Oak Ridge has second Clark Center Park meeting on Monday

The City of Oak Ridge is hosting a second public meeting to discuss the possible transfer of Clark Center Park from the U.S. Department of Energy to the City of Oak Ridge. The meeting will be held on Monday, October 27, at 7 p.m. in the Municipal Building Courtroom, located at 200 South Tulane Avenue.

At the meeting, City Manager Mark Watson and staff will provide an overview of the Federal Lands to Parks Program as it relates to Clark Center Park and the federal acquisition process. The Department of Energy is undertaking an evaluation of their property on the Oak Ridge Reservation—where Clark Center Park is located—to identify parcels that may be excess to the agency’s mission.

“The Oak Ridge community has had Clark Center Park become an important asset of our city over the years,” said City Manager Mark Watson. “Our meeting is meant to explore the pros and cons of absorbing the park as part of our Oak Ridge park system. Aditya “Doc” Savara, a member of two city boards, is running for Oak Ridge City Council in the November 4 municipal election.

In a press release, Savara said he has been involved in local politics during the past two years and served on the Traffic Safety Advisory Board and the Environmental Quality Advisory Board. Savara said he has attended and commented during public comment periods at City Council meetings, is knowledgeable about the issues facing the city, and has been vocal about them.

“In 2012-2013, an ordinance came before Oak Ridge City Council regarding whether property owners Jack and Myra Mansfield could build a single home on their property in a neighborhood zoned as R1, for single-family dwellings,” Savara said in the release. “Adjacent homeowners asserted property values would drop if the Mansfields were allowed to build a home on the open space. I pointed out that the neighbors could have bought the open property themselves if they wanted to keep it as open space. I stated that the neighbors didn’t want to buy the cow, but wanted to have the milk for free, and that it was not too late for the neighbors to make the Mansfields a fair offer. [Read more…]

Fifty-one animals have been euthanized at the Oak Ridge Animal Shelter due to distemper, and donations are needed, Oak Ridge officials said Thursday.

“This has truly been a heartbreaking situation for our staff and volunteers,” the city said in a short statement Thursday afternoon.

The Shelter needs donations of cat litter (non-clumping only), blankets, towels, dry food, and canned food. The donations can be dropped off at the Pet Supplies Plus located at  254 South Illinois Avenue in Oak Ridge from 9 a.m. to 9 p.m. Monday through Saturday and from 10 a.m. to 7 p.m. on Sunday.

Adoptable cats and kittens will be also be at Pet Supplies Plus from 12 to 4 p.m. on Saturday, October 25.

“Please keep us in your thoughts and prayers as we try to heal from this devastating blow,” the city said.

More information will be added as it becomes available.

Heritage tourism expert to speak at AMSE community meeting Thursday

The last in a series of four community meetings on the American Museum of Science and Energy will feature a state heritage tourism expert.

Lee Waddell Curtis, director of program development and legislative liaison for the Tennessee Department of Tourist Development, will discuss the growth and significance of heritage tourism in Tennessee during a Thursday evening meeting at AMSE.

The community meetings have been sponsored by the City of Oak Ridge and the American Museum of Science and Energy Foundation. They are designed to gather input on the future of AMSE operations.

A press release said Curtis has an extensive background in cultural and heritage tourism, and her responsibilities include overseeing and developing the Tennessee Civil War Trails program and serving as the Tennessee Department of Tourist Development’s heritage tourism contact. In addition, she represents the department on several national and statewide organizations, and served as a board member of the state’s Sesquicentennial Commission. [Read more…]

Watson to discuss State of the City at Lunch with League on Tuesday

Oak Ridge City Manager Mark Watson will discuss the State of the City with the League of Women Voters on Tuesday.

During the annual event, Watson is also expected to give his perspective on issues facing the city, a press release said.

The Oak Ridge City Council will discuss U.S. Department of Energy funding and support during a special meeting tonight. It’s described at least in part as an “information-gathering session.”

