The Oak Ridge City Council this evening will discuss a fatal police shooting in August and this week’s public meetings about a planned sign at the city entrance on South Illinois Avenue/Pellissippi Parkway (State Route 62).
The Council will meet online in a non-voting work session at 6 p.m. today (Tuesday, February 16).
[Read more…]No criminal charges will be filed against three Oak Ridge Police Department officers after a fatal shooting on Briar Road in August, the county’s top prosecutor said Monday.
Seventh Judicial District Attorney General Dave Clark released his report about the police shooting on Monday morning.
The report said that the man who died in the shooting, Fred J. Arcera, 25, was a U.S. Army veteran who had mental health problems and was reported to be suicidal—telling officers to kill him—and he had large butcher knives and had threatened officers, moving toward them with the knives that Saturday night.
The Tennessee Bureau of Investigation investigated the shooting, which is common after law enforcement officers fatally shoot someone.

Three Oak Ridge police officers reportedly shot at a man and he was struck and killed Saturday night after he allegedly charged at the officers with two knives, according to state officials.
The shooting was reported on Briar Road just before 9:30 p.m. Saturday, according to the Tennessee Bureau of Investigation.
The man who allegedly had two knives and was shot and killed was Fred John Henry Arcera, 41.
The Oak Ridge Police Department had responded to a report of individual needing help.
“At some point during their interaction, Arcera reportedly came at the officers with the weapons, resulting in three officers firing shots, striking him,” the TBI said. “He was pronounced dead at the scene. No officers were injured during the incident.”

A man who struck an Oak Ridge police officer with a vehicle died when at least one officer shot at him in a courthouse parking lot on Monday evening, authorities said.
The police pursuit and shooting started in a residential area along Emory Valley Road and ended at Anderson County General Sessions Court in Oak Ridge. It was reported at about 6:30 p.m. Monday.
The Oak Ridge Police Department had recognized a man in a vehicle who had outstanding warrants on Cumberland View Drive in east Oak Ridge and tried to make a traffic stop, said Leslie Earhart, public information officer for the Tennessee Bureau of Investigation. The family of a man fatally shot by Oak Ridge police after he allegedly threatened officers with a knife and stabbed a police dog has withdrawn a lawsuit against the city, municipal officials, and four police officers.
The voluntary withdrawal of the lawsuit, a stipulation of dismissal, was filed in U.S. District Court in Knoxville on Nov. 16.
The plaintiffs—the estate of Rodney Eugene Harris, 48, and his wife, Patricia Harris—have one year to refile the civil lawsuit, which sought an unspecified amount of compensatory and punitive damages.
A Feb. 4 trial had been scheduled before Senior U.S. District Judge Tena Campbell.
