Jason Davis named health physicist for ORISE REAC/TS facility

Award-winning health physicist has worked at ORAU since 2009

Jason Davis has been named health physicist for the Radiation Emergency Assistance Center/Training Site, a world-renowned U.S. Department of Energy asset located at the Oak Ridge Institute for Science and Education and managed by ORAU.

Davis is a highly regarded health physicist, bringing more than 14 years of experience in health physics and radiological engineering to REAC/TS, a press release said. He has worked in academia as well as for DOE and the Centers for Disease Control and Prevention. His primary area of interest is internal dosimetry, and he has experience in external dosimetry, diagnostic medical imaging, radiation biology, and radiation protection.

REAC/TS is a deployable DOE asset and a leader in emergency medical response to radiological/nuclear incidents, the press release said. The REAC/TS team provides emergency response, advice, and consultation for the National Nuclear Security Administration’s Office of Counterterrorism and Counterproliferation. REAC/TS also offers continuing education for medical personnel, emergency planners, and others on the medical management of radiological/nuclear incidents, as well as decontamination techniques, through instructional and hands-on education. FAA restricts drone flights over ORNL, Y-12

The Federal Aviation Administration and U.S. Department of Energy have agreed to restrict drone flights over Oak Ridge National Laboratory, Y-12 National Security Complex, and five other federal sites.

It is the first time the FAA has placed specific airspace restrictions for unmanned aircraft, or “drones,” over DOE sites.

Under the new rules, no drones can be operated within the restricted areas from the ground (surface) up to an altitude of 400 feet. The airspace restrictions take effect Friday, December 29.

ORNL wins nine R&D 100 Awards

Researchers at the U.S. Department of Energy’s Oak Ridge National Laboratory have received nine R&D 100 Awards in recognition of their significant advancements in science and technology, a press release said. The honorees were recognized in November at the 55th annual R&D 100 Conference, sponsored by R&D Magazine.

The awards, known as the “Oscars of Invention,” honor innovative breakthroughs in materials science, biomedicine, consumer products, and more from academia, industry, and government-sponsored research agencies. This year’s nine honors bring ORNL’s total of R&D 100 awards to 210 since their inception in 1963, the press release said.

ORNL researchers were recognized for the following innovations:

ACMZ Cast Aluminum Alloys were developed by a team of researchers from ORNL with Fiat Chrysler Automobile U.S. and Nemak U.S.A.

ACMZ aluminum alloys are a new class of affordable, lightweight superalloys capable of withstanding temperatures of almost 100-degree Celsius more than current commercial alloys while providing exceptional thermomechanical performance and hot tear resistance.

Common commercial alloys soften rapidly at high temperatures, limiting their use in next-generation vehicles, while other alloys that can withstand elevated temperatures are cost prohibitive and difficult to cast. ACMZ alloys were developed using a suite of atomic-level characterization and computation tools, resulting in a strong, stable, and versatile material capable of withstanding the stressful conditions of next-generation high-efficiency combustion engines, the press release said. ORISE is currently accepting applications for the 2018 U.S. Department of Homeland Security Summer Research Team Program for Minority Serving Institutions, a press release said.

The purpose of the U.S. Department of Homeland Security (DHS) Summer Research Team (SRT) Program is to increase and enhance the scientific leadership at Minority Serving Institutions (MSIs) in research areas that support the mission and goals of DHS, the press release said. The Oak Ridge Institute for Science and Education (ORISE) administers this program through an interagency agreement between the U.S. Department of Energy (DOE) and the U.S. Department of Homeland Security. ORISE is managed by ORAU for DOE.

This program provides faculty and student research teams with the opportunity to conduct research at university-based DHS Centers of Excellence (DHS Centers), the press release said. [Read more…]

State appropriates $15 million that could be used for Oak Ridge Airport

KINGSTON—Tennessee officials have appropriated $15 million that could be used for the proposed airport at Heritage Center, the former K-25 site in west Oak Ridge.

The appropriation, which is pending approval of the Oak Ridge Airport by the Federal Aviation Administration, would be enough to cover about 33 percent to 38 percent of the current estimated project cost of $40 million to $45 million.

