Emert elected chair of Anderson Commission, Isbel is vice chair

Anderson County Commissioner Steve Emert was elected chair of the Anderson County Commission on Monday, replacing former Chair Robert McKamey, and Commissioner Tim Isbel was elected vice chair of the 16-member legislative body.

McKamey had sought to be reappointed to a second one-year term as chair. But he only picked up two votes Monday, one from him and the other from Commissioner Philip Warfield.

Emert, who has been vice chair for one one-year term, voted “no” for McKamey, and all other commissioners who were present abstained, which was, under the rules, a vote for Emert. Nine votes were required.

Anderson County commissioners Myron Iwanski and Angeleque McNutt were absent.

Isbel was appointed vice chair. No one else sought that post. [Read more…]

The Anderson County Commission will meet at 6:30 p.m. today (Monday, September 21) in Room 312 of the Anderson County Courthouse in Clinton.

Prior to this evening’s meeting, the Commission will issue a proclamation saluting Anderson County Community Action Commission for its 50 years of service to the county.

Once the meeting begins, one of the more interesting items on the agenda will be consideration of an Operations Committee recommendation that a writ of mandamus be sought from a judge to force Anderson County Mayor Terry Frank to sign a motion that has been approved twice by the Commission to open an access road to the East Wolf Valley convenience center in Claxton to alleviate traffic congestion.

Frank will address what she calls the county’s non-compliance with state laws regarding vehicles for elected officials and will revisit the issue of whether the Commission has the authority to directly hire and supervise employees. [Read more…]

AC chancellor intervenes in Andersonville Fire Dept. squabble

Earlier this month, Anderson County Chancellor Nichole Cantrell made a ruling in the dispute between two factions of the Andersonville Volunteer Fire Department.

Earlier this year, then-AVFD Chief Del Kennedy suspended the Board of Directors over allegations that they were interfering in the day-to-day operations of the department.

Kennedy then appointed an interim board to oversee the department. That led to the department’s mail delivery service being interrupted and its bank accounts being frozen over questions about who was authorized to use it.

The chairman of the suspended board, David Farmer, asked the Chancery Court to step in. On September 4, Chancellor Cantrell ruled in favor of the suspended board following a hearing that morning. That meant that the board consisting of Farmer, Carl Poore, Robert Seiber, Benny Ridenour, Judy Lenz, Gina Ridenour, John Poore, and Rodney Williams was reinstated. [Read more…]

The current chair and vice chair of the Anderson County Commission are both seeking the chairmanship when Commission elects new officers later this month.

Robert McKamey, the current chair, had already announced his intention to seek another one-year term. Now, vice chair Steve Emert has announced his intention to challenge McKamey.

McKamey and Emert were appointed chair and vice chair in September 2014. It was a first term for both. Both were re-elected to the County Commission last year.

McKamey represents District 5, which includes Marlow and Dutch Valley. [Read more…]

Chief Deputy Mark Lucas of the Anderson County Sheriff’s Department will be the guest speaker when the Anderson County Democratic Women’s Club meets Monday, August 24. The meeting will be at 6 p.m. at Shoney’s Restaurant at 2405 North Charles Seivers Boulevard in Clinton.

Lucas, who has been in law enforcement for 37 years, will discuss “Duties and Responsibilities of the Office of Sheriff,” a press release said.

He has served as chief deputy for 21 years with three sheriffs, and he is now second in command to Sheriff Paul White. He began his law enforcement career in 1978 as a reserve deputy with the Knox County Sheriff’s Department, joining the Anderson County Sheriff’s Department in 1979. He attended Basic Police School in 1980 and served as a patrol deputy and sergeant. [Read more…]

Tourism revenues up 3.7 percent in Anderson County

Tourists spent a total of $115.77 million in Anderson County in 2014, state officials announced Tuesday. That was an increase of 3.7 percent compared to 2013.

The spending generated a total of $6.72 million in state and $2.47 million in local tax revenues, increases of 4.7 percent and 3.8 percent, respectively. A total of 905 Anderson Countians are employed in tourism-related fields.

State officials also said that tourism’s direct domestic and international travel expenditures reached $17.7 billion in 2014, up 6.3 percent, and an all-time high for the state.

