No one was injured when chunks of concrete weighing up to 20 pounds fell from the ceiling in a roped-off area in a building at the Y-12 National Security Complex in March.

No one was injured when chunks of concrete weighing up to 20 pounds fell from the ceiling in a roped-off area in a building at the Y-12 National Security Complex in March.

That area of Building 9204-2 in Y-12‘s production area had been roped off to restrict worker access. The controlled area has been in place since 2009, said B&W Y-12, the plant’s managing and operating contractor. Access to the area was controlled with marker tape and boundary markers.

When the ceiling fell in that part of the building, large chunks of concrete rebounded into a frequently used walkway and an adjacent welding station, the Defense Nuclear Facilities Safety Board reported in the week ending March 21. Workers had used the welding station earlier in the day, the DNFSB said.

B&W Y-12 said chunks of the concrete fell to the floor and struck a portable welding exhaust unit located inside the controlled area. Some small pieces of the concrete also scattered outside of the area. Personnel in a nearby area heard the noise, discovered the problem, and immediately notified the shift manager, per procedures, the contractor said. [Read more…]

Review team develops UPF alternative, sends report to NNSA

The projected cost had passed $10 billion and the completion date pushed back to 2038, so federal officials were looking for an alternative approach for the proposed Uranium Processing Facility at the Y-12 National Security Complex.

Earlier this year, the National Nuclear Security Administration asked Thom Mason, Oak Ridge National Laboratory director, to lead a team—a so-called “Red Team”—that would develop an alternative approach.

The team’s task was to find a faster, more efficient solution, NNSA Acting Administrator Bruce Held told a House subcommittee on April 3.

On Tuesday, the deadline for submitting a report, Mason said the team has identified a possible alternative and provided information on how the proposal could be implemented if the NNSA adopts it. The next step will be up to the NNSA. Y-12 is an NNSA site.

The goal is to still allow workers to get out of Y-12’s aging Building 9212 by 2025 and keep the cost within an approved range of $4.2 billion to $6.5 billion, Mason said late Tuesday afternoon, when the report was being polished before transmittal. [Read more…]

A security improvement project at the Y-12 National Security Complex was completed ahead of schedule and about $20 million under budget, federal officials announced Monday.

The National Nuclear Security Administration’s Security Improvement Project upgraded security at Y-12 by replacing existing alarm stations and access control systems with Argus, a comprehensive security system developed by Lawrence Livermore National Laboratory, a press release said. The SIP came in about $20 million under the original $72 million budget.

“Maintaining a safe and secure deterrent is one of NNSA’s most important responsibilities,” said NNSA Acting Chief of Defense Nuclear Security Michael Lempke. “SIP is a continuation of NNSA’s goal to use the best, most modern security technology to keep the nation’s nuclear weapons and material secure.” [Read more…]

The new federal contractor at the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Amarillo, Texas, has started announcing members of its senior leadership team.

Jim Haynes, chief executive officer for Consolidated Nuclear Security LLC, announced the leaders in a message posted on the company’s transition website on Saturday.

The executives are:

  • Jim Allen—chief operating officer
  • Darrell Graddy—senior vice president for mission support
  • Ken Freeman—senior vice president for safeguards, security, and emergency services
  • Rick Glass—senior vice president for mission assurance

“We will roll out our senior leadership team in phases, and over the next few weeks we will help you get to know the CNS leadership team through a series of articles, employee information meetings in Amarillo and Oak Ridge, and other opportunities for face-to-face interaction,” Haynes said. The new contractor at the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Amarillo, Texas, will make employment offers between April 15 and June 2, the company said Tuesday.

Information about the employment offers, which must be made no later than June 2, was included in a Tuesday message to employees from Jim Haynes, president and chief executive officer of the new Y-12 and Pantex contractor, Consolidated Nuclear Security LLC.

“The CNS management team and I recognize that you are waiting for information that will affect your jobs and your lives—and that waiting can cause anxiety about staffing plans, organizational structure, members of the senior leadership team, benefits, retirement planning, work schedules, and more,” Haynes said.

After more than one year and three protests, a team led by the Babcock and Wilcox Co. will no longer oppose the transition to a new contractor at the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Amarillo, Texas.

The team, Nuclear Production Partners LLC, had challenged the National Nuclear Security Administration’s decision to award the consolidated contract to another team, Consolidated Nuclear Security LLC, or CNS. That decision was first announced in January 2013 and reaffirmed in November. The contract could be worth $22.8 billion during a 10-year period.

The U.S. Government Accountability Office denied the third and final protest by Nuclear Production Partners LLC, or NP2, on Feb. 27, but it wasn’t clear if the B&W-led team might continue to challenge the contract award. The case could have been appealed to the U.S. Court of Federal Claims in Washington, D.C.

In the meantime, federal officials and CNS said they had started the four-month transition to CNS at Y-12 and Pantex. The transition had originally been scheduled to be complete by May 2013, but it had been delayed by protests. The transition website for the new contractor at the Y-12 National Security Complex and Pantex Plant was posted online on Thursday afternoon. The new website for Consolidated Nuclear Security LLC is available at http://www.cnstransition.com.

