Alexander: Red Team Review of UPF could be model for other DOE projects

U.S. Sen. Lamar Alexander on Wednesday called for a special Senate hearing on whether an ongoing review of the Uranium Processing Facility in Oak Ridge could serve as a model to improve oversight of U.S. Department of Energy projects, a press release said.

In a hearing held by the Appropriations Subcommittee for Energy and Water Development, of which he is the lead Republican, Alexander noted that Thom Mason, director of Oak Ridge National Laboratory, is currently conducting a “Red Team” review of UPF. Mason’s Red Team members are using the same process that has made the Office of Science the only office in DOE that successfully manages efficient and cost-effective projects, said Alexander, a Tennessee Republican. The Oak Ridge Business Safety Partnership will have its first community safety forum of 2014 from 8-10 a.m. April 2 at the American Museum of Science and Energy in Oak Ridge. The topic will be “Nuclear Safety Culture of the Uranium Processing Facility.”

The agenda includes an overview of the UPF project by Federal Project Director John Eschenberg; a presentation about the project’s nuclear safety culture by Project Director Carl Strock; and a presentation on how the project successfully manages its nuclear safety culture by UPF Acting Manager for Environment, Safety, and Health Gary Hagan and ORAU Senior Scientist Jeff Miller.

The ORBSP was formed in 2004 to help companies working on the U.S. Department of Energy’s Oak Ridge Reservation understand the DOE safety culture, to enhance communication among them, to share lessons learned about safety issues, and to share ideas about effective safety programs with commercial companies. The budget request announced this week for the National Nuclear Security Administration includes a slight increase in spending for the proposed multi-billion-dollar Uranium Processing Facility at the Y-12 National Security Complex.

The $335 million request for UPF in Fiscal Year 2015, which starts Oct. 1, is up slightly from $326 million in FY14. That’s roughly a 2.8 percent increase.

The UPF project, which has an official cost estimate of up to $6.5 billion, is part of a broader effort to modernize Y-12, including its production facilities. The 811-acre plant was built during World War II to help enrich uranium for the world’s first atomic weapons.

But questions have been raised about rising cost projections and a redesign of the UPF. In February 2013, the NNSA said the redesign could add $539 million to the project cost and extend its schedule.

During a conference call with reporters on Tuesday, NNSA Acting Administrator Bruce Held said the agency wants to get workers out of Building 9212 at Y-12 by 2025. [Read more…]

UT Center for Industrial Services holding nuclear industry supplier courses

The University of Tennessee Center for Industrial Services will hold information courses for companies interested in evaluating potential business opportunities in the nuclear field and with the Uranium Processing Facility at the Y-12 National Security Complex.

These classes are specifically developed to address the most critical issues faced by suppliers interested in doing business with the UPF project as well as other regional nuclear energy developments, estimated to generate more than $50 billion in supplier opportunities. The sessions are ideal for chief executive officers and presidents, general managers, business development managers, quality managers, material and equipment companies, and metal fabricators.

The $1 trillion federal spending bill passed by Congress last week provides money for a water treatment plant that would help reduce mercury contamination in Oak Ridge, and it includes less money for the Uranium Processing Facility than President Obama had requested, Sen. Lamar Alexander said Thursday.

The U.S. Senate approved the spending bill in a 72-26 vote after the House passed it 359-67. Alexander and Rep. Chuck Fleischmann voted for it, while Sen. Bob Corker voted against it. All are Tennessee Republicans, and Fleischmann’s district includes Oak Ridge.

Alexander said the spending bill provides $16 million less than Obama had requested in his budget for the UPF, a multi-billion-dollar building that would replace old buildings at the Y-12 National Security Complex as part of a years-long effort to update the 811-acre site, consolidate operations, and cut the plant’s high-security “footprint” from 150 acres to 15. The proposed multi-billion-dollar building that would process uranium at the Y-12 National Security Complex should be buried below ground, an Oak Ridge nonprofit organization and a Washington, D.C.-based group told federal safety officials in a Monday letter.

The groups planned to make their request during an all-day meeting and public hearing of the Defense Nuclear Facilities Safety Board in Knoxville on Tuesday. The board is meeting in two sessions from 8 a.m. to noon and 2 to 6 p.m. today (Tuesday) at the Knoxville Convention Center.

