Mullis, who led Oak Ridge cleanup, now working at DOE HQ

Jay Mullis, who has led Oak Ridge’s federal cleanup program for more than five years, is now working in U.S. Department of Energy headquarters in Washington, D.C.

Mullis became the acting associate principal deputy assistant secretary for regulatory and policy affairs on November 1. He will serve in that position until it is filled. He replaces Mark Gilbertson, who retired from federal service at the end of October.

With Mullis going to Washington, D.C., Laura Wilkerson has been named acting manager for the Oak Ridge Office of Environmental Management (OREM).

As manager of cleanup work in Oak Ridge, Mullis has been responsible for an annual budget of more than $650 million that supports environmental cleanup and stewardship, decontamination and decommissioning, waste processing and management, surveillance and maintenance programs, historic preservation, and procurement and contract functions, according to DOE.

DOE replacing ETTP sirens with new emergency notifications

The U.S. Department of Energy is replacing the current siren alarm system around the East Tennessee Technology Park with the Hyper-Reach notification system in Roane County.

The change was to happen at the end of July, the DOE Oak Ridge Office of Environmental Management said in a press release Tuesday.

“With this change, residents can now choose to be notified by texts, phone calls, or emails if an emergency situation occurs in Roane County or at the East Tennessee Technology Park,” the press release said.

Learn about DOE’s progress cleaning up federal sites on Wednesday

You can learn about the progress being made in the cleanup of federal sites in Oak Ridge on Wednesday.

The information will be shared at the annual Community Budget Workshop, which is scheduled from 4:30-6 p.m. Wednesday, May 9. It’s hosted by the U.S. Department of Energy’s Oak Ridge Office of Environmental Management, or OREM.

The Community Budget Workshop will be in the DOE Conference Room 2714-G at 235 Laboratory Road in Oak Ridge.

“This event serves as one of the most effective forums to educate the community about OREM’s progress, budget, and priorities,” a press release said. “This year’s discussion will focus on the growing financial support Oak Ridge’s environmental cleanup program has received from Congress, and how this support is helping accelerate cleanup and create new opportunities in Oak Ridge.” [Read more…]

The U.S. Department of Energy’s Oak Ridge Office of Environmental Management has awarded Strata-G LLC a contract to perform environmental sampling as part of its effort to build a new waste disposal facility on the Oak Ridge Reservation.

Under the contract, valued at about $1 million, the veteran-owned small business is responsible for drilling 16 wells to access groundwater, characterize surface water, and gather soil samples for geotechnical investigations at the Bear Creek Valley site, located on federal land west of the Y-12 National Security Complex, a press release said. That site is known as the Central Bear Creek Valley site.

Information gathered from the environmental sampling activities will be used to determine if the site is suited for future waste disposal operations and to support detailed design for the new disposal facility, known as the Environmental Management Disposal Facility. Fieldwork is scheduled for completion in April, and a final report on the effort will be released later this year, the press release said. [Read more…]

DOE names Jay Mullis as new cleanup manager in Oak Ridge

He’s been the acting manager, and on Wednesday, Jay Mullis was named manager of the Oak Ridge Office of Environmental Management. That’s the office that oversees federal cleanup projects at East Tennessee Technology Park, Oak Ridge National Laboratory, and Y-12 National Security Complex.

Mullis has served as the OREM acting manager since October 2016, and he has served as the deputy manager since February 2015. He has 30 years of federal service, a press release said.

OREM is responsible for environmental cleanup across the 32,400-acre Oak Ridge Reservation, which includes ETTP, ORNL, and Y-12.

“Specifically, Mullis will oversee environmental cleanup and stewardship, decontamination and decommissioning activities, waste processing and management, surveillance and maintenance programs, historic preservation efforts, and procurement and contract functions,” the press release said. House bill keeps DOE Office of Science spending flat, increases NNSA funding

A House bill approved Wednesday rejected the Trump administration’s proposed funding cut of about $900 million for the U.S. Department of Energy Office of Science.

Instead of cutting, the House Appropriations Committee bill would keep spending flat for the Office of Science, holding it at $5.39 billion in the next fiscal year, the same as in the current fiscal year.

That could be good news for DOE Office of Science laboratories and offices here, including Oak Ridge National Laboratory and the Office of Scientific and Technical Information, or OSTI.

Separately, the House bill recommends a funding increase for the National Nuclear Security Administration. That’s something that the Trump administration had also proposed. The NNSA is a semi-autonomous agency within DOE, and its activities include nuclear weapons work, nuclear nonproliferation efforts, and naval reactors. The Y-12 National Security Complex in Oak Ridge is an NNSA site.

“Issues of national and economic security are continually on the forefront of the minds of all Americans,” said U.S. Representative Chuck Fleischmann, a Republican whose district includes Oak Ridge. “Last week, the House Appropriations Committee, on which I serve, approved the Fiscal Year 2018 Energy and Water Appropriations Bill. I was proud to help direct additional funding towards the national security programs at Y-12.

