Gooch seeks second term as mayor

Oak Ridge Mayor Warren Gooch is seeking a second two-year term as mayor. Gooch has written a letter to the rest of the seven-member Oak Ridge City Council outlining why he is seeking re-election.

The Oak Ridge City Council is expected to appoint a mayor and mayor pro tem during its next meeting on December 12.

Four City Council members expressed an interest in serving as mayor two years ago, but so far this year, Gooch is the only one who has asked to be appointed.

The Oak Ridge City Council appoints two of its members as mayor and mayor pro tem at a regular meeting after each municipal election—they’re held every two years—and after all newly elected members have been duly qualified, according to the Oak Ridge City Charter. Proposed DOE waste disposal site to be discussed at Lunch with the League on Tuesday

The U.S. Department of Energy’s proposal for a new disposal site for waste from ongoing cleanups, and some concerns that have been raised regarding the DOE proposal, will be the subject of Ellen Smith’s presentation at Lunch with the League on Tuesday.

Lunch with the League is scheduled to start at 11:45 a.m. Tuesday, December 6, in the Social Hall of the Oak Ridge Unitarian Universalist Church, which is located at 809 Oak Ridge Turnpike.

Smith is on the staff of Oak Ridge National Laboratory’s Environmental Sciences Division. She is a member of the Oak Ridge City Council, where she serves are mayor pro tem. [Read more…]

Senior Center Holiday Reception to be held at Oak Ridge Civic Center Gymnasium

The Oak Ridge Senior Center is having a Holiday Reception for area senior citizens on Friday, December 9. This year, the party will be held in the Oak Ridge Civic Center’s gymnasium located at 1403 Oak Ridge Turnpike.

“Come join us between 11:30 a.m. and 1 p.m. for a light lunch of sandwiches, chips, and cookies, as well as holiday music and fellowship,” a press release said. “The Senior Center guitar group will be playing live Christmas music. Bingo will be offered and door prizes given away. Goodie bags will also be given out while they last.” [Read more…]

Workers have been removing dirt this month for the eighth rowing lane on the Oak Ridge Rowing Course on the Clinch River on the east end of town.

More than 250 truckloads of dirt had been removed as of November 16, according to Laurel Patrick of First Place Finish Inc., which received a $548,350 contract to add the eighth lane during a special meeting in September. The work will include a precast concrete block retaining wall and associated dredging and site work.

Oak Ridge officials announced in late October that the speed limit on a section of Melton Lake Drive would be temporarily reduced for at least three months starting Monday, October 31, while the eighth rowing lane is built, and part of the Melton Lake Greenway will be closed as necessary.

The speed limit has been reduced from 45 miles per hour to 25 mph along Melton Lake Drive between Amanda Drive and Palisades Parkway. The change will remain in place for a minimum of three months  starting October 31. Signs were to be installed to warn drivers of the reduced speed limit. [Read more…]

Oak Ridge warns of utility scam

The City of Oak Ridge is once again receiving calls from customers who have been targeted by scammers posing as city employees. The scams are currently being directed at commercial customers, but have been aimed at residential customers in the past, a press release said.

The scam begins when a caller advises the customer that their utility bill is past due and that a “technician” is on the way to disconnect their utilities. The customer is advised to pay the bill immediately with either cash or a pre-pay credit card to avoid disconnection. The caller can be very convincing and they have garnered a long list of victims across the country. City leaf pickup program starts Monday

The citywide leaf pickup program will begin Monday, November 21. City collection efforts will follow the proposed schedule as closely as possible.

The schedule is a general guide and can vary considerably from the actual schedule due to the amount of leaves and weather conditions, a press release said. Please note: Streets will be swept approximately two weeks after leaves are picked up in each designated area.

State clarifies use of grills during burn ban

Tennessee officials said they’ve received questions about the use of grills and how grill use may be affected by burn bans.

Tennessee Governor Bill Haslam has issued a proclamation declaring a regional ban on burning in 51 counties, including Anderson and Roane counties, in response to the ongoing drought and destructive wildfires throughout Middle and East Tennessee.

