Tech 2020—a nonprofit organization that counts Pro2Serve, a technical and engineering services firm, as one of its early success stories—announced last week that it is winding down operations after more than two decades.

Facing increased financial pressures, the Tech 2020 Board of Directors voted Tuesday, January 26, to begin an orderly process to wind down their operations, a press release said. The organization has been focused on technology-based economic development activities in the Knoxville-Oak Ridge region.

Tech 2020 once had 12 to 15 employees or more, but it is now down to less than five full-time employees, said Tom Ballard, past Tech 2020 chair and longtime Executive Committee member who was on the founding board. The organization has one building at Commerce Park in south Oak Ridge and manages a second building, an entrepreneurial center, for the City of Oak Ridge.

Tech 2020 was established in 1994 in Oak Ridge with significant grants from BellSouth, now part of the AT&T enterprise, and others, the press release said. The organization’s initial focus areas were telecommunications and entrepreneurship. One of its early creations was Digital Crossing Networks LLC, which is located in downtown Knoxville.

Pro2Serve is another success story, Ballard said. The company went from a home office to the Tech 2020 building to headquarters in the National Energy Security Center in the Oak Ridge Science and Technology Park at Oak Ridge National Laboratory. The company now has more than 350 employees. [Read more…]

Elm Grove Park Oct. 21, 2015

Elm Grove Park in east Oak Ridge has been proposed as a site for a new preschool, and it’s considered the best potential location. The Oak Ridge City Council will consider accepting a report recommending that site during a 7 p.m. meeting on Monday, Jan. 11, 2016. (File photo by John Huotari/Oak Ridge Today)

Other items on the Oak Ridge City Council agenda tonight include possible acceptance of a report that recommends building a new preschool at Elm Grove Park and a five-year contract extension for Waste Connections of Tennessee, the city’s garbage and recyclables contractor.

As previously reported, tonight’s meeting (Monday, January 11) will also include a report on city manager evaluations, with possible discussion of a one-year contract extension and 2 percent pay raise, and a brief update on Main Street Oak Ridge, the $80 million project to redevelop the former Oak Ridge Mall.

The preschool report was presented to Oak Ridge City Council and Oak Ridge Board of Education in October. It came from the Joint City/Schools Preschool Planning Committee, which determined whether to remodel the 70-year-old Preschool building on New York Avenue, lease and renovate a building, or build a new one. Oak Ridge City Manager Mark Watson has mostly met or exceeded expectations while performing his job, and a 2 percent pay raise and one-year contract extension could be considered on Monday, according to evaluations by six City Council members and the chair of an evaluation committee.

But one City Council member, Trina Baughn, said Watson needs improvement in all 30 areas that she rated, and she asked the city manager to consider voluntarily resigning.

“I don’t plan to resign,” Watson said in December. “Hopefully, we can continue to improve upon relationships.”

The city manager was rated in surveys submitted by six of the seven City Council members. The results were reviewed by the City Manager Evaluation Committee, which is chaired by Council member Charlie Hensley. [Read more…]

CLINTON—With no other alternative lined up yet, the Anderson County Commission on Thursday agreed to an 18-month lease for the Anderson County General Sessions Court in Oak Ridge. That will keep the courthouse at its current home until mid-2017, giving county officials time to consider where to locate the General Sessions Court, Division II.

The courthouse is used by police officers in Oak Ridge, Oliver Springs, and Rocky Top, among other agencies and businesses.

The current seven-year lease expires at the end of the year, and officials have been trying to determine since October whether to keep the courthouse where it is now, find a new location in Oak Ridge, or move the Division II court to Clinton, where Division I is located.

County commissioners approved the 18-month lease at a rate of $5,500 per month during a Thursday evening meeting. The lease, which was approved 12-2, will not include a warehouse building used by the county at the courthouse site on Bus Terminal Road. [Read more…]

Despite some opposition, the Oak Ridge City Council on Monday approved a $325,000 transfer for operations at Tennessee Centennial Golf Course.

About $225,000 of the transfer, a cash infusion, would be for outstanding accounts payable, including for expenses that include clothing in the pro shop, a management fee, fertilizer, and irrigation costs. Another $100,000 is operational funding for the winter, including maintenance of the greens.

