President’s budget request includes money for two UPF buildings at Y-12

The budget request released Tuesday by President Donald Trump includes money to start construction of two buildings at the Uranium Processing Facility at the Y-12 National Security Complex in Oak Ridge.

Budget highlights for the National Nuclear Security Administration, or NNSA, were released early Tuesday afternoon. Y-12 is an NNSA site.

The budget request would allow the NNSA to start construction of the Main Process Building and the Salvage and Accountability Building at the Uranium Processing Facility, the NNSA said in a press release.

The NNSA, a semi-autonomous U.S. Department of Energy agency, will have a conference call with reporters at 3 p.m. today (Tuesday, May 23) to provide more information.

There has been much attention focused on the potential cuts in the preliminary budget blueprint released in March and the more detailed budget request released Tuesday, including a proposal to reduce spending for DOE’s Office of Science by $900 million. Oak Ridge National Laboratory is an Office of Science lab.

But in Oak Ridge, it has seemed possible that NNSA work and environmental management (federal cleanup) programs could benefit under the presidential budget proposals. [Read more…]

Design complete for Emergency Operations Center at Y-12

The final design was completed earlier this year for a new Emergency Operations Center at the Y-12 National Security Complex, officials said.

The project will replace an outdated Manhattan Project-era facility by building a new Plant Shift Superintendent’s facility, a new Technical Support Center, and a new plant Fire Department Alarm Room, Y-12 said. The new facility will replace the current Plant Shift Superintendent’s office and Technical Support Center in Building 9706-2. Y-12 will be able to use the new center as an Emergency Command Center for an operational emergency.

Y-12 said the Emergency Operations Center project team completed the final design package ahead of schedule and under budget.

“Completion of the design marks a major milestone in project progress,” Y-12 said in April 18 newsletter. “Using this completed design package, the project team can complete the balance of the project documentation needed to receive authorization for construction from National Nuclear Security Administration.”

On Wednesday, NNSA spokesperson Steven Wyatt said the existing Plant Shift Superintendent’s office is located in the east end of Y-12 south of the Jack Case Center. That office was built in the 1940s and is obsolete, Wyatt said. [Read more…]

Visitors see Oak Ridge’s past and present

The U.S. Department of Energy’s 2017 Oak Ridge facilities public bus tour began March 3 and continues through November 27. The tour offers visitors a first-hand look at the DOE’s Oak Ridge facilities and provides historical commentary on the transformation of the Oak Ridge Reservation during the past 70 years, a press release said.

The reservation-wide tour is a popular destination for tourists visiting the area, the release said. Since its inception in 1996, the DOE public tour program has attracted more than 40,000 visitors from all 50 states. The three-hour tour allows visitors to see the Oak Ridge Reservation and learn historical facts and updates on the world-class missions underway in Oak Ridge.

After Senate confirms Perry as energy secretary, Alexander invites him to Oak Ridge

The United States Senate has confirmed former Texas Governor Rick Perry to serve as U.S. energy secretary, and Senator Lamar Alexander, a Tennessee Republican, has invited him to Oak Ridge.

The Thursday afternoon vote to confirm Perry was 62 to 37. Alexander was one of the 62 senators voting to confirm Perry. So was Senator Bob Corker, also a Tennessee Republican.

“I’ve known Rick Perry for a long time and am pleased the Senate has voted to confirm him as energy secretary,” Alexander said in a statement. “He appreciates the role the Department of Energy plays in the management and modernization of our nuclear weapons—an important part of the work done at the Y-12 National Security Complex in Oak Ridge. He also understands that national laboratories like the Oak Ridge National Laboratory are essential to maintaining our country’s brainpower advantage. I have invited him to come to Tennessee early this year to see firsthand the important work done in Oak Ridge.” [Read more…]

Y-12, Pantex donate $1.2 million to local United Way campaigns

United Way contributions at the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Amarillo, Texas, totaled roughly $1.2 million, Consolidated Nuclear Security, the managing and operating contractor, announced Thursday. Contributions from employees, retirees, and the corporation were gathered during the sites’ recent campaigns, a press release said.

The campaigns also added more than 500 Leadership Givers, who have pledged to donate $1,000 or more. Corporate gifts of some $155,000 also added to the total. Funds also were raised through special events, such as silent auctions, and the sales of jewelry, books, and food items, the press release said. [Read more…]

The Tennessee Chamber of Commerce and Industry recently recognized the Y-12 National Security Complex with one of its Environment and Energy Awards. The site won the Comprehensive Energy Excellence Award for taking advantage of the opportunities provided by Energy Savings Performance Contracts and implementing diverse energy improvement projects.

“It is an honor to represent Y‑12 and receive awards on behalf of the employees who work to make the recognition possible,” said Y-12’s Environmental Compliance Manager Stacey Loveless. “We are happy to share with others the green news we have at Y‑12.”

