Council to consider accepting airport grants

The Oak Ridge City Council will consider accepting grants for the proposed Oak Ridge Airport on Tuesday.

The airport would be built along Highway 58 on the south side of the Heritage Center, the former K-25 site.

Council will meet online to consider accepting the airport grants in a special session at 6 p.m. Tuesday, January 19. You can watch the meeting here.

Here is the resolution:

A RESOLUTION AUTHORIZING ACCEPTANCE OF GRANTS FROM THE APPALACHIAN REGIONAL COMMISSION (ARC) AND THE TENNESSEE AERONAUTICS ECONOMIC DEVELOPMENT FUND (AEDF) FOR THE OAK RIDGE GENERAL AVIATION AIRPORT.

WHEREAS, by Resolution 7-75-2020, City Council authorized actions for the continued application and development of the Oak Ridge General Aviation Airport; and
WHEREAS, said resolution included authority to initiate the transfer of existing and future allocated funds from state and federal sources from MKAA to the City as the beneficiary of said funds; and

WHEREAS, the Appalachian Regional Commission (ARC) and the Tennessee Department of Transportation Aviation Division’s Aeronautics Economic Development Fund (AEDF) have grant funds
available for this project, which grants the City Manager recommends the City accept.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF OAK RIDGE,
TENNESSEE:

That the recommendation of the City Manager is approved and the City Manager is hereby authorized to accept the following grants on behalf of the City related to the creation of a general aviation airport at the East Tennessee Technology Park (ETTP):

  • A grant (TN-18621-A) from the Appalachian Regional Commission (ARC) in the amount of $3,193,097.41 for planning and design functions related to the airport; said grant requiring a $1,463,694.69 local match which will be covered by AEDF funds.
  • A grant (TN-18621-C1-302-20) from the Appalachian Regional Commission (ARC) in the amount of $1,000,000.00 for pre-airfield construction activities including the relocation of existing infrastructure; said grant requiring a $1,000,000.00 local match which the State of Tennessee has agreed to supply through AEDF funds.
  • A FY2018 appropriation from the Tennessee Department of Transportation Aviation Division’s Aeronautics Economic Development Fund (AEDF) in the amount of $15,000,000.00 for uses related to the airport; said grant requiring no local match.
  • A FY2019 appropriation from the Tennessee Department of Transportation Aviation Division’s Aeronautics Economic Development Fund (AEDF) in the amount of $3,000,000.00 for uses related to the airport; said grant requiring a ten percent (10%) local match which match is anticipated to come from land and other donations from the Community Reuse Organization of East Tennessee (CROET) and other third party sources.
  • A FY2020 appropriation from the Tennessee Department of Transportation Aviation Division’s Aeronautics Economic Development Fund (AEDF) in the amount of $1,000,000.00 for uses related to the airport; said grant requiring a ten percent (10%)local match which match is anticipated to come from land and other donations from the Community Reuse Organization of East Tennessee (CROET) and other third party sources.

BE IT FURTHER RESOLVED that acceptance of the above-listed grants is based upon the local match amounts being providing from other sources, and should the expenditure of City funds or value of City in-kind services in excess of the City Manager’s signature authority become necessary to meet the grant requirements further action by City Council shall be required to move forward.

BE IT FURTHER RESOLVED that the Mayor and/or City Manager are hereby authorized to execute the appropriate legal instruments to accomplish the same.