It’s the first non-debt related transfer from the city’s General Fund to the Golf Course Fund since the golf course was built, Oak Ridge City Manager Mark Watson said. Separately, the city still owes about $3 million in debt-related bond payments on the golf course. It’s expected to be paid off in five years.

Oak Ridge City Council member Trina Baughn cast the only vote against the operating transfer. All six of the other City Council members voted “yes.” [Read more…]

Oak Ridge has received a $433,000 grant for improvements at two intersections on Oak Ridge Turnpike, one at South Tulane Avenue and the other at East Division Road/Tennyson Road. The improvements, which require a 20 percent local match of roughly $108,000, will include marked crosswalks, ramps, and upgrades to help pedestrians.

The project will include traffic signal and pedestrian feature upgrades at the intersection of Oak Ridge Turnpike and Tulane Avenue, between the Oak Ridge Chamber of Commerce and Oak Ridge Municipal Building. The upgrades will include the addition of handicap ramps, crosswalks, countdown pedestrian signals with push buttons, and radar vehicle detection, Oak Ridge Community Development Director Kathryn Baldwin said in a December 1 memo to City Manager Mark Watson. A traffic signal pole will be relocated to avoid conflicts with overhead utilities.

Improvements at East Division Road/Tennyson Road, near Methodist Medical Center, will include the addition of handicap ramps, crosswalks, and countdown pedestrian signals with push buttons and radar vehicle detection. Sidewalks could be added where there are gaps or where new handicap ramps are disconnected from existing sidewalks, Baldwin said. [Read more…]

The Oak Ridge City Council on Monday will consider a $325,000 transfer for operations at Tennessee Centennial Golf Course. If approved, the operating transfer would be the first non-debt related transfer from the city’s General Fund to the Golf Course Fund since the golf course was built, Oak Ridge City Manager Mark Watson said.

About $225,000 of the transfer, a cash infusion, would be for outstanding accounts payable. Another $100,000 would be operational funding for the winter, including maintenance of the greens.

The General Fund would still have a balance equivalent to two months of operations after the transfer, Watson said in a memo to City Council members.

Watson said the golf course was affected by several factors this past year, most notably weather. [Read more…]

CVMR still hopes to build $300M metal refinery, but R&D center on hold

Michael Hargett and Kamran Khoza of CVMR USA

CVMR President Michael Hargett, left, and Kamran Khozan, chairman and chief executive officer, joined local, state, and federal officials on Friday, March 13, 2015, to announce they’re moving company headquarters from Toronto to Oak Ridge, investing $313 million and adding 620 jobs.

Note: This story was last updated at 7:05 p.m.

Seeking to clarify its plans, CVMR on Friday said it still hopes to build a metal refining facility in Oak Ridge to produce metal powders and “nano materials.” That investment, to be completed in three phases, could cost more than $300 million in the first phase and eventually employ 1,200 to 1,500 engineers and technicians, the company said Friday.

But they will not establish a Center of Excellence focused on research and development of the application of vapor metallurgy technology to an expanding group of elements, CVMR said in a Friday letter to Tennessee Governor Bill Haslam.

The company sought to publicly clarify its position after news stories this week suggested that the CVMR deal was dead. Some officials and developers had pushed back after those stories appeared in several Knoxville media outlets, saying they remained “cautiously optimistic” that the company could still come to Oak Ridge. CLINTON—Several alternative locations have been proposed, including a city-owned building at A.K. Bissell Park and a county-owned building on Emory Valley Road, but for now, the Anderson County General Sessions Court in Oak Ridge could remain at a privately owned building on Bus Terminal Road.

Once housed at the Oak Ridge Municipal Building, the General Sessions, Division II, courthouse has been on Bus Terminal Road since January 2009.

But the lease expires December 31.

On Monday, November 16, the Anderson County Commission voted 15-0 on a voice vote to ask for a one-year lease extension with no penalty and to work with Oak Ridge to share courthouse costs.

“That year buys us time to look at all the options,” said County Commissioner Myron Iwanski, who represents District 8, which includes Emory Valley, Woodland, and Hendrix Creek. [Read more…]