Y-12 has invested in three ESPC projects, including a steam decentralization project that removed some 21 buildings from the plant’s steam distribution system and eliminated more than 3,000 feet of leaking lines. The lines were replaced with natural gas lines. This project is estimated to save almost 1.8 million kilowatt-hours of electricity, some 170,000 MBtu of natural gas, 36 million gallons of water, and more than $800,000 annually. (MBtu equals 1,000 British thermal units; one Btu is the heat required to raise the temperature of one pound of water by one degree Fahrenheit.) CNS small business contracting makes big jump in FY 2016

Consolidated Nuclear Security LLC achieved a significant increase in contracting with small businesses during fiscal year 2016, eclipsing its small business contracting goals and awarding more than $276 million at the Pantex Plant in Amarillo, Texas, and Y-12 National Security Complex in Oak Ridge.

The small business dollars awarded represented an increase of more than $36 million over fiscal year 2015 figures, and were 67 percent of all funding awarded, exceeding CNS’ fiscal year 2016 goal of awarding 55 percent of all procurement dollars, a press release said.

CNS uses small businesses in a range of diverse roles, from staff augmentation services to construction support work, the press release said. [Read more…]

Maintenance, testing of Y-12 warning siren on Quincy Ave. scheduled for Wednesday

Emergency management personnel from the Y-12 National Security Complex will perform maintenance on an emergency warning siren located on Quincy Avenue in Oak Ridge on Wednesday.

During the maintenance, the siren will sound for short periods to ensure it’s operating once repairs are completed, a press release said.

The Quincy Avenue warning siren is located in the Woodland neighborhood about one block west of Lafayette Drive and north of State Highway 62 (South Illinois Avenue). [Read more…]

NNSA awards, then rescinds contract to manage, operate Nevada National Security Site

The National Nuclear Security Administration awarded but then rescinded a contract to manage and operate the Nevada National Security Site, where some waste from Oak Ridge is shipped.

The NNSA, a semi-autonomous agency within the U.S. Department of Energy, awarded the contract to manage and operate the Nevada National Security Site, or NNSS, to Nevada Site Science Support and Technologies Corporation, or NVS3T, on August 26, a statement said. The winning proposal identified NVS3T as a wholly owned subsidiary of Lockheed Martin.

In making the award, NNSA evaluated past performance and other factors based upon the proposal as submitted, the statement said. The award was valued at $5 billion over 10 years if all options were exercised.

But after the award was made, DOE and NNSA learned that Leidos Innovations Corporation had acquired NVS3T from Lockheed Martin. [Read more…]

Y-12 helps NNSA, others eliminate weapons-grade uranium from Indonesia

The Y-12 National Security Complex in Oak Ridge has helped the National Nuclear Security Administration and other agencies eliminate weapons-grade nuclear material from Indonesia, a press release said.

The material was eliminated by “down-blending” highly enriched uranium, or HEU, to low enriched uranium, or LEU. Unlike HEU, LEU cannot be used to make an improvised nuclear device, a press release said.

The work to eliminate the HEU from Indonesia was done through a collaboration between the U.S. Department of Energy’s National Nuclear Security Administration, or DOE/NNSA; Indonesian Nuclear Industry LLC, or PT INUKI; the National Nuclear Energy Agency, or BATAN; and the Nuclear Energy Regulatory Agency, or BAPETEN, of the Republic of Indonesia.

Indonesia is the 30th country plus Taiwan to be declared free of HEU. That’s defined as possessing less than one kilogram of HEU in a country. Indonesia joins fellow Southeast Asian countries Thailand, Vietnam, and the Philippines in working with DOE/NNSA to eliminate all of its weapon-usable nuclear material, an NNSA press release said.

A groundbreaking has been scheduled for Thursday morning for the three-story Construction Support Building for the multi-billion dollar Uranium Processing Facility at Y-12 National Security Complex.

This will be the first construction for the UPF project that starts to change the skyline of the Y-12 National Security Complex, a media advisory said.

It said UPF will be a first-of-its-kind complex that supports enriched uranium operations for Y-12 missions. The National Nuclear Security Administration, or NNSA, is using a “build to budget” strategy and has committed to Congress to provide these facilities by 2025 for no more than $6.5 billion, the advisory said.

“As one of the largest construction projects in Tennessee history, UPF will have a significant impact on local and state economies, the advisory said.

Those expected to participate in the Thursday groundbreaking are NNSA Administrator General Frank Klotz, Congressman Jim Cooper, Congressman Chuck Fleischmann, Oak Ridge Mayor Warren Gooch, U.S. Army Corps of Engineers Nashville District Commander and District Engineer LTC Stephen Murphy, and UPF Federal Project Director Dale Christenson.
