With transfer agreement signed, plans call for developing AMSE site, relocating museum, demolishing building

With a property transfer agreement signed, new businesses could be built on the 17 acres that now house the American Museum of Science and Energy, the museum will be relocated, and the AMSE building could be demolished, officials and a business executive said Friday.

The changes are allowed under an agreement approved by federal officials, unanimously approved by the Oak Ridge City Council in December, and signed by U.S. Energy Secretary Ernest Moniz and Oak Ridge Mayor Warren Gooch in a Friday morning ceremony at Oak Ridge Associated Universities.

The U.S. Department of Energy said the transfer of the museum property, owned by the federal government, will allow the City of Oak Ridge to “explore future innovative development and economic stimulus opportunities.”

“From the Manhattan Project of World War II to the cutting-edge materials research of today, Oak Ridge has long played a vital role in American science and security,” Moniz said. “This agreement will ensure that Oak Ridge’s history is preserved and shared while providing the city a new opportunity to create jobs and strengthen the local economy.”

When the transfer is completed, DOE public outreach and education missions that are now conducted at AMSE and focused on Oak Ridge history, science, and national security will continue in renovated space in a two-story building that once housed a Sears store next to JCPenney at the former Oak Ridge Mall. The former mall is being redeveloped as Main Street Oak Ridge.

DOE said the AMSE property transfer will save more than $2 million in deferred maintenance costs at the museum and greatly reduce operating expenses. [Read more…]

DOE secretary to attend AMSE land transfer ceremony on Dec. 30

U.S. Energy Secretary Ernest Moniz will attend the land transfer ceremony for the American Museum of Science and Energy property in Oak Ridge next week.

The ceremony is scheduled for Friday, December 30. Also expected to attend are U.S. Congressman Chuck Fleischmann and City of Oak Ridge Mayor Warren Gooch.

It’s a signing ceremony to formally transfer the roughly 17-acre AMSE site from the U.S. Department of Energy to the City of Oak Ridge.

Under an agreement unanimously approved by Oak Ridge City Council on December 13, the city is then expected to transfer the property in two phases to a company set up by RealtyLink, the South Carolina firm building Main Street Oak Ridge at the site of the former Oak Ridge Mall. [Read more…]

The Oak Ridge City Council on Tuesday unanimously approved the transfer of the American Museum of Science and Energy property. The roughly 17.42 acres will be transferred from the U.S. Department of Energy to the City of Oak Ridge. It could then be transferred in two phases to a company set up by the developer of Main Street Oak Ridge.

Under the agreement, the AMSE missions will be relocated within about one year to 18,000 square feet of space in a two-story building that once housed a Sears store next to JCPenney at Main Street Oak Ridge. That space, once finished, will be provided by TN Oak Ridge Illinois LLC, a Main Street Oak Ridge company, to the city at no cost for 15 years.

The city will, in turn, sublease the former Sears space to DOE at no charge for 15 years, and it can be used for the public outreach and education missions now conducted at AMSE—as well as for a temporary visitor center for the Manhattan Project National Historical Park. The American Museum of Science and Energy property could be transferred to the City of Oak Ridge and then to a developer under a resolution to be considered by Oak Ridge City Council on Tuesday.

The City Council will consider whether to accept the 17.12-acre AMSE site from the U.S. Department of Energy during a special meeting at 6 p.m. Tuesday, December 13, in the Oak Ridge Municipal Building Courtroom. The Council will also consider whether to enter into certain agreements with TN Oak Ridge Illinois LLC. That company was set up by RealtyLink, the developer building Main Street Oak Ridge at the former Oak Ridge Mall.

The potential property transfer, the latest in a series of AMSE discussions dating back to at least 2003, was endorsed by City Council this summer as part of the Main Street Oak Ridge redevelopment. Council agreed to allow City Manager Mark Watson to negotiate the AMSE property transfer with DOE and RealtyLink.

On Monday, Watson said the city has submitted a property transfer proposal to DOE, and the federal government has accepted the terms. In order to take effect, the City Council has to approve it.

If the transfer is approved, TN Oak Ridge Illinois LLC would provide Oak Ridge with 18,000 square feet of space at Main Street Oak Ridge at no cost for 15 years. The city would pay no rent, maintenance, taxes, or utilities. [Read more…]

First year: More than 80,000 visit three Manhattan Project Park sites in 2016

More than 80,000 people have visited the three sites of the Manhattan Project National Historical Park, which includes Oak Ridge, according to a nonprofit organization in Washington, D.C.

Besides Oak Ridge, the park includes Hanford, Washington, and Los Alamos, New Mexico.

In Oak Ridge, the Manhattan Project National Historical Park has a volunteer or ranger at the American Museum of Science and Energy in Oak Ridge when the museum is open. The park also has activities. For example, there is a program on secrecy, security, and spies at the Oak Ridge Turnpike Gatehouse in west Oak Ridge on Saturday, December 17. And the park, in partnership with the Children’s Museum of Oak Ridge, will be featuring a Parks in Focus photography exhibit during the month of December. The photography exhibit is located in the Imagination Gallery at the museum located at 461 West Outer Drive.

Also, a virtual tour of the K-25 Building can be found at the new K-25 Virtual Museum website. And from March to November, admission to AMSE includes a three-hour bus tour of the Oak Ridge Reservation, including the X-10 Graphite Reactor at Oak Ridge National Laboratory, New Bethel Church at ORNL, the visitor overlook at the East Tennessee Technology Park (former home to the K-25 gaseous diffusion building), and Y-12 New Hope History Center. The sale of the former Oak Ridge Mall has closed, executives said Friday morning.

