Vinyard named chief of Payment Services Branch at DOE Oak Ridge

Lynda M. Vinyard was recently named chief of the Payment Services Branch in the Oak Ridge Financial Service Center within the Oak Ridge Office of the U.S. Department of Energy.

Vinyard’s responsibilities include directing a staff of accountants, technicians, and support contractors in developing, administering, and planning DOE’s consolidated payment activities through the DOE payment center, which processes more than 150,000 invoices and payments totaling approximately $12B per year. She also ensures the ORO payment center maintains a prompt payment percentage rate greater than the 98 percent target set by the United States Office of Management and Budget. Her responsibilities also include overseeing the ORO payments system, travel and payroll office, and the Internal Revenue Service tax reporting requirements.

Vinyard’s DOE federal career began in 1984 when she was a student aid in the badging office in the Safeguards and Security Division for ORO. Since then, she has served in various positions within the ORO including accounts maintenance clerk, systems accountant for travel, financial systems, data and payroll branch, and most recently senior systems accountant in the Payment Services Branch. DOE-Oak Ridge Office names diversity, employee concerns manager

Moses Madera, a United States Air Force veteran, was recently named manager of diversity programs and employee concerns for the U.S. Department of Energy’s Oak Ridge Office.

In this job, Madera will serve as the principal staff adviser to the Office of Science in Oak Ridge and site managers on equal employment opportunity (EEO), diversity, affirmative employment, alternative dispute resolution (ADR), environmental justice, and reasonable accommodation programs, a press release said. Madera will also manage the employee concerns program.

“We are really fortunate to have someone of Moses’ caliber join our office,” said Larry Kelly, manager of DOE-ORO. “He brings a wealth of knowledge in EEO and diversity to the table, and we’re looking forward to his guidance and expertise in his new role on our leadership team.”

Madera comes to ORO most recently from the U.S. Department of the Navy, Naval Undersea Warfare Center, Division Keyport, Washington, one of Naval Sea Systems Command’s field activities, where he had been the deputy equal employment opportunity officer since 2012. While there, he was responsible for continuous improvement of the EEO, diversity, and special emphasis programs, along with ADR and reasonable accommodation programs. [Read more…]

URS names new UCOR president, project manager

URS Corporation has named new leaders at UCOR in Oak Ridge and SRR at the Savannah River Site in South Carolina.

Ken Rueter has been named president and project manager of UCOR, a partnership between URS and CH2M Oak Ridge LLC. The URS-led consortium is responsible for the cleanup of the U.S. Department of Energy’s East Tennessee Technology Park, the former K-25 site, in Oak Ridge.

Rueter will become president and project manager on Aug. 1. He will replace Leo Sain, who will lead the URS Decontamination and Decommissioning and Waste Management Strategic Business Group, which is based in Oak Ridge.

“Ken’s prior leadership in UCOR’s successful deactivation and decommissioning of the K-25 facility will be invaluable as we continue the D&D of the K-27 and K-31 gaseous diffusion facilities,” said Randall A. Wotring, president of federal services for URS. “I am confident he will build on the UCOR team’s recent accomplishments as well as his previous experiences at the East Tennessee Technology Park to ensure we continue to make safe progress for our DOE client.”

In a press release, URS said Rueter has 26 years of experience in the nuclear industry focusing on high-hazard nuclear operations, project management and integration, construction, and risk management. In his new assignment, he will be the senior executive for UCOR responsible for all deactivation and decommissioning (D&D) activities at the East Tennessee Technology Park. He was previously president and project manager of Savannah River Remediation LLC, or SRR, and prior to his role there, he was the chief operating officer for UCOR. [Read more…]

The Oak Ridge Site Specific Advisory Board welcomed two new student representatives, Aditya Chourey and Claire Rowcliffe, at its May meeting. They will serve on the board through April 2015.

ORSSAB is a federally chartered citizens’ panel that provides recommendations to the U.S. Department of Energy’s Oak Ridge Office of Environmental Management.

