The Child Advocacy Center of Anderson County, CASA, and private therapist Sheila Marczak have teamed together in an effort to address a special need: Each year, more than 400 children in Anderson County are removed from their homes due to abuse and neglect. Many of these children do not have luggage (a carry-on or duffle bag), and they must carry their belongings in a garbage bag. This is humiliating to a child at a time when they are already so vulnerable.

The goal of Karry on 4 Kids is to provide each child in shelter and foster care with a brand new carry-on (duffle bag, etc.), so that they will never have to move from one location to another with their personal items in trash bags. These bags will be collected and stored at the Child Advocacy Center in Clinton to be distributed as necessary.

Recently, art contributions were requested from students at Jefferson Middle School for a logo. The winning student was eighth-grader Jessica Ammendolia.

An effort has been made with Oak Ridge and Anderson County schools to create an initial supply of bags. However, bags will be collected as an ongoing effort. Through the summertime, bags can be brought to Girls Inc., one of the CASA offices, or the CAC office.

Anderson County Assistant Public Defender Glenn A. Shinaberry, 29, died in a single-vehicle crash in Dayton, Ohio, early Sunday morning.

Shinaberry, a Knoxville resident, had been an assistant public defender in Anderson County since 2012.

WHIO-TV in Dayton said Shinaberry was a passenger in a Ford Mustang that hit a pole on a curve in front of the University of Dayton Arena at about 2:30 a.m. Sunday. The driver, who was not immediately identified, was taken to a Dayton-area hospital in critical condition, the television station said. [Read more…]

CLINTON—More than 100 Anderson County residents have died in conflicts from the Revolutionary War more than 200 years ago to the ongoing war on terrorism and battles in Afghanistan, a county official said during a Memorial Day ceremony on Monday.

Those 181 heroes are remembered and their names inscribed on the Veterans Memorial at the Anderson County Courthouse in Clinton, Veteran Services Director Leon Jaquet said.

“We gather here today in remembrance of our nation’s heroes, especially our county’s heroes who have paid the ultimate sacrifice in support of this nation’s agenda throughout the world,” Jaquet said. “Our fathers, mothers, brothers, sisters, sons, and daughters who served this country to protect our freedoms and wrote that final check with their lives in support of freedom and democracy.”

Jaquet recognized guests at Monday’s ceremony, including Glen and Amy Morris, parents of Staff Sgt. Daniel Morris, who was killed in Iraq in 2006, and Gerald and Kathy Hovater, parents of Cpl. Jason Hovater, who died in Afghanistan in 2008.

“We remember the 1.3 million Americans who have made the supreme sacrifice during this nation’s wars, from the Revolutionary War to the continued War on Terrorism and Afghanistan,” Jaquet said. [Read more…]

Guest column: Anderson mayor’s budget includes no tax increase

CLINTON—Anderson County Mayor Terry Frank has presented her administration’s proposed budget for the next fiscal year, which begins July 1.

Frank’s proposed general fund budget, as recently presented to the Budget Committee, keeps most county departments at current-year spending levels and includes no tax increase. It was unanimously approved at a May 15 budget meeting.

The balanced $25,010,105 budget for the county’s general operating fund proposes maintaining a focus on stabilizing spending levels until we have full economic recovery. [Read more…]

Educators in Anderson County are encouraged to make proposals for nearly $40,000 in educational support funding

Oak Ridge Associated Universities is preparing for its annual education grants program and invites Anderson County schools to submit funding proposals to help expand their programs in science, mathematics, and technology. ORAU’s mission is to advance national priorities and serve the public interest by integrating academic, government, and scientific resources both locally and globally, and the organization is committed to improving educational opportunities in Anderson County.

Funds are available to schools located in Anderson County for projects in science, technology, and math to be carried out during the 2014-2015 school year. Last year, ORAU awarded more than $39,000 to 27 teachers from 17 local schools for projects including a digital collection of math and science books, new science lab equipment, and technology for a school listening hub. Schools with projects for consideration for ORAU funding should complete and submit three proposal forms, which can be found here. Proposal forms must be received by June 6 to be considered. [Read more…]

Every day in America:

  • 8,200 children are reported as abused, neglected, or abandoned;
  • 500 children are placed in foster care; and
  • Three children die from physical abuse.