That regional burn ban applies to open-air burning and includes a prohibition of campfires and burning of brush, vegetation, and construction debris, said Corinne Gould, assistant commissioner for public affairs in the Tennessee Department of Agriculture.

“Generally, the burn ban does not apply to cooking grills and other similar lighted devices that are well-established in a confined, protected area away from woodlands,” Gould said. [Read more…]

New International Friendship Bell Peace Pavilion plans to be unveiled Thursday

The community is invited to view striking new plans for the International Friendship Bell Peace Pavilion and to learn of its new location in Bissell Park at 5:30 p.m. Thursday, November 17, at Oak Ridge Associated Universities’ Pollard Auditorium, which is at 1000 ORAU Way.

The International Friendship Bell Advisory Committee will host the community gathering to unveil the Peace Pavilion and plaza design for the bell’s new location in Bissell Park. The bell, an Oak Ridge icon now sitting in silence, will bring its message of peace to the tens of thousands of visitors expected to visit the new Manhattan Project National Historical Park, a press release said. Next steps are being taken to position the bell to ring again.

Ziad Demian, architect who designed the new Peace Pavilion and its surrounding plaza, will bring to life, in images and narrative, the real and symbolic importance of the bell that has become an important icon of Oak Ridge. The new pavilion will immediately become a community landmark and contribute to Bissell Park’s “sense of place,” the press release said. [Read more…]

Christmas Tree Lighting is Dec. 2 in A.K. Bissell Park

The Oak Ridge Woman’s Club and the Oak Ridge Recreation and Parks Department will sponsor the annual Christmas tree lighting and reception at 6:30 p.m. December 2.

Participants should gather at the Secret City Commemorative Walk on the east side of the Oak Ridge Public Library parking lot for a brief ceremony, a press release said. A reception with seasonal music and entertainment will be held in the Oak Ridge Civic Center gymnasium immediately following the tree lighting. Light refreshments will be served.

New water plant could cost more than $40 million

Building a new water treatment plant in Oak Ridge or rehabilitating the current one could cost between $43.1 million and $46.9 million, according to an evaluation of three alternatives prepared for the city by an engineering company. The three alternatives are show in the image above.

 

Building a new water treatment plant in Oak Ridge or renovating the current one could cost between $43.1 million and $46.9 million, according to an evaluation prepared for the city by an engineering company.

Three alternatives for renovating the existing water plant or building a new one were presented to the Oak Ridge City Council in October in an evaluation by Jacobs Engineering Group. The three options have different impacts on the raw water intake on the Clinch River in south Oak Ridge, an intermediate pump station at the Y-12 National Security Complex between the raw water intake and the existing water treatment plant, and the current 70-year-old plant, which is on Pine Ridge above Y-12.

The first alternative, which could cost $46.5 million, would rehabilitate the existing plant. It would continue to use the raw water intake, the intermediate pump station, and the water plant. It would include work at those three sites, as well as to the two underground lines that feed the water plant.

The rehabilitation would require mechanical and process equipment upgrades, pipeline replacement, electrical improvements, and slope stabilization.

The Jacobs evaluation said the building and basins at the existing plant are in good condition, and the facility works well at 8-12 million gallons per day. It has the two underground lines coming in and three going out, and two storage reservoirs on Pine Ridge, one of three million gallons and the other of four million gallons. [Read more…]

City manager to discuss pending Senior Center move to Civic Center on Nov. 21

Oak Ridge City Manager Mark Watson will discuss the pending move of the Senior Center to the Civic Center during a November 21 meeting.

It’s a special work session of the Oak Ridge Senior Advisory Board, and it’s scheduled for 1:30 p.m. Monday, November 21, in Room 54 of the Senior Center on Emory Valley Road.

The Senior Advisory Board recommended earlier this year that the Oak Ridge Senior Center be located at the Civic Center and Alvin K. Bissell Park.

The Oak Ridge Senior Center is currently located in a county-owned building on Emory Valley Road. It’s been there since 1999. [Read more…]