“We’re very happy to welcome two new student representatives to the board,” said Dave Adler, the board’s DOE alternate deputy designated federal officer, as he introduced the students to the board. “Thank you for coming to work with us for a year. DOE’s Oak Ridge Office names safety, technical services manager

Mildred López-Ferré has been named deputy assistant manager for safety and technical services at the U.S. Department of Energy’s Oak Ridge Office.

In this position, López-Ferré will be responsible for leading the development and execution of the requirements and guidelines for environment safety and health and quality assurance for ORO and for multiple DOE site offices nationwide under the purview of the department’s Office of Science Integrated Support Center.

López-Ferré will assist ORO in all aspects of the Integrated Safety Management System, or ISMS, to ensure that DOE operations provide adequate protection to employees, the general public, the environment, and DOE property, effectively and efficiently, a press release said.

López-Ferré began her career at the DOE-ORO in 1991 as a program manager in the former Environmental Restoration Division. Since that time, she has held several leadership positions at ORO, including team leader for Y-12 National Security Complex projects, and ORO federal project director responsible for the Oak Ridge National Laboratory and Y-12 environmental management operations. She has also served as special projects manager in the ORO Manager’s Office, and most recently special projects assistant for the assistant manager for safety and technical services within the DOE Oak Ridge Office. The Oak Ridge Site Specific Advisory Board and the U.S. Department of Energy’s Oak Ridge Office recognized outgoing student representatives Gracie Hall and Julia Riley at the April board meeting.

ORSSAB is a federally chartered citizens’ panel that provides recommendations to the DOE Oak Ridge Environmental Management Program, which is responsible for the cleanup of the Oak Ridge Reservation. Each year it provides seats for two non-voting student representatives from area high schools. In addition to participating at board meetings, students can be members of the board’s working committees.

“We appreciate the insight the student representatives provide during their tenure on the ORSSAB, so it’s always sad to see them leave when they complete their terms,” said Susan Cange, deputy assistant manager for the DOE Oak Ridge Environmental Management Program and the board’s deputy designated federal officer. “We are thankful to them for dedicating time during their busy senior year of high school to help provide valuable input in support of environmental cleanup in Oak Ridge.”

Gracie will graduate from Oak Ridge High School in May. For the last couple of years, she has been training in martial arts and has a blue-purple belt in Filkenjutsu. She plans to continue training and teaching various forms of martial arts.

Gracie also likes to sing and will be singing in her last Sound Company show in May. Sound Company is a local group of young singers and dancers.

She will be attending the University of Tennessee Knoxville this fall in the honors program with an undeclared major. She is considering environmental science or criminal justice. She does plan to minor in Spanish.

Julia will graduate from Hardin Valley Academy in May. During her senior year, she has been active as president of Hardin Valley’s Venture Crew. She has been involved in blood drives at Hardin Valley as assistant to one of her teachers who coordinates the drives.

Julia will attend Clemson University this fall in the honors program studying environmental science with a wildlife biology minor.

Two new students from Oak Ridge High School and Hardin Valley Academy will be seated in May.

Whitney, cleanup manager in Oak Ridge, takes new job at DOE

Mark Whitney, manager of the Oak Ridge Office of Environmental Management for the U.S. Department of Energy, has accepted a new job as a principal deputy assistant secretary in Washington, D.C.

The official start date for the new position is May 18. Whitney, who has led cleanup work at the three federal sites in Oak Ridge, will be principal deputy assistant secretary for DOE’s Office of Environmental Management. The change was announced Thursday by Acting Assistant Secretary Dave Huizenga.

Whitney’s appointment as assistant manager for environmental management in Oak Ridge was announced about two years ago. [Read more…]

Workers prepare K-31 Building for demolition

Preparing the building for demolition, workers on Tuesday began removing transite paneling from the outside of the K-31 Building at East Tennessee Technology Park.