The sale was confirmed by Steve Arnsdorff, chief manager of Oak Ridge City Center LLC, which had owned the property, and Neil Wilson, principal of RealtyLink, the new developer.

The new owner is TN Oak Ridge Rutgers LLC, a company set up by RealtyLink, which is based in Greenville, South Carolina. The purchase price was $6.3 million, and the sale closed late Thursday evening, Wilson said.

RealtyLink plans to redevelop the roughly 58-acre site, which includes a Belk and JCPenney, as a mixed-use development known as Main Street Oak Ridge. It could include retailers, restaurants, residential units, and possibly a hotel.

“We’re excited for what this project will do for Oak Ridge,” Arnsdorff said. “This community deserves this. We’re excited this is happening.”

“I think what I would like to point out is that it’s a great day for Oak Ridge and for the city to sort of embrace this new mall,” Wilson said. [Read more…]

The subdivision plat for Main Street Oak Ridge, the redevelopment of the former Oak Ridge Mall, was on its way to the Anderson County Register of Deeds to be recorded on Tuesday afternoon, said Ray Evans, retail consultant for the City of Oak Ridge.

That means the attorneys for both the buyer and the seller were comfortable enough with their progress to have the plat recorded, Evans said.

Officials said last week that RealtyLink, the proposed developer, is on track to close on the sale of the roughly 60-acre mall site by the end of June. It’s currently owned by Oak Ridge City Center LLC.

The Oak Ridge Municipal Planning Commission added a lot to the subdivision plat for the proposed redevelopment in April, creating 11 interior lots. Officials said that requested change had to do with project financing, and it was a minor change from what was approved several months earlier. The closing on the sale of the former Oak Ridge Mall is proceeding, and it is still on track to close by the end of June, a city consultant said Friday.

“Everything we’re hearing is that they are still on track to close by the end of the month,” said Ray Evans, retail consultant for the City of Oak Ridge.

Evans said officials have been in contact with the RealtyLink, the mall redeveloper, this week, and RealtyLink and the city staff have been discussing construction sequencing.

The U.S. Department of Energy remains interested in transferring Clark Center Park to Oak Ridge, and the city continues to discuss that possibility with the federal government even though it could be a strain on municipal finances, officials said Tuesday.

The property could be transferred at no cost to the city. But one of the questions raised two years ago about the potential property transfer was whether Oak Ridge could afford to take over the 80-acre park.

That appears to remain a concern. It costs DOE about $300,000 per year to operate the park, which is in south Oak Ridge on Melton Hill Lake.

“Monetarily, it’s difficult for us right now,” Oak Ridge City Manager Mark Watson said Tuesday.

In 2014, there were Oak Ridge City Council meetings and public meetings about the future of the park and the potential transfer to the city. [Read more…]

The Oak Ridge City Council agreed Monday to allow the city manager to negotiate with federal officials and the company redeveloping the former Oak Ridge Mall for the transfer of the American Museum of Science and Energy property—if the federal government wants to get rid of it.

And it appears that the federal government does want to dispose of the museum. The U.S. Department of Energy has asked the federal General Services Administration, which disposes of federal property, for help with that process, said Claire Sinclair of Oak Ridge National Laboratory Site Office Public Affairs. GSA took on that role last week.

But the transfer of federal property such as AMSE usually takes a few years, Sinclair said, and if a new use were proposed for the museum property, adequate public notice would be given. ORNL manages AMSE for DOE.

In the meantime, AMSE is expected to continue operating, officials said.

Under the resolution approved by Council on Monday, the 17.12 acres of federal property at the AMSE site could be transferred to the city. Or RealtyLink, the company redeveloping the mall, could negotiate directly with federal officials. Three U.S. Department of Energy sites in Oak Ridge provided $1.5 million in funding for the American Museum of Science and Energy in Fiscal Year 2015, an official said Monday.

The funding varies each year, and the funding for Fiscal Year 2016, the current fiscal year, hasn’t been determined, said Claire Sinclair, a spokesperson in the Oak Ridge National Laboratory Site Office Public Affairs. ORNL manages AMSE for DOE, which owns the museum.

In FY 2015, Oak Ridge National Laboratory and Y-12 National Security Complex each contributed $630,000 to AMSE, and the East Tennessee Technology Park provided $240,000. That’s a major portion of AMSE funding, the museum says on its website. (AMSE also has memberships, and the museum charges for admission.)

Questions about the future of AMSE have been raised as the Oak Ridge City Council considers a resolution on how the city would like the land transferred, if the DOE and General Services Administration decide to dispose of the property at some point in the future. [Read more…]

AMSE over-sized, operationally challenged, spokesperson says

The transfer of federal property such as the American Museum of Science and Energy usually takes a few years, and if a new use were proposed for the AMSE property, adequate public notice would be given, an official said Monday.

There has been no public announcement that the federal government wants to get rid of the 17.12 acres of federal property that includes AMSE.

But the Oak Ridge City Council will consider a resolution tonight (Monday, June 13) that would allow City Manager Mark Watson to negotiate with the U.S. Department of Energy and General Services Administration, as well as the company redeveloping the former Oak Ridge Mall, for the property transfer. The GSA is responsible for disposing of federal property.

RealtyLink, the company redeveloping the 58-acre mall site, has said that any redevelopment of the AMSE property that competes with its project, known as Main Street Oak Ridge, would be devastating to its efforts to provide the city a much-needed, quality, retail-centered mixed-use town center. RealtyLink said it must be able to control the redevelopment of the AMSE property. [Read more…]
