Blasting at the Kroger Marketplace construction site in central Oak Ridge is on hold for now. A Kroger spokesman has said there is some rock on the 25-acre site, but blasting will be the company’s last option.

The contractors for the Kroger Marketplace shopping center have notified Oak Ridge officials that blasting at the 25-acre site may not be required for now.

“The City of Oak Ridge will notify affected businesses and citizens when, and if, blasting is required,” a Friday morning press release said.

Oak Ridge had previously announced that a blast survey was performed, and no “collateral damage had been predicted,” the release said. [Read more…]

Now that the project has received final approval, crews are working quickly to finish demolishing and cleaning up hotels and homes, remove trees, and clear land at the 25-acre site of a Kroger Marketplace shopping center northeast of the intersection of Oak Ridge Turnpike and Illinois Avenue. Now that the project has received final approval, crews are working quickly to finish demolishing hotels and homes, clean up debris, remove trees, and clear land for a new Kroger Marketplace shopping center at one of the city’s busiest intersections.

Building construction could start in early October, and there could be some blasting at the 25-acre site starting at 2 p.m. Friday.

The $30 million shopping center will be named the Westcott Center in honor of renowned photographer James Edward Westcott, and it is scheduled to open in August 2014. [Read more…]

The ordinance was already on the books, and on Monday, city officials agreed to expand the area where inspections of rental homes are allowed to include most of the center of the city.

The expanded residential inspection district, which had originally applied to the Highland View Redevelopment Area, could include about 1,700 rental units.

The Oak Ridge City Council unanimously endorsed the expansion during a Monday night meeting. [Read more…]

The public debate gained notoriety in December with a dispute over an electronic sign featuring an animated Santa. After months of meetings and hours of discussions, it could be close to being resolved, although the community appears to remain divided.

On Monday night, the Oak Ridge City Council voted 4-3 to approve, in the first of two monthly votes, ordinance changes that would, among other things, prohibit videos or continuously scrolling messages on electronic signs, revisions that would presumably prevent an animated Santa.

The revised ordinance would require messages on the increasingly popular signs to be static and remain displayed for five seconds. The changes, which still have to be approved on second and final reading in September, would also govern signs used for sporting events, set maximum brightness levels, and require the displays to automatically dim through photo cell technology. The Oak Ridge City Council on Monday will consider new regulations for electronic signs, expanding the city’s residential rental inspection district, and creating the first-ever land bank in Tennessee.

Oak Ridge officials could prohibit animated electronic signs, expand the city’s residential rental inspection district to include about 1,700 homes, and officially set up an Oak Ridge Land Bank Corp. during a Monday night meeting.

The Oak Ridge City Council will also consider approving contracts with economic development consultant Ray Evans and state lobbyist Bill Nolan, and terminating the lease on the building that once housed the Recording for the Blind and Dyslexic on Badger Road. Now partially empty, the split-level two-story building still houses the Oak Ridge Civic Music Association, and city officials said they haven’t decided what to do with it yet.

Beer Board has hearing for Applebee’s, could re-open Brewski’s hearing

The Oak Ridge Beer Permit Board on Monday will have a hearing for an Oak Ridge restaurant and bar that reportedly sold beer to a minor in March.

The board agreed last month to have the show cause hearing for Applebee’s Neighborhood Bar and Grill during a meeting that starts at noon Monday. [Read more…]

Price Florist gets another 30 days for sale, repair, or demolition

A city board has declared Price Florist on Oak Ridge Turnpike a nuisance and unfit for human occupation and use, and members have given the property owner another 30 days to develop a repair plan, get a demolition permit, or reach an agreement to sell it.

The owner of the Price Florist property on Oak Ridge Turnpike has already been given two 30-day extensions to make repairs, demolish the building, or sell it.

On Thursday, the Oak Ridge Board of Building and Housing Code Appeals gave property owner Patricia Warren of Crossville one last extension.

“There’s no more 30 days,” board member Joe Lee said. “We’ve burned them up.” [Read more…]

The last of more than one million pounds of low-level radioactive waste at the former IMPACT Services site at Heritage Center in west Oak Ridge was scheduled to be shipped out at the end of June.

The board of directors of the Community Reuse Organization of East Tennessee honored Roger Fenner, consultant to the director of the Tennessee Department of Environment and Conservation, and Judy Hardt, senior project manager for Science Applications International Corp., for their leadership and success in closing out some 1.2 million pounds of radioactive waste left after Impact Services LLC declared bankruptcy in May 2012, a press release said.

Fenner and Hardt led the team of professionals that successfully closed out a performance bond required by TDEC as part of a state radiological materials license held by Impact Services, a lessee of CROET at East Tennessee Technology Park (the former K-25 site), at the time of bankruptcy. TDEC contracted SAIC to return to the waste generators and clean up the waste, the press release said. [Read more…]

The former Super 8 motel that is expected to be demolished to make way for a new Kroger Marketplace shopping center at Oak Ridge Turnpike and Illinois Avenue.

Blasting at the construction site for the Kroger Marketplace shopping center will begin next week, Oak Ridge officials announced Thursday.

“All blasting will happen at 2 p.m. on Mondays, Wednesdays, and Fridays,” a city press release said. “Depending on the location of the blast, there may be temporary road closures in the area.”

The release said a blast survey was performed. “No collateral damage has been predicted,” it said. “The explosions may be heard and felt. During the blasts, it is not necessary to contact emergency dispatch services, unless an emergency has occurred. The City of Oak Ridge Fire and Police will be present for the blasting.” [Read more…]

In a recent announcement, Bonnie C. Carroll, IIa owner and chief executive officer, said Lawrence has more than 25 years of experience in environmental, radiological, and emergency program management for commercial companies and government agencies. In addition, he has managed large profit and loss centers for commercial companies, and supervised more than 200 personnel, 150 open contracts, and revenues in excess of $50 million per year, a press release said. Organization receives the honor for four consecutive years

Oak Ridge Associated Universities has been named a Best Diversity Company for 2013 by the readers of Diversity/Careers magazine. ORAU was one of only four organizations to be ranked as a diversity leader in the “research” category and one of 94 organizations to be ranked highest overall.

A new auditorium that could be used for education will be built at the University of Tennessee Arboretum in Oak Ridge through a public-private partnership, officials announced Tuesday.

The partnership includes UT AgResearch, a unit of the UT Institute of Agriculture; the UT Institute for Public Service; and the Rogers Group.

The auditorium was announced during a Tuesday morning breakfast at the Arboretum that was sponsored by the Oak Ridge Chamber of Commerce. [Read more…]
