DOE receives reimbursable work totaling $442 million

The U.S. Department of Energy Oak Ridge Office said last week it had received funding for reimbursable work totaling $442 million during the last fiscal year, which ended in September.

The Oak Ridge National Laboratory performed about $232 million of the work, a press release said. The remaining $210 million of the work was conducted at the Oak Ridge Institute for Science and Education.

Under its Work for Others program, DOE said, outside entities can use national laboratories to solve problems when the work is related to DOE missions and the entities cannot do the work elsewhere.

ORNL electron microscopy unlocks graphene potential

Electron microscopy at the Oak Ridge National Laboratory is providing unprecedented views of the individual atoms in graphene, offering scientists a chance to unlock the material’s full potential for uses from engine combustion to consumer electronics.

Graphene crystals were first isolated in 2004. They are two-dimensional (one-atom in thickness), harder than diamonds and far stronger than steel, providing unprecedented stiffness and electrical and thermal properties. By viewing the atomic and bonding configurations of individual graphene atoms, scientists are able to suggest ways to optimize materials so they are better suited for specific applications.

DOE award could lead to small nuclear reactors in Oak Ridge

Four small nuclear reactors could be built on the Clinch River in west Oak Ridge in about a decade under a federal award announced Tuesday.

In its announcement, the U.S. Department of Energy said it will invest up to half of the total cost of the project to design, license, and help commercialize the new small modular reactors, or SMRs. The investment will come through a five-year cost-sharing agreement.

The project will be led by The Babcock & Wilcox Co, which is headquartered in Charlotte, N.C., and has a business unit that oversees the Y-12 National Security Complex in Oak Ridge. The company’s partners on the SMR project are Bechtel and the Tennessee Valley Authority.

‘Strain tuning’ reveals promise in nanoscale manufacturing

Researchers at Oak Ridge National Laboratory have reported progress in fabricating advanced materials at the nanoscale. The spontaneous self-assembly of nanostructures composed of multiple elements paves the way toward materials that could improve a range of energy-efficient technologies and data storage devices.

ORNL Materials Science and Technology Division researcher Amit Goyal led the effort, combining theoretical and experimental studies to understand and control the self-assembly of insulating barium zirconium oxide nanodots and nanorods within barium-copper-oxide superconducting films.

World’s fastest supercomputer at ORNL more about research than rankings

The No. 1 ranking for the new Titan supercomputer, designating it as the most powerful in the world, was clearly appreciated in East Tennessee on Monday.

But even as they celebrated a return to the top spot, scientists at Oak Ridge National Laboratory, where the giant computer is based, said they are focused more on research than rankings.

“We love being No. 1,” said Bronson Messer, acting group leader for scientific computing at the National Center for Computational Science at ORNL. “It’s great recognition. But what really matters is what science will do with the machine.”

UCOR removes high-risk parts from K-25’s Tc-99 area

The federal cleanup contractor in Oak Ridge announced on Tuesday that it has removed one of the highest-risk parts left in the K-25 Building.

That building was once the world’s largest building under one roof, but it has been shut down for decades and is now being demolished.

In a press release Tuesday, cleanup contractor UCOR said it had used cranes to remove five sodium fluoride, or NaF, traps. The traps contain a material that was used to absorb uranium, and they were in the section of the K-25 Building known as the Tc-99 area, which is being deactivated so it can be demolished.

Veterans Day program on Thursday features Vietnam vet

A Veterans Day program in Oak Ridge on Thursday will pay tribute to those who served and died in Vietnam.

The featured speaker is Freddie J. Owens, who was wounded in combat twice in Vietnam and is a survivor of the 1962 Ia Drang Valley battle, the first major battle between the U.S. Army and the North Vietnam Army, a press release said. Owens will discuss his experiences serving in Vietnam as a squad leader with the 1st Calvary Division (Air Assault).

Thursday’s program, titled “Our Forgotten Heroes,” is hosted by the U.S. Department of Energy’s Oak Ridge Office, and it is open to the public. It will start at 10 a.m. Thursday at the American Museum of Science and Energy at 200 S. Tulane Ave.

Owens’ military decorations include the Combat Infantry Badge, Air-Assault Badge with Star Cluster, Bronze Star with Valor Device, Purple Heart with Cluster, Air Medal with Combat Cluster, Presidential Unit Citation, Vietnam Service Medal, Republic of Vietnam (South Vietnam) Gallantry Cross, and Army Commendation medal.