The appropriation was announced by Tennessee Department of Transportation Commissioner John C. Schroer in a November 8 letter to members of the Tennessee General Assembly. Oak Ridge Today received a copy of the letter on Monday.

The $15 million that could be used for the Oak Ridge Airport is one half of a $30 million appropriation approved by the Tennessee General Assembly for the Aeronautics Economic Development Fund earlier this year, said Billy Stair, a former communications director at Oak Ridge National Laboratory who is now a consultant helping with the airport project. That half was to support the construction of new general aviation airports like the project in Oak Ridge, and Oak Ridge received all of the $15 million for general aviation airports, Stair said.

“MKAA (Metropolitan Knoxville Airport Authority) is the only public entity in the state with planning documents for a new airport currently under review,” Schroer said in his November letter to legislators. The $15 million will be allocated to the Metropolitan Knoxville Airport Authority, which would own and operate the Oak Ridge Airport, pending FAA approval. City wants to minimize impact of new power lines for Y-12, UPF

The City of Oak Ridge has asked federal officials to consider an option that minimizes the impact of new high-voltage power lines planned on top of Pine Ridge, which is between the center of the city and the Y-12 National Security Complex.

The 161-kilovolt power lines will provide electricity to a new substation at the Y-12 National Security Complex. The new substation will service all of Y-12, but it is being built as a subproject of the Uranium Processing Facility. It would be near UPF on the west side of Y-12.

Dale Christenson, federal project director for the UPF, presented the project to Oak Ridge City Council during a November 7 work session. Less than a week later, at its November 13 meeting, City Council unanimously approved a letter that requested a postponement of tree-clearing work that is part of the project in order to discuss alternatives. The National Nuclear Security Administration agreed to a two-week delay, the City of Oak Ridge said in a press release Monday. Y-12 is an NNSA site.

In order to install the power lines, federal officials plan to remove trees and other vegetation from the top of Pine Ridge. The ridge is between Y-12 and two Oak Ridge neighborhoods: Scarboro and Groves Park Commons.

“Several weeks ago, the NNSA advised of proceeding with plans to clear cut 2.1 miles of mature trees and vegetation along the crest of Pine Ridge,” the city’s press release said. “More than 30 79-foot Tennessee Valley Authority transmission towers will be erected along the top of the ridge after clear cutting occurs. Although DOE has been planning this initiative for at least two years, the city has not been engaged in the process or studying electrical options for serving the new Uranium Processing Facility.” [Read more…]

Former director Alvin Weinberg once called it the greatest technical achievement at Oak Ridge National Laboratory. It was inspired by the campaign to build a nuclear-powered aircraft in the 1950s, and it was the first reactor to ever operate using uranium-233.

Now parts of the Molten Salt Reactor Experiment that are too radioactively “hot” for humans could be entombed in concrete.

For now, the idea is only under study, and there is no guarantee that any part of the Molten Salt Reactor Experiment, a nuclear historic landmark that has been dormant for decades, will be entombed.

But it’s one of the proposals being evaluated by the U.S. Department of Energy’s Oak Ridge Office of Environmental Management. The goal is to finish the evaluation by the end of the year.

Jay Mullis, manager of the Oak Ridge Office of Environmental Management, presented the proposal to the Oak Ridge City Council and Site Specific Advisory Board in two separate meetings earlier this month. ORNL names director of artificial intelligence

Oak Ridge National Laboratory has hired David Womble, a leader in high-performance computing and former executive at Sandia National Laboratories, to direct its artificial intelligence work.

Womble began as AI Program Director on October 30, a press release said. AI stands for artificial intelligence.

Womble’s responsibilities include guiding ORNL’s AI and machine learning strategy for high-performance computing, ensuring broad scientific impacts to the missions of the U.S. Department of Energy’s Office of Science, and providing long-range program planning and project leadership, the press release said.

“In more than three decades in computing, Womble has won two R&D100 awards and the Association for Computing Machinery’s Gordon Bell Prize, awarded each year ‘to recognize outstanding achievement in high-performance computing,'” the press release said. [Read more…]

A letter unanimously approved by Oak Ridge City Council on Monday asks federal officials to postpone a project to remove trees and other vegetation from the top of Pine Ridge for 161-kilovolt power lines that will provide electricity to a new substation at the Y-12 National Security Complex.