The former gaseous diffusion building, which is about 1.5 million square feet, was once used to produce enriched uranium for defense and commercial purposes. It was permanently shut down in 1987.

UCOR, a partnership between URS and CH2M Oak Ridge, is preparing the building for demolition, which is scheduled for later this year. Approximately 10,000 transite panels are expected to be removed during the next several months, a press release said. These panels are removed ahead of demolition because they contain asbestos and must be handled and treated with separate hazard abatement crews. [Read more…]

Oak Ridge Associated Universities and the U.S. Department of Energy are currently seeking students and recent graduates for paid internships and research opportunities in a variety of disciplines through the Oak Ridge Office of Environmental Management Science Education and Internship Program.

The mission of OREM is to remove environmental legacies resulting from decades of uranium enrichment activities and energy and scientific research. Students and recent college graduates will learn about this mission and receive specialized training and practical experience in the safe cleanup of environmental projects.

This workforce development program offers internships and research opportunities in disciplines ranging from chemical, nuclear, and other engineering fields to environmental and physical sciences, information technology, and occupational safety and health. The goal is to give participants a chance to explore a federal career with DOE and to create a pipeline of highly qualified professionals to support critical DOE missions for years to come. With K-25 demolition complete, DOE plans to preserve building ‘footprint’

Demolition of the K-25 Building in west Oak Ridge has been completed. Now, the U.S. Department of Energy looks toward the future and preserving the footprint of the Manhattan Project building.

The building was about 44 acres “under roof,” according to Susan Cange, deputy manager of DOE’s Oak Ridge Office of Environmental Management. K-25 was built to enrich uranium for atomic bombs during World War II.

“There was a lot of discussion over the years about whether we could retain a portion of the building as a part of historic preservation,” Cange said. “From a safety and security perspective, it really wasn’t a viable alternative.”

In 2012, Cange and others signed a Memorandum of Agreement, and they envisioned completion of a preservation project within five to seven years. They also agreed to retain the footprint of the building and dedicate it in some way to allow visitors to see the enormity of the former mile-long, U-shaped building. [Read more…]

It was built during World War II to help enrich uranium for the world’s first atomic bombs. Then, it helped win the Cold War. Now, the former K-25 site in west Oak Ridge presents a giant opportunity for economic development in Tennessee, Gov. Bill Haslam said during a tour last Friday.

“We have a real interest in what happens here,” Haslam said in a short meeting with reporters before getting a brief update on the demolition of the former mile-long, U-shaped K-25 Building, which was once the world’s largest building under one roof.

The governor said the K-25 site, now known as East Tennessee Technology Park or Heritage Center, has 2,000 flat acres with infrastructure already in place, including roads and rails, and it’s three miles from Interstate 40 and seven miles from Oak Ridge National Laboratory, the U.S. Department of Energy’s largest science and energy laboratory.

“We don’t have that opportunity in a lot of places,” Haslam said. “Finding 2,000 flat acres in East Tennessee is virtually impossible.” [Read more…]

NSPS finishes first year as DOE’s security contractor in Oak Ridge

National Strategic Protective Services LLC on Monday said it has completed the first year of its protective force services contract with the U.S. Department of Energy in Oak Ridge.

“Congratulations to everyone at NSPS for a job well done,” NSPS President Ignacio Balderas said in a press release. “A lot of hard work went into winning and transitioning this critical infrastructure contract in early 2013. During the course of the past 12 months, we have built a solid relationship with DOE, established high morale within our employee base, fostered productive labor relations and above all, engaged proactively with the Oak Ridge community.

NSPS is a joint venture of Triple Canopy Inc. and Securiguard Inc. The company provides protective force services to the East Tennessee Technology Park, the Oak Ridge National Laboratory, and the Joe L. Evins Federal Building. NSPS replaced former longtime security contractor WSI Oak Ridge in 2013 following an unprecedented security breach at the Y-12 National Security Complex in July 2012. [Read more…]