The press release said Armistice Day was founded more than 90 years ago to recognize the sacrifices made by World War I veterans. Nov. 11 was the day chosen for the celebration and remembrance. It coincided with the 11th hour of the 11th day of the 11th month—Nov. 11, 1918, when the armistice was signed, ending the war.

More than 48 million veterans have served the United States since its birth in 1776, and almost half are still alive today, the press release said. One of every 10 people in the country is a veteran.

Y-12 guard transition complete

WSI Oak Ridge has provided security guard services at the Y-12 National Security Complex for years, but that work has come to an end, three months after an unprecedented security breach.

B&W Y-12, the company that manages and operates Y-12, announced on Monday that it had taken over the security guard force and hired 560 WSI Oak Ridge employees.

On Tuesday, WSI Oak Ridge said the transition was complete.

WSI Oak Ridge said it has provided para-military protective force services to Y-12 for more than a decade and at U.S. Department of Energy sites across the nation for more than 50 years. It continues to provide protective force services for local DOE sites at Oak Ridge National Laboratory, East Tennessee Technology Park, and the Federal Office Building Complex.

“I appreciate the hard work and dedication demonstrated by all our employees,” WSI Oak Ridge General Manager Steve Hafner said. “I am happy that so many employees successfully transitioned to B&W Y-12 and proud to report that every WSI Oak Ridge employee has a position.”

The security force transition from WSI Oak Ridge to B&W Y-12 started Oct. 1 and lasted about a month.

B&W Y-12 announced in September that it would terminate its contract with WSI Oak Ridge. The National Nuclear Security Administration had recommended the move. B&W Y-12 manages and operates Y-12 for the NNSA.

WSI became a subcontractor to B&W Y-12 after the July 28 security breach. Before then, it had operated under a separate contract with the NNSA.

The contracting change was one of several changes made after three anti-nuclear weapons activists, including an 82-year-old nun, sneaked into Y-12 before dawn on July 28, cut through three fences with bolt cutters, and vandalized a building where bomb-grade uranium is stored.

ORNL study confirms magnetic properties of silicon nano-ribbons

Nano-ribbons of silicon configured so the atoms resemble chicken wire could hold the key to ultrahigh density data storage and information processing systems of the future.

This was a key finding of a team of scientists led by Paul Snijders of the U.S. Department of Energy’s Oak Ridge National Laboratory.

The researchers used scanning tunneling microscopy and spectroscopy to validate first principle calculations—or models—that for years had predicted this outcome. The discovery, detailed in New Journal of Physics, validates this theory and could move scientists closer to their long-term goal of cost-effectively creating magnetism in non-magnetic materials.

“While scientists have spent a lot of time studying silicon because it is the workhorse for current information technologies, for the first time we were able to clearly establish that the edges of nano-ribbons feature magnetic silicon atoms,” said Snijders, a member of the Materials Science and Technology Division.

The surprise is that while bulk silicon is non-magnetic, the edges of nano-ribbons of this material are magnetic.

Snijders and colleagues at ORNL, Argonne National Laboratory, the University of Wisconsin and Naval Research Laboratory showed that the electron spins are ordered anti-ferromagnetically, which means they point up and down alternatingly. Configured this way, the up and down spin-polarized atoms serve as effective substitutes for conventional zeros and ones common to electron, or charge, current.

“By exploiting the electron spins arising from intrinsic broken bonds at gold-stabilized silicon surfaces, we were able to replace conventional electronically charged zeros and ones with spins pointing up and down,” Snijders said.

This discovery provides a new avenue to study low-dimensional magnetism, the researchers noted. Most importantly, such stepped silicon-gold surfaces provide an atomically precise template for single-spin devices at the ultimate limit of high-density data storage and processing.

“In the quest for smaller and less expensive magnets, electro-motors, electronics and storage devices, creating magnetism in otherwise non-magnetic materials could have far-reaching implications,” Snijders said.

This work was supported by the Center for Nanophase Materials Sciences at ORNL. CNMS is one of the five DOE Nanoscale Science Research Centers supported by the DOE Office of Science, premier national user facilities for interdisciplinary research at the nanoscale.

Demolition starts on K-25’s north end

Demolition work started Wednesday on the north end of the K-25 Building at the East Tennessee Technology Park in west Oak Ridge.

The building was constructed to enrich uranium during World War II as part of the top-secret Manhattan Project, and it was once the world’s largest building under one roof.

