Two higher-risk buildings torn down at Y-12 Biology Complex

Oak Ridge is home to more higher-risk excess contaminated facilities than any other U.S. Department of Energy site in the nation, but recent demolition projects are helping change that. This month, the Oak Ridge Office of Environmental Management, or OREM, eliminated two buildings from the higher-risk list.

The projects were part of DOE’s Excess Contaminated Facilities Initiative, an effort to stabilize facilities, reduce risks, and in some cases accelerate demolition schedules. Oak Ridge is of particular interest since the site houses 297 “excess” facilities—facilities that are no longer operational or serving DOE’s missions. As of December 2016, Oak Ridge contained 60 of DOE’s inventory of 203 higher-risk excess facilities.

“These projects are highlighting EM’s value as crews are removing risks and clearing land for DOE’s important ongoing missions,” said OREM Federal Project Director Brian Henry. “Tearing down these high-risk facilities is a first step with many more planned in the years ahead.” [Read more…]

Lisa E. Gordon-Hagerty was sworn in Thursday by Energy Secretary Rick Perry as the U.S. Department of Energy’s under secretary for nuclear security and administrator of the National Nuclear Security Administration.

Gordon-Hagerty is responsible for managing and operating the NNSA in support of the nuclear security agenda of Perry and President Donald Trump, a press release said. The Y-12 National Security Complex in Oak Ridge is an NNSA site.

“Lisa Gordon-Hagerty exemplifies the leadership and institutional knowledge required to oversee the National Nuclear Security Administration,” Perry said in the press release.  “I am especially proud of the fact that she is the first woman in history to lead the NNSA and look forward to working together to address the administration’s goal of modernizing our nuclear security enterprise.”

Gordon-Hagerty has more than 30 years of national security experience, the press release said. [Read more…]

Council has special meeting today to consider contracts for water line, pool repairs

The water line repair is an emergency repair to a 24-inch feed that is considered critical for Oak Ridge National Laboratory and passes through the Y-12 National Security Complex.

 

The Oak Ridge City Council has a special meeting at 4 p.m. today (Friday, February 16) to consider two contracts, one for water line repair and the other for pool repair. The water line repair is an emergency repair to a 24-inch feed that is considered critical for Oak Ridge National Laboratory and passes through the Y-12 National Security Complex.

If approved, the water line repair contract would be valued at roughly $100,000, and it would be awarded to Hurst Excavating LLC of Knoxville. The project would replace about 400 feet of the 24-inch water line, which is along Bear Creek Road inside the Y-12 National Security Complex.

The project is a joint effort between the City of Oak Ridge and the U.S. Department of Energy, Oak Ridge Public Works Director Shira A. McWaters said in a February 15 memo to City Manager Mark Watson. The city-DOE water contract specifies that repairs are to be shared 50/50, McWaters said.

The cast iron water line runs from east to west from the city’s water treatment plant, which is on Pine Ridge at Y-12, to Oak Ridge National Laboratory. The line failed January 29. It is part of the infrastructure that was transferred to the city in May 2000, when the city assumed ownership and began operating the water treatment plant, which had previously been owned by DOE. Gordon-Hagerty confirmed as NNSA administrator

Lisa E. Gordon-Hagerty was confirmed by the U.S. Senate on Thursday as the U.S. Department of Energy’s under secretary for nuclear security and administrator for the National Nuclear Security Administration.

Once she is sworn in to the position, Gordon-Hagerty will be responsible for the management and operation of NNSA, supporting the nuclear security agenda of Energy Secretary Rick Perry and President Donald Trump, a press release said.

The Y-12 National Security Complex in Oak Ridge is an NNSA site.

The NNSA is a semi-autonomous agency within DOE, and it is responsible for nuclear nonproliferation, the nation’s naval reactor programs, and managing and securing the nation’s nuclear weapons. It also responds to nuclear and radiological emergencies in the United States and abroad; provides safe and secure transportation of nuclear weapons, components, and special nuclear materials; and has other national security missions. Trump administration requests more money for DOE, NNSA

The Trump administration has requested more money for the U.S. Department of Energy and National Nuclear Security Administration than it did last year, but the impact could vary at Oak Ridge’s major federal sites.

The NNSA, a semi-autonomous agency within DOE, would get a big increase of $2.2 billion, compared to spending levels enacted in fiscal year 2017. The boost would raise NNSA funding to $15.1 billion. The Y-12 National Security Complex in Oak Ridge is an NNSA site.

The NNSA proposal is more than $1 billion higher than the $13.9 billion requested by the Trump administration in fiscal year 2018, which was up $1.4 billion over the fiscal year 2016 spending level ($12.5 billion).

Oak Ridge Today reported last year that Y-12’s funding would have been up 25 percent under President Donald Trump’s budget request for the current fiscal year, if Congress had approved the proposed spending levels. [Read more…]

Applications being accepted for research opportunities with Higher Education Research faculty program

The U.S. Department of Energy’s Oak Ridge Institute for Science and Education is currently seeking college faculty for paid research opportunities at Oak Ridge National Laboratory through the Higher Education Research Experiences program, a press release said.

