Kent named HR director for DOE Oak Ridge

Melanie M. Kent was recently named director of the Human Resources Division at the U.S. Department of Energy’s Oak Ridge Office.

In her new position, Kent has the responsibility for providing leadership and direction for the development and implementation of comprehensive Human Capital Management strategies, a press release said.

Kent has more than 30 years of experience in federal human resources providing the full range of services to multiple DOE program organizations, including Science, Environmental Management, Nuclear Energy, Energy Efficiency, and Fossil Energy.

Kent began her federal career in 1979 in the human resources arena. She served as the chief of the Federal Human Resources Branch in the DOE ORO from May 2001 to April 2015. [Read more…]

DOE Oak Ridge awards $11.3 million support contract to Alaskan native corporation

The U.S. Department of Energy’s Oak Ridge Office recently awarded a $11.3 million support services contract to Alutiiq Professional Training LLC.

The company is an Alaskan native corporation headquartered in Anchorage, Alaska, and a member of the 8(a) Business Development Program, a press release said.

The contract is for administrative and technical support services that total $11.3 million for a period of performance that is just under five years, including a seven-month base period and four one-year option periods, the press release said. The contract will employ approximately 36 people in Oak Ridge, the DOE Thomas Jefferson Site Office in Virginia, and the DOE Brookhaven Site Office in New York. [Read more…]

Larry Kelly

Larry Kelly, manager of the U.S. Department of Energy’s Oak Ridge Office since July 2012, has died.

“Words cannot describe the sadness we feel with the passing of Larry,” said ORO Deputy Manager Kevin Hall. “The loss of our leader is heavy on our hearts, but it is the loss of a friend that leaves an emptiness that will be difficult to endure. Our thoughts and prayers are with his wife, Rubenia, and daughter, Kristyn. Anyone who spent time with him knew the admiration he had in his wife, and the pride he took in his daughter.

“During his tenure, I was always impressed with Larry’s emphasis on our people and our mission. It was the driving force behind all of his decisions, and it led to a workforce that cared for him very deeply. He made a lasting impact on the Oak Ridge Office and each one of us personally.” [Read more…]

DOE Oak Ridge has MLK program Tuesday featuring Beck Center CEO

The U.S. Department of Energy’s Oak Ridge Office will hold its annual observance of Dr. Martin Luther King Jr.’s birthday with a program entitled “Change Starts with Me.” The program is free and open to the public.

This year’s event features a keynote address by Reverend Reneé Kesler. She is the president and chief executive officer of the Beck Cultural Exchange Center Inc. and a licensed ordained associate minister at Mount Calvary Baptist Church. Kesler is also a professional instructor with the University of Tennessee’s Department of Professional and Personal Development in Continuing Education. [Read more…]

Burgan named assistant procurement manager at DOE Oak Ridge

Jeffrey R. Burgan was recently named assistant manager for procurement and contracts at the U.S. Department of Energy’s Oak Ridge Office.

In his new position, Burgan leads a staff of 30 federal employees and is responsible for overseeing, administering, and support of procurement and financial assistance awards servicing site management offices for the Department’s Office of Science national laboratories across the United States, a press release said.

His responsibilities also include contractual management of the Nuclear Energy Oak Ridge Site Office and the ORO Small Business Program. [Read more…]

Vinyard named chief of Payment Services Branch at DOE Oak Ridge

Lynda M. Vinyard was recently named chief of the Payment Services Branch in the Oak Ridge Financial Service Center within the Oak Ridge Office of the U.S. Department of Energy.

Vinyard’s responsibilities include directing a staff of accountants, technicians, and support contractors in developing, administering, and planning DOE’s consolidated payment activities through the DOE payment center, which processes more than 150,000 invoices and payments totaling approximately $12B per year. She also ensures the ORO payment center maintains a prompt payment percentage rate greater than the 98 percent target set by the United States Office of Management and Budget. Her responsibilities also include overseeing the ORO payments system, travel and payroll office, and the Internal Revenue Service tax reporting requirements.