CNS is the new managing and operating contractor at Y-12 in Oak Ridge and Pantex in Amarillo, Texas. The contract award, worth up to about $23 billion over 10 years, was first announced in January 2013 but delayed by a series of protests. The U.S. Government Accountability Office denied the third and final protest on Thursday, Feb. 27. On Monday, officials at the National Nuclear Security Administration said the transition to the new contractor had started and was expected to last four months.

On Thursday, CNS spokesman Jason Bohne said the company would be adding much more information to the transition website during the next few weeks and months, including more details on the senior management team, proposed organization, messages to employees, and more.

The transition website includes a message from CNS President and Chief Executive Officer Jim Haynes, who has been senior vice president and deputy general manager for the current Y-12 contractor, B&W Y-12. Other members of the CNS leadership team include Michael Jones, transformation; Darrell Graddy, mission support; and Carl Strock, project director for the Uranium Processing Facility. [Read more…]

Consolidated Nuclear Security LLC has been authorized by the National Nuclear Security Administration to resume its transition to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Amarillo, Texas, the company announced Thursday.

The announcement comes one week after the U.S. Government Accountability Office denied the third and possibly final protest by one of the two teams that unsuccessfully bid on the $22 billion contract to manage the two nuclear weapons plants. The protests had been filed by Nuclear Production Partners LLC, a team led by The Babcock and Wilcox Co., which is currently the lead contractor at Y-12 and Pantex.

The decision to award the consolidated contract to CNS, first announced in January 2013, has now been upheld by the NNSA and GAO, the company said. The five-year contract with the NNSA includes options that could allow the contract to be extended for up to five more years, based upon performance.

“The CNS team submitted a very strong and credible solution for managing and operating the Pantex and Y-12 sites, and we are eager to begin implementing our proposal together with the dedicated employees of Pantex and Y-12,” said Jim Haynes, CNS chief executive officer. “We look forward to partnering with the communities of Amarillo and Oak Ridge.” [Read more…]

The transition to a new contractor at the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Texas is already under way and could be completed in four months, federal officials said Monday.

The transition to Consolidated Nuclear Security LLC of Reston, Va., had originally been scheduled to be complete by May 2013, but it was delayed by three rounds of protests. The U.S. Government Accountability Office denied the third and possibly final protest by Nuclear Production Partners LLC, or NP2, of Lynchburg, Va., on Thursday.

On Monday, the National Nuclear Security Administration said CNS will start managing and operating the weapons production plants at Y-12 and Pantex at the end of the four-month transition period. [Read more…]

Federal officials have denied the third protest by one of the two teams that unsuccessfully bid on a $22 billion contract to manage the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

In the protest, Nuclear Production Partners LLC of Lynchburg, Va., had challenged a November decision by the National Nuclear Security Administration to reaffirm its earlier decision, announced in January 2013, to award the consolidated contract to Consolidated Nuclear Security LLC of Reston, Va.

On Thursday, the U.S. Government Accountability Office announced that it had denied the third protest. It’s the final GAO protest, but the case could be appealed to the U.S. Court of Federal Claims in Washington, D.C.

Statistically, that’s not likely; the GAO hears 2,500 protests per year, and the court has about 84. But there is a large amount of money at stake with this contract.

The GAO had upheld one part of an earlier NP2 protest and denied or dismissed three elements of a second. [Read more…]

KNOXVILLE—The three protesters who broke into the Y-12 National Security Complex in July 2012 and splashed human blood and spray-painted slogans on a uranium storage building were sentenced to three to five years in prison on Tuesday.

Megan Rice, an 84-year old Catholic nun who last lived in Washington, D.C., received the shortest sentence. She was sentenced to 35 months, or just under three years. Rice is the oldest of the three anti-nuclear weapons activists. She also has the least extensive criminal history, Judge Amul R. Thapar said during a 4.5-hour sentencing hearing in U.S. District Court in Knoxville on Tuesday afternoon.

The other two protesters, Greg Boertje-Obed and Michael Walli, both were sentenced to 62 months, or a little more than five years. They have more extensive prior records. Boertje-Obed is a 58-year-old house painter from Duluth, Minn., and Walli is a 64-year-old Catholic worker and Vietnam veteran from Washington, D.C. Thapar said Boertje-Obed has 40 arrests and more than 20 convictions, and he has previously served time in prison. So has Walli. He was released on Jan. 5, 2012—about six months before the break-in—after an eight-month federal sentence for an earlier trespassing incident at Y-12.

“What do I do when eight months didn’t deter him?” Thapar asked defense attorney Chris Irwin. “It’s getting worse, not better.” [Read more…]

The three anti-nuclear weapons activists who cut through high-security fences and splashed human blood and spray-painted slogans on the side of a uranium storage building at the Y-12 National Security Complex in July 2012 will be sentenced in three separate hearings in Knoxville on Tuesday.

Their earlier consolidated sentencing hearing on Jan. 28 was delayed due to snow.

U.S. District Judge Amul R. Thapar has ordered that Michael Walli, a 64-year-old Catholic worker from Washington, D.C., be sentenced at 12 p.m. Tuesday in U.S. District Court in Knoxville. Walli is facing the longest potential sentence, a range of about seven to nine years, for the damage caused during the unprecedented security breach.

Greg Boertje-Obed, a 58-year-old painter from Duluth, Minn., will be sentenced next, at 2 p.m. His recommended sentence is roughly six to eight years. [Read more…]