This research program provides opportunities for teaching and non-teaching faculty, like Pasquale Fulvio, to use the unique resources of ORNL to enhance science, technology, engineering, and mathematics education, encourage careers in science and technology, and improve scientific literacy, the press release said.

Appointments will be located at ORNL and generally take place during the summer; part-time appointments may occur during the semester depending on the requirements of the project. Sabbatical appointments may also be available. The program provides stipends based on the certified academic institution salary for faculty, as well as limited travel and housing assistance, if eligible, the release said.

Applications are open year-round, and appointments are made throughout the year with flexible start and end dates, the press release said. [Read more…]

Three subcontracts awarded for new K-25 History Center

The U.S. Department of Energy’s cleanup contractor URS|CH2M Oak Ridge LLC, or UCOR, has awarded three subcontracts totaling more than $5.3 million to construct, conduct site improvements, and fabricate and install exhibits for the K-25 History Center at the East Tennessee Technology Park.

The history center will occupy 7,500 square feet in the second floor of the existing, city-owned Oak Ridge Fire Station Number 4. The building is adjacent to the K-25 Building’s 44-acre footprint, which is now part of the Manhattan Project National Historical Park. The history center will include a theater and interactive galleries that display equipment, artifacts, and other media to highlight the site’s workers and numerous Manhattan Project and Cold War-era accomplishments, a press release said.

UCOR awarded two subcontracts for construction and site improvements to North Wind Construction Services LLC of Knoxville, and it awarded a third subcontract for exhibit fabrication and installation to Formations Inc. of Portland, Oregon, the press release said. [Read more…]

With government shut down, Y-12 employees still working

With some apparent exceptions, employees at the Y-12 National Security Complex in Oak Ridge will continue working even after the federal government shut down after federal funding expired Friday.

Y-12 posted an announcement after the federal government shut down early Saturday. The announcement said workers at Y-12 and the Pantex Plant in Amarillo, Texas, are expected to report to work on their next scheduled work day unless they have previously approved leave or have been given formal notice by their management to not report to work.

A few other federal organizations and federal contractors didn’t immediately appear to have posted notices as of early Saturday afternoon, about 12 hours after the shutdown began. Those include Oak Ridge National Laboratory. [Read more…]

A possible government shutdown is looming with federal funding expiring today, but the U.S. Department of Energy, which has facilities in Oak Ridge, said it will be open for business on Monday.

For now, federal employees are expected to continue to report for work as scheduled, DOE said in a shutdown plan posted on its website Friday. That approach appeared similar to DOE’s guidance during the last shutdown more than four years ago.

But “a prolonged lapse in appropriations may require subsequent employee furloughs,” DOE said of this year’s possible shutdown on Friday. “If there is an imminent threat to human life or protection of property, a limited number of employees may be recalled from furlough status.”

Federal sites in Oak Ridge include Oak Ridge National Laboratory, Y-12 National Security Complex, the Oak Ridge Office, Oak Ridge Office of Environmental Management, Office of Scientific and Technical Information, and East Tennessee Technology Park, the former K-25 site, among others. Those are DOE and National Nuclear Security Administration sites, and they include a mix of federal and contractor employees. There is also a National Oceanic and Atmospheric Administration facility on South Illinois Avenue. [Read more…]

AMSE could move into new location in June

The American Museum of Science and Energy could move into its new location at Main Street Oak Ridge in June, officials said Tuesday.

Crews began work on Friday and “increased activity can be expected in the area over the coming weeks as construction progresses,” a press release said.

RealtyLink, the South Carolina company developing Main Street Oak Ridge, selected Oak Ridge-based Summit Construction as the contractor for the project, the press release said.

The start of construction was announced Tuesday by the U.S. Department of Energy’s Oak Ridge Office and the City of Oak Ridge.

The new space for AMSE is located between the current JCPenney store and a future Marriott hotel, which is also under construction. The museum entrance will be on Main Street East. AMSE will be all on one floor, occupying approximately 18,000 square feet. [Read more…]

Construction work has started at the new American Museum of Science and Energy at Main Street Oak Ridge. Interior demolition work is under way, and exterior demolition work could start Wednesday.

The value of the improvements is estimated at roughly $1.5 million. A building permit was issued December 29.

AMSE will be relocated from its current home on South Tulane Avenue, where it’s been since the mid-1970s, to about 18,000 square feet of renovated space at Main Street Oak Ridge. That’s the 58-acre project to redevelop the former Oak Ridge Mall. The move is part of an agreement that was signed by the City of Oak Ridge and U.S. Department of Energy in December 2016.

AMSE will have about 15,000 square feet of space in the former Sears Roebuck store near JCPenney and roughly 2,700 square feet in the former Cole’s Drug Store. Inside, there will be about 7,200 square feet of exhibit space, two 800-square-foot classrooms, and a large theater with a stage, consultant Ray Evans told Oak Ridge City Council members during a December 19 work session.

Evans said construction could take 4.5 to five months. An opening date had not been set as of the December work session. [Read more…]

ORISE seeking applications for DOE Energy Efficiency, Renewable Energy science, technology policy program

Opportunities are available in the areas of policy and marketing for the Weatherization and Intergovernmental Programs.