The Monday letter was from the Alliance for Nuclear Accountability in Washington, D.C. Among the dozen signatories is Ralph Hutchison, coordinator of the Oak Ridge Environmental Peace Alliance, a group that has long been critical of the nuclear weapons work at Y-12. The day-long public meeting and hearing of the Defense Nuclear Facilities Safety Board had originally been scheduled for Oct. 22. But it was postponed because of the partial federal government shutdown that started Oct. 1 and ended Oct. 17.

The board will still meet at the Knoxville Convention Center, and the meeting will still include two sessions. The first is from 8 a.m. to 12 p.m. Tuesday, Dec. 10, and the second is from 2 to 6 p.m. [Read more…]

Phillip “Phil” W. Schuetz

Phil Schuetz, a former project manager for the multi-billion dollar Uranium Processing Facility at the Y-12 National Security Complex, died Saturday, officials said.

No formal funeral service will be held, but at Schuetz’s request, a celebration of life is being planned for September, Y-12 officials said.

“I was saddened to hear of the passing of Phil Schuetz,” UPF Federal Project Director John Eschenberg said in a Monday statement. “I was honored to work with him for many years at three different sites. He set the example of professionalism for us all with an incredible work ethic and his infectious spirit. Our thoughts and prayers go out to his family.” [Read more…]

Employees working on the multi-billion-dollar Uranium Processing Facility at the Y-12 National Security Complex have consolidated in office space at 90 Union Valley Road across from Y-12, moving there from the U.S. Department of Energy’s Office of Scientific and Technical Information and 1099 Commerce Park.

An office building once used by Answer Financial on Union Valley Road is now home to employees working on the multi-billion-dollar Uranium Processing Facility at the Y-12 National Security Complex.

The UPF employees now located at 90 Union Valley Road, which is across Scarboro Road from Y-12, were previously split between offices at the U.S. Department of Energy’s Office of Scientific and Technical Information and 1099 Commerce Park, said Bridget Correll Waller, Y-12 community and government relations manager. The new consolidated offices include space for UPF federal staff, project managers, and workers in procurement, security, quality assurance, project services and project controls, and Environment, Safety and Health, or ES&H. The U.S. Army Corps of Engineers recently announced that it has awarded a $12 million contract to Avisco Inc. of Oak Ridge for road, bridge, and water line work on Bear Creek Road as part of the Uranium Processing Facility project at Y-12 National Security Complex.

The contract is part of the UPF site readiness subproject, a press release said. Avisco will be building about 4,000 feet of two-lane roadway, a bridge, and adjacent potable waterlines in order to prepare the site of the new UPF. Construction will begin in June and is scheduled for completion in September 2014. [Read more…]

There are some “world-class engineering problems” to work through, but site preparation work has started on the giant new Uranium Processing Facility at the Y-12 National Security Complex, a project official said Thursday.

“We’re finally starting to make some traction,” UPF Federal Project Director John Eschenberg told several hundred people at the two-day Tennessee Valley Corridor National Summit at Y-12’s New Hope Center.

Eschenberg said the site prep work could last 18 months, and it will include work on power distribution and underground water lines as well as moving a section of Bear Creek Road to the north. Three contracts have already been awarded to East Tennessee small businesses. [Read more…]

New microwaves that can melt metal and help remove carbon impurities from uranium could be used in the proposed Uranium Processing Facility at the Y-12 National Security Complex.

Y-12 doesn’t plan to use any of its traditional ovens, known as vacuum induction melters, or VIMs, in the UPF, officials said. Those ovens use electric currents and a magnetic field to melt metal.

But it’s easier to “float out” carbon impurities in microwaves because they don’t stir molten metals the way the traditional ovens do, Y-12 officials said. Carbon contaminants in uranium castings could be reduced by 30 percent.

Y-12 melts and casts uranium to combine it into hollow cylinders for storage, make parts for the nation’s nuclear weapons stockpile, and supply nuclear fuel for the U.S. Navy. Microwaves could eventually be used for all three tasks. [Read more…]