The record-breaking numbers were announced in Nashville on Tuesday by Tennessee Governor Bill Haslam and Commissioner Kevin Triplett of the Tennessee Department of Tourist Development. [Read more…]

Business owner Angeleque McNutt has been appointed to replace Robin Biloski on Anderson County Commission. Biloski resigned on August 3 because she and her husband Bill are moving to Madeira Beach, Florida.

McNutt, who owns Rainbow Florist in Oak Ridge, will represent District 8. That district includes Emory Valley, Hendrix Creek, and Woodland in Oak Ridge.

McNutt will serve until the August 2016 election, the next county general election. She told commissioners on Monday that she will seek re-election in that election.

McNutt was appointed in a 8-6 vote after a first-round 7-7 tie between her and candidate Phil Yager. [Read more…]

The Anderson County Commission will consider appointing a new commissioner in District 8 on Monday. The new commissioner will replace Robin Biloski, who resigned on August 3 because she and her husband Bill are moving to Madeira Beach, Florida.

Anderson County Commission Chair Robert McKamey will allow voters registered in Anderson County to submit names to the County Commission for consideration before commissioners vote or consider any motion or resolution on filling the position. The names may be submitted in writing to the chair prior to the meeting, or they may be submitted in person at the meeting.

In order for a name to be considered, a member of the County Commission must subsequently nominate the person. [Read more…]

Anderson County commissioners have called another special meeting—this one on Thursday, August 13—to consider the county budget and tax rate. At stake are pay raises for county employees and educators and more than $1 million in new money for schools in Anderson County, Clinton, and Oak Ridge.

County commissioners approved a budget supported by a 10-cent property tax rate increase during a regular meeting on Monday, July 20. Eight cents of that increase was meant to provide most of the money needed for 2 percent pay raises for teachers and staff in Anderson County Schools. Anderson County Schools expected to receive another $700,000 or so from the tax rate increase, while Oak Ridge Schools anticipated an extra $423,000 and Clinton City Schools were projected to get another $134,000.

The other two cents approved during the July 20 meeting was for 2 percent pay raises for Anderson County employees, with the exception of county commissioners and other elected officials.

But in a follow-up special meeting on Thursday, July 30, the Anderson County Commission rejected the tax increase when it came time to officially adopt the new tax rate for the fiscal year that began July 1. For now, county and school officials are continuing to operate under last year’s spending levels. [Read more…]

Anderson, Carter, Sumner, and Unicoi counties align with 15 established communities 

NASHVILLE—Tennessee Department of Tourist Development Commissioner Kevin Triplett announced last week that Anderson, Carter, Sumner, and Unicoi counties have been added to Retire Tennessee, the state’s retiree recruitment marketing program. That brings the total number of active Retire Tennessee counties to 19, a press release said.

“It’s great to officially add four new counties to this important state program,” Triplett said. “Tennessee has much to offer people making retirement decisions based on quality of life and cost of living. Our state has the lowest cost of living in the Southeast and second lowest in the nation, no state income tax, and low property tax. Add to that, the state’s breathtaking scenic beauty and unparalleled hospitality, and it’s only natural Tennessee would rank high among the population relocating after retirement.”

The four counties join Cumberland, Franklin, Hamblen, Hamilton, Hardin, Jefferson, Loudon, Maury, Putnam, Rhea,  Roane, Robertson, Sullivan, Warren, and White counties as Retire Tennessee counties. Now in its ninth year, Retire Tennessee inspired more than 10,000 inquiries from potential retirees last year. Tennessee is one of only four states with retiree recruitment as a formal program and continues to gain momentum as a potential retirement destination for more than 78 million baby boomers. CLINTON—Pay raises for county employees and educators and new money for three school systems, including Oak Ridge’s, are in jeopardy after the Anderson County Commission rejected a property tax rate increase on Thursday.

A 10-cent rate hike had been anticipated in a budget approved by the Anderson County Commission in a 9-5-1 vote on Monday, July 20.

But the Commission failed to adopt the new higher tax rate during a follow-up meeting on Thursday, July 30. Commissioners rejected the higher rate in an 8-5 vote. Nine votes were needed for passage.

The higher tax rate was expected to help fund 2 percent pay raises for Anderson County Schools teachers and staff and county employees. It was also expected to generate another $423,000 in funding for Oak Ridge Schools and $134,000 for Clinton Schools. [Read more…]