Last year in Anderson County:

  • 186 children were placed in foster care;
  • 592 child abuse cases were reported; and
  • 167 remained in foster care.

CASA volunteers serve as the voice of abused and neglected children who come under the protection of the juvenile court system. Outcomes include reaching safe permanency in less than half the time of children without a CASA volunteer, more services leading to higher success and continued safety after placement. Currently, the Anderson County CASA program maintains a waiting list of more than 100 children. [Read more…]

The successful 13th Annual Big Ed’s Memorial Golf Tournament on April 25, 2014, continued a long tradition that combines a great day of golf with active commitment to Anderson County youth and families through Community Mediation Services. The Oak Ridge Country Club provided a beautiful setting for 140 golfers. Team winners for the first flight were Mike Malicote, Jeff Golliher, Jake Reeves, and Roger Claiborn. The team winning the second flight included Benjie Shuler, Jackson Vaughn, Mark Bragg, and Luke Cabbage.

Community Mediation Services of Anderson County is the beneficiary of Big Ed’s Memorial Golf Tournament, emphasizing the importance David Neusel and Big Ed Neusel placed on helping youth and families in our area in a constructive and positive way. Community Mediation Services has worked with youth and families in Anderson County for 28 years, promoting the peaceful resolution of community conflicts, using community resources. Our four programs include Victim Offender Reconciliation Program (VORP), Visitation Mediation, Teen/Parent Mediation, and Attendance Mediation. Mediators don’t take sides or make decisions, but do help people solve problems in ways that are decided and agreed upon by all. According to Executive Director Cindy Helton, the tournament raised more than $15,000, which enables CMS to continue to provide no-cost services to the families of Anderson County. [Read more…]

A reporter at the Clinton Courier News will be taken off the county government beat for now as authorities investigate a missing keys report filed Monday by Anderson County Mayor Terry Frank, the newspaper’s publisher said Tuesday.

Frank filed the missing keys report after the Monday night meeting of the Anderson County Commission in Clinton. She told Anderson County Sheriff’s Department Cpl. Bradley A. Prewitt that she had stored her keys under a desk and noticed them missing sometime after 10:30 p.m. Monday. She said she had left her seat during the meeting to address the commission and for a break, and Courier News reporter Chris Silcox had sat in or near her seat at some point during the meeting, Prewitt wrote in an incident report.

After the meeting, Frank said Silcox contacted her and explained, via text message, that he had unintentionally grabbed her keys, mistaking them for his wife’s. Silcox made arrangements to return the keys to Richard Burroughs, Frank’s chief of staff, Prewitt said, but only the auto key fob and business key were returned.

“Ms. Frank advised that her home and office keys were still missing,” Prewitt said. [Read more…]

Two Anderson County men, one wearing a bulletproof vest, were arrested Sunday after a security guard chased two burglary suspects from Southern Coal Co. on Airbase Lane in Briceville, authorities said.

The two men—Louis Edward Goodman, 24, of Oak Ridge, and Christopher Houston Harness, 24, of Briceville—fled into the woods after they were confronted, the Anderson County Sheriff’s Department said in a Monday morning press release.

Deputies responded to the burglary-in-progress report and located the two suspects after a search, authorities said. Goodman and Harness were taken into custody and charged with several offenses related to the burglary: burglary, felony property theft, and criminal trespassing. Goodman was also charged with the unlawful use of body armor “as he was wearing a bulletproof vest at the time of the offenses,” Chief Deputy Mark Lucas said. Anderson County budget process under way

The Anderson County Commission’s Budget Committee has approved County Mayor Terry Frank’s no-frills budget proposal for the fiscal year that begins on July 1.

The proposed budget keeps the property tax rate at its current levels but does not include pay raises for county workers.

Previously, the budget committee had recommended keeping the funding for all county general fund offices at their current levels, and officials said the budget does include provisions for a possible 1 percent increase in the cost of health insurance and state-mandated salary increases for certain county officeholders.

The budget committee has also recommended that the county’s fund balance be increased from $3.5 million to $4 million. Budget discussions will continue during the next few weeks.
