William Lawrence Tunnell, an alternate Oak Ridge city judge who is believed to be the oldest practicing attorney in Tennessee, was arrested January 13 for allegedly hitting a man with his car and knocking him to the ground in November.

Tunnell, 94, has been charged with one count of aggravated assault. He has a hearing scheduled for 9 a.m. Wednesday in Anderson County General Sessions Court in Oak Ridge.

(Update: Anderson County General Sessions Court Judge Roger Miller has recused himself from hearing this case, and a special judge will be appointed. A new hearing date had not been set as of Wednesday morning.)

According to an arrest warrant, the incident occurred Friday evening, November 21, at the intersection of West Outer Drive and Waltham Lane. [Read more…]

An East Tennessee man is accused of raping his ex-girlfriend in a Claxton home, shoving her backward and causing her head to go through a sheetrock wall, pointing a pistol at her and himself, and threatening to burn down her house, authorities said.

Robert John Davis, 34, is accused of using the victim’s debit card without permission to withdraw $200, throwing objects and ransacking her house, and telling her she had to have sex with him if she wanted to have her car keys, according to warrants filed in Anderson County General Sessions Court.

Davis has been charged with rape, aggravated assault, domestic assault, false imprisonment, property theft, unauthorized use of an auto/joyriding, and violation of an order of protection, the warrants said. Davis, who has addresses listed in Powell and Greenback, remains jailed in the Anderson County Detention Facility in Clinton, and his bail has been set at $237,500, according to court records. Woman accused of pointing gun at officers charged with aggravated assault

The Jonathan Lane woman who allegedly pointed a pistol at Oak Ridge police officers before they fired four shots at her was arrested on Tuesday night on three counts of aggravated assault, authorities said.

Anna Marie King, 46, remained jailed at the Anderson County Detention Facility in Clinton on Thursday morning. Her bond has been set at $50,000.

Officers were dispatched to 123 Jonathan Lane just before midnight on August 2 for a welfare check on King. Her boyfriend reported that she was depressed and threatening to shoot herself, Oak Ridge Police Department Detective Kevin Craig said in affidavits filed in Anderson County General Sessions Court.

The boyfriend also said there were weapons in the home, Craig said.

Three ORPD officers—Leslie Miller, Field Training Officer Christopher Carden, and Kenneth Prickett—responded. They said they confronted King in her front yard, and she was holding a handgun to her throat and head, according to the warrants. [Read more…]

A 25-year-old Sunbright man who was intoxicated tried to “pass himself off” as an Oak Ridge High School student in at least two classrooms last week, the first week of school, before being stopped in a second floor hallway during a class change, authorities said.

William Edward Lay had obtained a student’s classroom schedule, but he had no identification and continuously gave School Resource Officer Sherrill Selby the wrong birth date, Social Security number, and other identifying information, according to arrest warrants filed in Anderson County General Sessions Court.

Selby, an Oak Ridge Police Department officer, said Lay was unsteady on his feet and fell into the wall several times. She had been called to investigate a report of a suspicious male walking around and into classrooms at ORHS.

Officials discuss Veterans Court, docket in General Sessions Court

Judge Ron Murch recently met with Anderson County Veterans Affairs Officer Leon Jaquet and Tennessee Assistant Commissioner of Veterans Affairs Don Smith to discuss the implementation of a Veterans Court/Docket in the Anderson County General Sessions Court. Smith has been visiting judges in East Tennessee to discuss the commencement of veterans courts, a press release said.

The Veterans Court/Docket would operate within the framework of the existing Sessions Court and would identify veterans within the court system, the release said. It would coordinate services available to them through the VA that would assist with drug and alcohol problems, stress problems, and other needs such as housing, education, job training, medical services, or any other services or VA benefits available to them. The Veterans Court/Docket would involve mentors, who are also veterans, that would assist veteran defendants in getting to court and to any scheduled appointments for services, and working with the County Veterans Office to coordinate available benefits. Assistant public defender dies in single-car crash in Ohio

Anderson County Assistant Public Defender Glenn A. Shinaberry, 29, died in a single-vehicle crash in Dayton, Ohio, early Sunday morning.

Shinaberry, a Knoxville resident, had been an assistant public defender in Anderson County since 2012.

