Opinion: Alexander discusses ETTP demolition, development; Oak Ridge cleanup work

This week marked the end of an era. The last of the five uranium enrichment buildings in Oak Ridge has been cleaned up, making land available for new companies and new jobs coming to East Tennessee.

Tennessee should be extremely proud of the men and women who have worked for more than a decade to complete the demolition and cleanup at the East Tennessee Technology Park.

The story of how these buildings first came to be built is by now a familiar one. In 1942, President Franklin D. Roosevelt asked Senator Kenneth McKellar, the Tennessean who chaired the Appropriations Committee, to hide $2 billion for a secret project to win World War II. McKellar replied, “Mr. President, I have just one question: Where in Tennessee do you want me to hide it?”

They hid it in Oak Ridge, on 2,200 acres along the Clinch River, where they quietly built K-25, the largest building in the world, to enrich uranium through gaseous diffusion—a complicated and now mostly obsolete process. [Read more…]

Demolition work should be complete this month on K-27, the last of the big five buildings once used to enrich uranium for nuclear weapons and commercial nuclear power plants at the former K-25 site in west Oak Ridge, officials said last week.

Demolition work started on K-27 in February.

Like the other four buildings that have already been demolished, the four-story, 383,000-square-foot K-27 building once used a process known as gaseous diffusion to enrich uranium.

The demolition is part of Vision 2016. That’s the plan by the U.S. Department of Energy Office of Environmental Management, or EM, to remove all five gaseous diffusion buildings from the site by the end of the year.

Federal officials said it’s the first time in the world that a uranium enrichment complex has been cleaned and removed. [Read more…]

Centrus signs $32.3 million contract for engineering, testing on uranium enrichment

Centrus Energy Corporation announced Monday that it has signed a $32.3 million contract with UT-Battelle LLC for engineering and testing work on uranium enrichment technology. The contract, a new U.S. Centrifuge Technology Advancement contract, runs through September 30.

UT-Battelle operates Oak Ridge National Laboratory for the U.S. Department of Energy.

Under the terms of the agreement with UT-Battelle, Centrus will continue to perform engineering and testing work to preserve and advance uranium enrichment technology that originates in the United States to support future national security and energy security needs, a press release said.

“We still have critical work to do to advance the nation’s uranium enrichment capability,” said Steve Penrod, vice president of American Centrifuge for Centrus. [Read more…]

A centrifuge demonstration is complete in Piketon, Ohio, and the workforce there will be reduced, but  research, engineering, and testing work will continue in Oak Ridge, Centrus Energy Corporation announced Friday.

The company, which is based in Bethesda, Maryland, said it has completed operations of its three-year demonstration cascade of American Centrifuge machines at its facility in Piketon, Ohio. Now, it will demobilize the demonstration cascade and reduce its workforce at Piketon starting with the layoff of about 60 employees during the week of February 29, Centrus said.

Centrus currently has more than 120 employees working at two dedicated facilities in the Oak Ridge area to engineer, design, and test improvements in full-size machines operating in individual test stands, a press release said. The company’s scientists and engineers will continue to improve the reliability and manufacturability of centrifuge machines for potential future applications, the release said. [Read more…]

ORNL to extend contract for uranium centrifuge work, but at reduced level; could require layoffs

Oak Ridge National Laboratory intends to extend its contract with Centrus Energy Corporation for research on uranium enrichment centrifuges, but at a reduced level, with funding cut by about 60 percent, the company said Friday. Layoffs could be required, Centrus said in a press release.

The contract extension continues technology development activities at Oak Ridge facilities for advanced uranium enrichment centrifuges, but revenues won’t be used for operations in Piketon, Ohio, the press release said.

The new contract will cover a one-year period from October 1, 2015, to September 30, 2016, with the possibility for additional extensions, the release said.

It said the U.S. Department of Energy’s decision to provide reduced funding will support continued developments of the company’s American Centrifuge technology—which has long-term importance for national and energy security. [Read more…]

UT-Battelle extends American Centrifuge agreement for uranium enrichment

UT-Battelle, the contractor that operates Oak Ridge National Laboratory, has added another six months to an agreement being used to develop new uranium-enrichment technology through operations in Oak Ridge, Tennessee, and Piketon, Ohio.

The six-month extension was announced Friday by Centrus Energy Corporation, formerly known as USEC. UT-Battelle has exercised its option to extend the American Centrifuge Technology Demonstration and Operations Agreement, or ACTDO Agreement, by six months from March 31 to September 30, 2015, Centrus said.

ORNL had previously exercised an option to extend the agreement through March 31, 2015.

The six-month extension allows the continued demonstration and operation of the only uranium enrichment technology in the United States, Centrus said in a press release. [Read more…]

Oak Ridge National Laboratory has exercised an option to extend the American Centrifuge demonstration program into 2015, USEC announced Wednesday.

The announcement was included in a report on second quarter results, when the uranium enrichment company had a net loss of $28 million. USEC, which has operations in Oak Ridge, is undergoing a Chapter 11 bankruptcy and is turning over its gaseous diffusion plant in Paducah, Kentucky, to the U.S. Department of Energy.