Previous plans had called for the north end of the mile-long, U-shaped building to be preserved for historic purposes. But an agreement signed this summer by federal, state, and local historic preservation groups allowed for the entire building to be demolished, including the north end, while still recognizing the historic significance of the site.

Demolition of the building’s east and west wings is complete, except for a small section of the east wing that has technetium-99, or Tc-99, a slow-decaying radioactive metal, according to a Wednesday press release from UCOR, the U.S. Department of Energy’s cleanup contractor in Oak Ridge. The north end forms the base of the “U” and is the smallest of the three sections.

“This is a tremendous day for employees,” said Leo Sain, UCOR president and project manager. “We have been working toward this since we arrived at ETTP, and it’s a testament to people here, at the Department of Energy, and at all the agencies who worked together to make this happen.”

DOE’s Oak Ridge Office of Environmental Management, or EM, expects the north end demolition to be complete in January. After that, workers will continue pre-demolition activities in the remaining Tc-99 area of K-25’s east wing, the release said.

“Completing demolition of the K-25 Building is our highest priority, and this is another significant step toward that goal,” said Mark Whitney, Oak Ridge’s EM manager.

The preservation agreement approved this summer calls for a replica equipment building and viewing tower, proposes a history center at a city-owned fire station at ETTP, and provides a $500,000 grant for the run-down Alexander Inn in central Oak Ridge.

During the decade-long discussion over preserving the north end, federal officials had expressed concerns about safety, the deteriorated condition of the building, and the cost of trying to keep that section.

DOE’s Oak Ridge Office awards $10 million information technology contract

The U.S. Department of Energy’s Oak Ridge Office has awarded a $10.6 million contract to Global Engineering and Technology-Nuclear Safety Associates LLC, or GET-NSA, for information technology support services. The three-year contract will employ about 30 people in Oak Ridge and at the Pacific Northwest Site Office, a press release said.

“We are pleased with the selection of GET-NSA as the next information technology support contractor for the Oak Ridge Office,” ORO Manager Larry Kelly said. “The services provided under this contract are vital to our success, and we look forward to building a productive, professional relationship with GET-NSA.”

Tasks performed under the contract include a broad array of support activities that include cyber security operations, network operations, information engineering and systems development, and end-user support and help-desk type services.

The press release said GET-NSA is based in Oak Ridge, and it is a joint venture between Global Engineering and Technology Inc., based in Miami, Fla., and Nuclear Safety Associates Inc. of Johnson City. The contract’s period of performance is three years, including all options, the release said.

Alexander: UPF, ORNL remain priorities even in tough economic times

CLINTON—Oak Ridge National Laboratory and the Uranium Processing Facility remain funding priorities even in tough economic times, U.S. Sen. Lamar Alexander said Tuesday.

A Tennessee Republican, Alexander said all federal government funding is under pressure and should be until the nation’s debt is under control. But the UPF at the Y-12 National Security Complex is the top priority of the U.S. Department of Energy, the senator said. And ORNL performs crucial missions, the senator said.

“In difficult times, they’ll still continue to receive a good funding stream,” he said.

Alexander said he would also like to see cleanup work continue in Oak Ridge, including mercury cleanup projects.

Alexander said the UPF project, which could cost up to $6.5 billion, is a costly 50-75 year decision that could affect the health and safety of hundreds of workers, and it should proceed as rapidly as possible, although a good design is needed.

Republicans Support Ragan

Top local, state, and federal Republicans and other residents turned out at Hoskins Drug Store on Tuesday to show support for Tennessee Rep. John Ragan, fourth from left, who is seeking re-election in the Nov. 6 election.

Asked about the July 28 security breach at Y-12, Alexander said it shouldn’t have happened, but he’s not ready to turn over security to another government department, as U.S. Rep. Mike Turner, an Ohio Republican, has proposed.

Alexander said “some heads have rolled,” and investigations have been launched that will help determine the right next steps.

He said roughly $3 billion in federal money is spent in Oak Ridge each year for all DOE facilities. But there have been budget uncertainties caused by Congress’ inability to make decisions, Alexander said.

Alexander was at Hoskins Drug Store in Clinton on Tuesday with other top local, state, and federal Republicans to show support for Rep. John Ragan, an Oak Ridge Republican who is running against former Rep. Jim Hackworth, a Clinton Democrat, in one of the half-dozen key races in the Tennessee House of Representatives.
