hand look at the DOE’s Oak Ridge facilities and provides historical commentary on the transformation of the Oak Ridge Reservation during the past 70 years.

The reservation-wide tour is a popular destination for tourists visiting the area. Since its inception in 1996, the DOE public tour program has attracted more than 29,000 visitors from all 50 states. The three-hour tour allows visitors to see the reservation and learn historical facts and updates on the world-class missions under way in Oak Ridge. [Read more…]