Vinyard’s DOE federal career began in 1984 when she was a student aid in the badging office in the Safeguards and Security Division for ORO. Since then, she has served in various positions within the ORO including accounts maintenance clerk, systems accountant for travel, financial systems, data and payroll branch, and most recently senior systems accountant in the Payment Services Branch. Moses Madera, a United States Air Force veteran, was recently named manager of diversity programs and employee concerns for the U.S. Department of Energy’s Oak Ridge Office.

In this job, Madera will serve as the principal staff adviser to the Office of Science in Oak Ridge and site managers on equal employment opportunity (EEO), diversity, affirmative employment, alternative dispute resolution (ADR), environmental justice, and reasonable accommodation programs, a press release said. Madera will also manage the employee concerns program.

“We are really fortunate to have someone of Moses’ caliber join our office,” said Larry Kelly, manager of DOE-ORO. “He brings a wealth of knowledge in EEO and diversity to the table, and we’re looking forward to his guidance and expertise in his new role on our leadership team.”

Madera comes to ORO most recently from the U.S. Department of the Navy, Naval Undersea Warfare Center, Division Keyport, Washington, one of Naval Sea Systems Command’s field activities, where he had been the deputy equal employment opportunity officer since 2012. While there, he was responsible for continuous improvement of the EEO, diversity, and special emphasis programs, along with ADR and reasonable accommodation programs. [Read more…]

Mildred López-Ferré has been named deputy assistant manager for safety and technical services at the U.S. Department of Energy’s Oak Ridge Office.

In this position, López-Ferré will be responsible for leading the development and execution of the requirements and guidelines for environment safety and health and quality assurance for ORO and for multiple DOE site offices nationwide under the purview of the department’s Office of Science Integrated Support Center.

López-Ferré will assist ORO in all aspects of the Integrated Safety Management System, or ISMS, to ensure that DOE operations provide adequate protection to employees, the general public, the environment, and DOE property, effectively and efficiently, a press release said.

López-Ferré began her career at the DOE-ORO in 1991 as a program manager in the former Environmental Restoration Division. Since that time, she has held several leadership positions at ORO, including team leader for Y-12 National Security Complex projects, and ORO federal project director responsible for the Oak Ridge National Laboratory and Y-12 environmental management operations. She has also served as special projects manager in the ORO Manager’s Office, and most recently special projects assistant for the assistant manager for safety and technical services within the DOE Oak Ridge Office. Robert James, the assistant chief counsel for the U.S. Department of Energy’s Oak Ridge Office, has retired after 25 years of federal service.

James served as the assistant chief counsel since 2009. In this position, he led a team of attorneys that are responsible for legal representation on environmental, regulatory, health and safety, real estate, and security matters across the Oak Ridge Reservation, a press release said. His team also provides legal representation for Nuclear Energy missions in Oak Ridge; Paducah, Ky.; and Portsmouth, Ohio.

“Rob’s extensive knowledge and experience in environmental law have been a tremendous asset to the Oak Ridge Office and those it services,” said Larry Kelly, manager of DOE-ORO. “His insight and recommendations aided our leadership teams in making the most informed and prudent decisions.” [Read more…]

John C. Shewairy has been named assistant manager for administration for the U.S. Department of Energy’s Oak Ridge Office.

In this position, Shewairy is responsible for advising the ORO manager in the determination, approval, and execution of the policies, plans, and programs governing ORO administrative functions, a press release said. He serves as the principal administrative and operating official of the organization, managing a staff of about 50 employees for ORO’s administrative programs including federal and contractor human resources, public affairs, and facilities information and reservation management. David Allen has been named assistant manager for Safety and Technical Services at the U.S. Department of Energy’s Oak Ridge Office.

In this federal senior executive service position, Allen will report directly to the ORO manager and will be responsible for managing the performance of technical support in the areas of environment, safety and health, or ES&H; quality assurance; and engineering provided to multiple DOE site offices nationwide under the control of the department’s Office of Science Integrated Support Center.