Funding for the next-generation American Centrifuge activities was previously provided under a cooperative agreement with the U.S. Department of Energy. Under that cost-sharing agreement, DOE provided 80 percent of the funding, and USEC provided 20 percent for research, development, and demonstration work performed from June 1, 2012, through April 30, 2014, when the agreement expired.

On May 1, USEC signed a new agreement with UT-Battelle, which manages and operates ORNL for DOE. The agreement was called the American Centrifuge Technology Demonstration and Operations, or ACTDO, agreement, and it allows for continued cascade operations and the continuation of core American Centrifuge research and technology activities and the furnishing of related reports to ORNL, USEC said in its quarterly report.

On July 31, ORNL exercised its option to extend the period of performance for the ACTDO Agreement by an additional six months to March 31, 2015. The agreement also provides ORNL with one additional option to extend the agreement by six months to September 30, 2015. [Read more…]

Cain named portfolio federal project director for ETTP cleanup

The U.S. Department of Energy’s Oak Ridge Office of Environmental Management has named Wendy Cain as its new portfolio federal project director for cleanup of the East Tennessee Technology Park.

As the portfolio federal project director, Cain oversees all the cleanup, demolition, waste disposal, and land transfers at the site. At the forefront, Cain is directing the removal of the K-31 and K-27 buildings, which are the final uranium enrichment facilities at ETTP. In this position, she will oversee the site’s cleanup completion estimated for 2022 and the area’s transfer to private industry.

“Wendy was selected based on her proven track record and experience with some of our largest and most complex cleanup projects,” said Sue Cange, the acting manager of the Oak Ridge Office of EM. “We look forward to continuing our outstanding progress at ETTP through her leadership.” [Read more…]

The field work is complete on 27 cleanup projects at three federal sites in Oak Ridge that used $751 million in Recovery Act funds.

The U.S. Department of Energy’s Oak Ridge Office of Environmental Management, or EM, announced the end of the field work on Thursday.

“We’re done knocking down buildings and with all the work in the field,” said Mike Koentop, executive officer in Oak Ridge Office of Environmental Management. “We have paperwork left to do to close out projects.”

The American Recovery and Reinvestment Act of 2009, also known as the Recovery Act or stimulus bill, was passed by Congress and signed by President Barack Obama in February 2009. It was meant to help stimulate an economic recovery during the depths of the Great Recession, and it was intended to address long-neglected infrastructure projects and programs.

In Oak Ridge, the Recovery Act funding paid for several demolition projects such as the demolition of the 1.4-million-square-foot K-33 Building at the East Tennessee Technology Park and other projects ranging from mercury reduction at the Y-12 National Security Complex to transuranic waste processing at Oak Ridge National Laboratory. USEC, UT-Battelle to preserve centrifuge enrichment capabilities on interim basis

USEC and UT-Battelle have signed a $33.7 million, five-month contract to continue operating centrifuges and conducting research and development activities on a uranium enrichment project deemed important for national security and possible commercial use.

The agreement with UT-Battelle, which manages Oak Ridge National Laboratory, was signed May 1. The five-month term ends Sept. 30. The new agreement includes options for two six-month extensions valued at about $41.7 million each. The total price of the contract with the options is roughly $117 million.

USEC, which is now an ORNL subcontractor, previously performed research, development, and demonstration work on the project, the American Centrifuge Project, under an agreement with the U.S. Department of Energy that had been in place since June 12, 2012. Oak Ridge Associated Universities and the U.S. Department of Energy are currently seeking students and recent graduates for paid internships and research opportunities in a variety of disciplines through the Oak Ridge Office of Environmental Management Science Education and Internship Program.

The mission of OREM is to remove environmental legacies resulting from decades of uranium enrichment activities and energy and scientific research. Students and recent college graduates will learn about this mission and receive specialized training and practical experience in the safe cleanup of environmental projects.

This workforce development program offers internships and research opportunities in disciplines ranging from chemical, nuclear, and other engineering fields to environmental and physical sciences, information technology, and occupational safety and health. The goal is to give participants a chance to explore a federal career with DOE and to create a pipeline of highly qualified professionals to support critical DOE missions for years to come. The American Centrifuge Project, a program that would enrich uranium for commercial nuclear power plants and has operations in Oak Ridge, got a little extra time this week.

Several billions have already been spent and funding was set to expire April 15, but USEC announced Tuesday morning that the research, development, and demonstration agreement was extended through April 30. That was done at no additional cost to the taxpayer through “prudent management of existing program funds by USEC,” the company said in a press release.

In the meantime, USEC said it continues its discussions with Oak Ridge National Laboratory, which could take over the management of the project for national security purposes. The DOE takeover was announced by Energy Secretary Ernest Moniz during a House Appropriations subcommittee hearing earlier this month.

The future of the project is not clear and several hundred workers have received notices that they could be laid off. On Friday, USEC Inc. spokesperson Paul Jacobson said the 60-day notices, which were effective March 19, were sent to 174 USEC employees in the Oak Ridge area and a total of 400 workers. Most of the other workers are in Piketon, Ohio, but there are also a few at USEC headquarters in Bethseda, Md. [Read more…]