Among the City Council concerns: They only recently learned of the project, they don’t know what other options were considered, and they are worried about the visual impact of 79-foot transmission towers being located on top of Pine Ridge. Also, Council members said, there has been no public discussion about the project until two weeks before the logging operation was scheduled to start on Thursday, November 16.

The clearing work is part of a project to build a new substation at Y-12. It will replace an existing substation that is “nearing the end of its service life,” according to information presented to City Council and some community members. The tree removal will allow the 161-kilovolt power lines to be installed in the cleared area. The area to be cleared is on top of the ridge, about 2.1 miles long, and it will support a right-of-way that is about 100 feet wide. The electrical line would run from east to west on Pine Ridge, according to a report to City Council from Oak Ridge City Manager Mark Watson. All of the work would be on U.S. Department of Energy property, officials said.

The new substation will service all of Y-12, but it is being built as a subproject of the Uranium Processing Facility. It would be near UPF on the west side of Y-12. [Read more…]

Groundbreaking scheduled for Mercury Treatment Facility at Y-12

A groundbreaking has been scheduled for Monday morning for the Mercury Treatment Facility at the Y-12 National Security Complex.

Y-12 operations have historically used large amounts of mercury, and many of the buildings, now in varying states of deterioration, have mercury contamination, a media advisory said.

“The treatment facility will lower existing mercury levels from past releases and will serve as a guard against a potential increase in releases as mercury-contaminated buildings are demolished,” the media advisory said.

Deputy Energy Secretary Dan Brouillette will attend the groundbreaking, which is at Y-12 and not open to the public. U.S. Senator Lamar Alexander and U.S. Representative Chuck Fleischmann, both Tennessee Republicans, will also attend the groundbreaking, the media advisory said.

The groundbreaking is being presented by the U.S. Department of Energy and URS|CH2M Oak Ridge LLC, or UCOR, DOE’s cleanup contractor at federal sites in Oak Ridge. [Read more…]

With $3 billion in savings expected, not clear how much saved at Y-12, Pantex so far

More than $3 billion in savings are expected during a decade, but it’s not clear yet how much money has been saved after three years under a consolidated contract at two nuclear weapons plants in Tennessee and Texas.

The savings of $3.27 billion are expected under a contract that could last 10 years at the Y-12 National Security Complex in Oak Ridge, Tennessee, and Pantex Plant in Amarillo, Texas.

On Monday, officials said Consolidated Nuclear Security LLC, the contractor at the two sites, has generated significant savings in three fiscal years, although it’s not clear exactly how much they’ve saved. CNS has managed and operated Y-12 and Pantex Plant since July 1, 2014.

Federal officials announced the expected savings of $3.27 billion during a decade when the five-year contract was announced in January 2013. Officials said the consolidated contract, the result of years of work, could save money in part by eliminating redundancies in such areas as human resources, purchasing, finance, and information technology. Report: Chair of nuclear safety board proposes eliminating it

The chairman of a nuclear safety board that provides recommendations and advice on public health and safety issues at certain federal facilities, including two in Oak Ridge, has proposed eliminating the board, according to an investigative news organization in Washington, D.C.

In its October 19 report, the nonprofit, nonpartisan Center for Public Integrity said it had obtained a June 29 letter from Sean Sullivan, the Republican chair of the Defense Nuclear Facilities Safety Board, to Mick Mulvaney, director of the White House’s Office of Management and Budget.

The center has posted the five-page letter online along with an attached one-page historical summary of the five-member board, which issues weekly reports for U.S. Department of Energy sites that include Oak Ridge National Laboratory and Y-12 National Security Complex, among other activities. In his letter, Sullivan said the board is a “relic of the Cold War-era defense establishment.”

The Defense Nuclear Facilities Safety Board is an independent oversight organization within the executive branch. It was created by Congress in 1988 to provide advice and recommendations to the secretary of energy on public health and safety at the defense nuclear facilities managed by DOE. Those reports are publicly available and posted online, and they have been used by reporters and public interest organizations, among others. The Center for Public Integrity said the DNFSB has helped persuade the federal government to impose tighter safety rules and regulations at most of the eight nuclear weapons sites. [Read more…]
