The National Park Service will not provide visitor services during the partial government shutdown that started Friday night, and that could affect programs in Oak Ridge and other national parks in the area. But Manhattan Project Park locations at three sites, including Oak Ridge, will remain open to the public and continue to provide visitor services.

Oak Ridge is part of the Manhattan Project National Historical Park, which is part of the National Park Service. The park, which is about three years old, commemorates the Manhattan Project, a top-secret federal program to build the world’s first atomic weapons during World War II. Besides Oak Ridge, two other sites are part of the park: Hanford, Washington, and Los Alamos, New Mexico.

In Oak Ridge, the Manhattan Project National Historical Park is based at the Children’s Museum on West Outer Drive. The park includes programs such as historical films, celebrations, and programs, and informative hikes and bicycle rides with rangers.

The National Park Service did not respond to two inquiries this week, but a program scheduled for Saturday afternoon in Oak Ridge will presumably be canceled. That program was intended to discuss secrecy, security, and spies during the Manhattan Project. ORNL prepares for possible temporary shutdown, unpaid furloughs

Oak Ridge National Laboratory has enough funding to continue operating through this month and into November, but officials are preparing for a possible temporary shutdown and unpaid furloughs, Director Thom Mason told employees Monday.

The potential shutdown of ORNL would be triggered by Congress’ failure to pass a spending bill in the fiscal year that began Tuesday, Oct. 1. The federal government has already partially shut down, and the Y-12 National Security Complex started an “orderly shutdown” Monday.

Before the Sept. 30 end of the last fiscal year, the U.S. Department of Energy had told federal employees to continue reporting for work in the new fiscal year unless there is a lapse in appropriations and all available money is spent. And Mason told employees of UT-Battelle, which manages the lab, to report to work starting Oct. 1, even if the government shut down, because ORNL had enough funding to continue operating. Although a federal government shutdown is looming, the U.S. Department of Energy expects federal employees to continue reporting for work unless there is a lapse in appropriations and all available money is spent.

“Each component of DOE will continue to operate until prior year balances for funding of federal employees is exhausted,” DOE said in a guide posted on its website. “Their operations under those circumstances will be somewhat modified. For example, travel will generally be curtailed. DOE has some limited transfer and reprogramming authority, which may enable DOE to extend the number of days of funding available in some limited cases.”

The guide said operations will stop once prior-year balances have been spent at most DOE facilities. There would be exceptions for functions related to the safety of human life and protection of property. [Read more…]

A four-month project to remove asbestos-containing insulation from the Joe L. Evins Federal Building in Oak Ridge is wrapping up, and federal employees and contractors could move back in next month.

Work crews are wrapping up a four-month project to clean up and remove asbestos-containing insulation from the Joe L. Evins Federal Building in Oak Ridge, and displaced federal workers and contractors could move back into the building next month, a spokeswoman said Friday.

“We have reached the final stage of the project and expect to have the building available to tenants in May,” said Saudia Muwwakkil, regional public affairs officer for the U.S. General Services Administration, which owns the building.

There have been about 350 workers in the five-story building, which is home to the U.S. Department of Energy Oak Ridge Office as well as a district office for U.S. Rep. Chuck Fleischmann. The workers include roughly 200 federal employees and close to 150 contractors. [Read more…]