“Additionally, funding levels included in this legislation will allow for cleanup of high risk excess facilities at Y-12. Cleanup funding could be up for the U.S. Department of Energy under the budget request from the Trump administration for fiscal year 2018, and there could be benefits for Oak Ridge, according to budget documents.

President Donald Trump submitted his budget request to Congress on Tuesday, May 23. In that request, the DOE Office of Environmental Management, or EM, asked for $6.5 billion, the largest request in a decade. That would be $290 million above fiscal year 2016.

The funding request for Oak Ridge includes $390 million, or $78 million below fiscal year 2016, to continue deactivation and demolition of remaining facilities at East Tennessee Technology Park, continue preparing Building 2026 to support the processing of the remaining U-233 material at Oak Ridge National Laboratory, and to support activities for the Mercury Treatment Facility at Y-12 National Security Complex.

It’s not clear whether that $390 million in the funding request includes part of the $225 million in funding requested for high-risk excess contaminated facilities at Y-12 and Lawrence Livermore National Laboratory in California. It’s also not clear whether the total funding for Oak Ridge cleanup programs would be up or down, compared to previous years. The DOE public affairs office in Washington, D.C., has not responded to about a dozen budget-related inquiries from Oak Ridge Today since May 23.

April meeting in DC will focus on high-risk DOE buildings that aren’t needed

A meeting in Washington, D.C., in April will focus on high-risk excess facilities at U.S. Department of Energy cleanup sites, possibly including Oak Ridge.

The discussion could include Alpha-5, a 530,000-square-foot, World War II-era building at the Y-12 National Security Complex. It could include other buildings in Oak Ridge as well.

The House Nuclear Cleanup Caucus, a bipartisan caucus co-chaired by U.S. representatives Chuck Fleischmann, a Tennessee Republican, and Ben Lujan, a New Mexico Democrat, will participate in the event. U.S. Assistant Energy Secretary Monica Regalbuto will outline DOE’s plans for deteriorating buildings that are a risk to public health and safety, a press release said. A new landfill that would hold waste from cleanup work at federal sites in Oak Ridge could cost $1 billion, a project manager said Wednesday. That start-to-finish estimate includes construction and 23 years of operations.

But federal officials said the new landfill could save $1 billion in on-site versus off-site costs. That’s because the waste would be disposed on site and wouldn’t have to be shipped out of town, possibly to other states such as Nevada and Utah.

Saving money through on-site disposal could, in turn, accelerate the cleanup work at Oak Ridge National Laboratory and Y-12 National Security Complex, said Laura Wilkerson, federal project director for the Y-12 National Security Complex in the Oak Ridge Office of Environmental Management.

The new landfill, the Environmental Management Disposal Facility, would be built on Bear Creek Road west of the Y-12 National Security Complex near another landfill that is already in use and has been operating since 2002. [Read more…]

Chairman Chuck Fleischmann, a Tennessee Republican, and Co-Chairman Ben Ray Luján, a New Mexico Democrat, announced on Thursday that they will serve as co-chairs of the House Nuclear Cleanup Caucus, which held its first meeting of the 114th Congress to discuss the importance of raising awareness of environmental management issues.

Fifty years of government nuclear weapons development stemming from the Manhattan Project during World War II has affected communities across the nation and resulted in the need for environmental cleanup at numerous sites, a press release said.

“Our nation has a tremendous nuclear history, and with that has come an important nuclear cleanup mission,” said Fleischmann, who represents the city of Oak Ridge. “I am excited today to host the first meeting of the 114th Congress’ Nuclear Cleanup Caucus with co-chair Lujan and members from across the country who have districts that are impacted.  I also want to thank Acting Assistant Secretary for Environmental Management Mark Whitney for taking part in this meeting. The U.S. Department of Energy has made great strides in cleaning up the Oak Ridge Reservation of outdated and contaminated buildings and soils. But since more work has been added to the original cleanup scope, additional landfill space is needed to handle the additional waste.

DOE has proposed an area near the current low-level waste landfill on Bear Creek Road near the Y-12 National Security Complex.

The U.S. Department of Energy announced Thursday that Sue Cange will serve as the new manager for DOE’s Oak Ridge Office of Environmental Management, Congressman Chuck Fleischmann said.

“Sue has a strong background in environmental management and has done a great job as acting manager,” said Fleischmann, a Tennessee Republican. “I look forward to continuing to work with her on nuclear cleanup in Oak Ridge.”

Fleischmann is chair of the Nuclear Cleanup Caucus, a group of lawmakers who have U.S. Department of Energy cleanup sites in their districts. Fleischmann’s district includes Oak Ridge. [Read more…]