WHIO-TV in Dayton said Shinaberry was a passenger in a Ford Mustang that hit a pole on a curve in front of the University of Dayton Arena at about 2:30 a.m. Sunday. The driver, who was not immediately identified, was taken to a Dayton-area hospital in critical condition, the television station said. [Read more…]

The 62-year-old woman arrested after a four-hour police standoff on Jellico Lane on Monday morning has been charged with possession of a handgun while intoxicated.

Patsy Lee Oliver, of 123 Jellico Lane, had allegedly approached a neighbor carrying a “small frame small caliber handgun” on Monday morning, according to an affidavit filed in Anderson County General Sessions Court. The victim and a witness who lives at the same address as the victim said Oliver appeared to be under the influence of an intoxicant.

The Oak Ridge Police Department responds to a Monday morning standoff on Jellico Lane that started after a report of a disturbance involving a gun.

The victim had a cell phone video of Oliver standing at the end of Jellico Lane concealing something behind her back that appeared to be a small black handgun, Oak Ridge Police Department Officer John Thomas said in the affidavit.

“Also in the video, defendant’s actions are as that of an intoxicated person,” Thomas said.

ORPD officers responded to the reported disturbance at about 6:48 a.m. Monday. They eventually made contact with Oliver on her porch and “observed that her speech was slurred and slow,” Thomas said in the affidavit. “Her demeanor was at times erratic, and she was slow and shuffling in her movements.” [Read more…]

A Clinton woman has been charged with attempted first-degree murder after she allegedly shot at her husband with a 9mm handgun Sunday night, authorities said.

Cheryl Ann Freels, 32, of 226 North Slope Lane, allegedly tried to fire a second time, but the gun jammed, according to arrest warrants filed in Anderson County General Sessions Court. Freels’ husband was able to take the gun from his wife after it jammed and leave the home with his juvenile son.

Her husband told Anderson County Sheriff’s Department Deputy Samuel Ogburn that he had been watching television in the upstairs living room when he saw his wife standing with the handgun pointed at him. He said his wife fired at him after he stood up. He said he was able to move out of the way of the gun, and the round hit the wall behind him, according to the warrants. [Read more…]

Probation company announces literacy program for probationers

PSI Probation has established a literacy program for probationers that will emphasize instructional reading for those with reading deficiencies, a press release said.

In addition, PSI is going to help any probationers who want to earn a high school diploma through a GED program. That help is being offered at the request of Anderson County General Sessions Court Judge Don A. Layton, a press release said. [Read more…]

Judge Ron Murch has announced he is running for re-election as General Sessions Court judge for Division II, a press release said. Murch has served in the office since 1993.

After graduating from the University Of Tennessee School Of Law in 1976, he was in the private practice of law and was an attorney with the City of Oak Ridge for 17 years until becoming a judge, the release said.

Murch has been a member of the Tennessee General Sessions Judges Conference and has served on the conference’s Education Committee since going on the bench. That committee is responsible for setting the continuing education agenda for all general sessions court judges during their annual conferences. [Read more…]

Also arrested on domestic assault charge from October

A Clinton man who was allegedly armed with a baseball bat and threatened to kill a Powell man and his daughter before beating on a car with the bat has been charged with aggravated assault, aggravated burglary, and two counts of vandalism.

Casey Aaron Massengill, 24, of Sinking Springs Road, was also arrested on a charge of domestic assault for allegedly hitting his ex-girlfriend in the face and head and spraying her with pepper spray in October.

The incident involving the alleged aggravated assault and aggravated burglary occurred on Jan. 25 on Bison Lane in Powell in Anderson County. Bison Lane is off Clinton Highway southeast of Edgemoor Road.

The victim reported he was asleep in his bedroom at about 11:16 p.m. Jan. 25 when he heard glass break. He said he found Massengill in his living room with a baseball bat, according to arrest warrants filed in Anderson County General Sessions Court. [Read more…]

An Oak Ridge teenager has been charged with aggravated robbery for his alleged role in a November stickup on Jonathan Lane.

Treston Blake Lee, 19, of Wakefield Road, was arrested Jan. 26, and he remained jailed in the Anderson County Detention Facility in Clinton on Thursday afternoon. His bond has been set at $100,000.

An arrest warrant filed in Anderson County General Sessions Court said the alleged robbery occurred at about 7 p.m. Nov. 30 and involved another defendant. Lee had met the victim several times and was allowed to enter the home, Oak Ridge Police Department Detective Bill Weaver said in the warrant.

The second defendant, who is not identified in the warrant, also walked into the home that night and displayed a small-caliber silver handgun, Weaver said. [Read more…]
