City buys blighted home that burned in July on Waddell Circle

The City of Oak Ridge has purchased a home that burned in July on Waddell Circle.

The blighted property at 147 Waddell Circle was purchased through theÂ Community Development Block Grant, or CDBG, program. ItÂ is slated for immediate demolition, officials said.

Notice of Public Hearings for Potential ProjectsÂ For Program Year 2016/Fiscal Year 2017

July 1, 2016, through June 30, 2017

The City of Oak Ridge will hold two public meetings in the coming weeks to gather community input for activities associated with the Community Development Block Grant program for the 2016 program year.

The funding must meet a U.S. Department of Housing and Urban Development (HUD) national objective and benefit low/moderate income individuals.

The first meeting will be held at St. Maryâ€™s Catholic Church (323 Vermont Avenue) in their Columbus Hall (next to the gym), on Thursday, December 10, from noon to 1:30 p.m. [Read more…]

The Consolidated Plan for Housing and Community Development is a requirement of the 1990 National Affordable Housing Act and the Community Development Plan, for the U.S. Department of Housing and Urban Development (HUD). Such a plan is required of entitlement communities, which receive Community Development Block Grant (CDBG) funds under HUDâ€™s housing and service programs related to the needs of low- and moderate-income persons. The development of the sixth City of Oak Ridge Consolidated Plan took place during the eight-month period of September 2013 through April 2014 and is to be utilized for the three-year period of July 1, 2014 through June 30, 2017 (CDBG Program Year 2014 through Program Year 2016). Oliver Springs, Rocky Top receive grants for water, sewer system improvements

StateÂ officials announce 80 Community Development Block Grants

Oliver Springs received a $525,000 grant for sewer system improvements, and Rocky Top (formerly Lake City) received a $360,840 grant for water system improvements, Tennessee officials announced last week.

Oliver Springs and Rocky Top were among the Tennessee communities that will receive funding after Tennessee Governor Bill Haslam and Economic and Community Development Commissioner Bill Hagerty approved more than $28 million in Community Development Block Grants (CDBG) to help with infrastructure, health and safety projects, and downtown improvements, a press release said.

The Oliver Springs grant will be matched with $225,000 in local funding (for $750,000 in total funding), and the Rocky Top grant will be matched with $27,160 in local funding for a total of $388,000. [Read more…]

Consolidated Annual Performance Evaluation Report (CAPER) for

CDBG Program Year 2013 / City of Oak Ridge Fiscal Year 2014

and

Technical Assistance for CDBG Public (Social) Service Sub-recipient Applications (PY 2014/FY 2015)

Notice is hereby given by the City of Oak Ridge that the Consolidated Annual Performance and Evaluation Report (CAPER) 2013-2014 has been drafted and will be made available to the public for review for a period of 15 days. A copy of the draft will be posted on the City of Oak Ridgeâ€™s Community Development website or a physical copy of the draft can be obtained by request to the Community Development office (200 S. Tulane Ave., Oak Ridge, TN 37830) after 8:30 a.m., Monday, September 15, 2014.

Notice is also hereby given that the City of Oak Ridge will hold a public meeting regarding the CAPER 2013-2014 on Thursday, September 18, 2014 at 6 p.m. in the Oak Ridge Municipal Buildingâ€™s City Manager Conference Room. The Municipal Building is located at 200 S. Tulane Ave, Oak Ridge, TN 37830.

The City of Oak Ridge is required by the U.S. Department of Housing and Urban Development (HUD) to annually submit a CAPER. This report provides an assessment of expenditures and accomplishments of the Cityâ€™s progress in carrying out the final year of its Consolidated Plan (2011-2014), and its one year Annual Action Plan (2013 – 2014) for the Community Development Block Grant Program. The CAPER covers community development objectives undertaken during the period of July 1, 2013 to June 30, 2014 and does not establish any new policy.

The CAPER report contains a summary of programmatic accomplishments, the geographic distribution and location of investments, actions taken to further Fair Housing, and other actions indicated in the Consolidated and Annual Action Plans. The purpose of this notice is to make the CAPER report available to the public for comments prior to its submittal to HUD. The CAPER will be submitted to HUD by close of business, September 30, 2014. Call for Public (Social) Service Applications & Technical Assistance Meeting

Notice is also hereby given that the City of Oak Ridge will be accepting public (social) service sub-recipient applications for CDBG funding (if selected by City Council), from January 1, 2015 through June 30, 2015 in a total amount not to exceed $34,077.00. A digital application will be found on the City of Oak Ridgeâ€™s Community Development website or a physical copy of the application can be requested in person at the Community Development office (200 S Tulane Ave. Oak Ridge, TN 37830) after 8:30 a.m., Monday, September 8, 2014. The City of Oak Ridge will hold a technical assistance meeting for interested applicants on Monday, September 22, 2014 from 6 to 8 p.m. in the Oak Ridge Municipal Buildingâ€™s Training Room. The Municipal Building is located at 200 S. Tulane Ave., Oak Ridge, TN 37830.

City buys, demolishes blighted home in Woodland

The city of Oak Ridge bought a blighted home at the corner of Northwestern and South Purdue avenues in April and demolished it on Thursday, June 26.

“It was in really bad shape,” Oak Ridge Community Development Director Kathryn Baldwin said. “This one was past saving.”

The home, which had been vacant, was extremely contaminated and dirty inside, and there were problems with every system in the small, single-story house, including the electrical and heating and cooling systems, said Matt Widner, Oak Ridge Community Development housing specialist. The ceilings were collapsing.

“It was a mess,” Widner said.

The straw-covered quarter-acre lot is now vacant. Before the demolition, a yard sign said the project was “Turning Blight into Right.” [Read more…]