The special meeting was called by City Council members Trina Baughn and Charlie Hensley. Hensley, in particular, has raised questions about whether DOE is paying its fair share to the city.

Here’s the language outlining tonight’s discussion:

“to discuss and possibly take action on a plan to engage DOE officials with regards to their obligations to the City of Oak Ridge and its citizenry. Let it [the special meeting request] include formally requesting, in writing, a DOE Community Assistance Review as allowed within AECA 1955, PL 84-221, DOE Order 2100.12A, and other supporting legislation, including those self-sufficiency plans dating from 1980 through a Council Resolution and other joint local government collaborative action to include a specific date for a response.”

Oak Ridge City Council member Anne Garcia Garland is running for re-election in the November 4 municipal election.

In a press release, Garcia Garland said the City Council has now begun to function like a team, the vision she had for it when she was first elected.

“The five members who have been meeting to consider policy and long-term planning have begun to realize how much more can be accomplished in this way,” Garcia Garland said. “I believe that if we can do this as a Council, then we should be able to work in a similar manner with the Board of Education and move forward together.”

Actions by the city government have shown that TIFs (tax increment financing) are useful for investing in new businesses, and the growth of the Illinois Avenue corridor is healthy, Garcia Garland said. She said Council encouraged the Kroger development by changing zoning and permitting traffic signals, and that center inspired the investment in Oak Ridge by the new mall developers. [Read more…]

The City of Oak Ridge has released a potential design of the proposed roundabout near Oak Ridge High School, and a city board will accept public comments on the possible intersection change during a Tuesday evening meeting.

The roundabout could be built at the five-way intersection of Providence Road, Pennsylvania Avenue, East Pasadena Lane, and North Tulane Avenue. City officials aren’t fond of the term, but many residents refer to the intersection as “Malfunction Junction.”

During the Tuesday evening meeting, the Oak Ridge Traffic Safety Advisory Board will discuss the city’s grant application for the roundabout under the Tennessee Department of Transportation’s Transportation Alternatives program. The discussion will include an overview of the project, and the public will be allowed to comment. [Read more…]

The second public meeting on Clark Center Park will be held during the Oak Ridge City Council work session scheduled for Monday, October 27, at 7 p.m. The meeting will be at the Oak Ridge Municipal Building at 200 South Tulane Avenue.

The first meeting was in August. The 80-acre park could be transferred from the U.S. Department of Energy to the city.

The DOE’s Oak Ridge Office is in the process of reviewing the agency’s land holdings across the Oak Ridge Reservation, including Clark Center Park (formerly known as Carbide Park). [Read more…]

The new Progress PAC political action committee has endorsed three candidates each for Oak Ridge City Council and Oak Ridge Board of Education.

The three candidates endorsed in the City Council race are Kelly Callison, Warren Gooch, and Ellen Smith. The three endorsed in the School Board race are Bob Eby, Paige Marshall, and Laura McLean.

City to apply for state grant to build roundabout at ‘Malfunction Junction’

The Oak Ridge City Council on Monday agreed to apply for a state grant that could be used to help build a roundabout at the five-way intersection of North Tulane and Pennsylvania avenues, Providence Road, and East Pasadena Lane. Though city officials don’t like the name, the five-way intersection is sometimes referred to as “Malfunction Junction.”

 

The city of Oak Ridge plans to apply for a state grant to design and build a roundabout near Oak Ridge High School at a five-way intersection sometimes referred to as “Malfunction Junction.”

The Oak Ridge City Council unanimously approved the grant application on Monday. If approved, the Tennessee Department of Transportation grant would be used to build a roundabout at the intersection of Providence Road, Pennsylvania Avenue, East Pasadena Lane, and North Tulane Avenue.

The total cost of the project is estimated at $748,113. Tthe grant funding would come from the Transportation Alternative Program. TDOT funds 80 percent of those projects, excluding design, and a 20 percent local match is required.

The city’s cost would be about $150,000, and the city would pay for the design, officials said Monday. [Read more…]
