Partnership combines strengths to train future workforce, solve national challenges

A memorandum of understanding signed Thursday by Consolidated Nuclear Security and the University of Tennessee in Knoxville will expand collaborations while making the country safer and more secure. CNS and the university collaborate in areas ranging from joint research to analyzing business operations and pushing more technologies into the private sector.

The partnership between the university and the Y-12 National Security Complex, which began in 2011, combines the leading research talents of the university with Y-12’s successful track record in technology development and application that bolsters national security. Through CNS, the agreement now also incorporates the Pantex Plant in Amarillo, Texas.

CNS manages and operates Y-12 and the Pantex Plant for the National Nuclear Security Administration. [Read more…]

The Purification Facility at the Y-12 National Security Complex in Oak Ridge was evacuated Tuesday morning after a chemical spill, officials said. Fewer than 10 people were in the building at the time of the spill, and none were in the immediate area.

There were no injuries, and federal officials and Y-12 staff have accounted for all workers, the National Nuclear Security Administration said.

The spilled material is acetonitrile, a liquid solvent used in chemical processing operations, said Steven Wyatt of the NNSA.

Everyone was evacuated from the building, which is on the east end of the plant, Wyatt said. The spill was reported at 10:24 a.m. Tuesday.

Field work to prepare the Y-12 National Security Complex for building the Uranium Processing Facility, or UPF, is on schedule and under budget and has surpassed 500 days without a recordable accident or injury, a press release said.

Site Readiness, the first construction subproject for UPF, began in late spring 2013 and is expected to be completed in winter 2015.

“The Site Readiness subproject is setting the standard for quality UPF construction on budget,” said Don Peters, federal construction manager for the National Nuclear Security Administration’s UPF Project Office. “We’ve accomplished a lot of work in an area that stretches across an approximate five-mile linear footprint.”

The press release said that work either completed or under way includes relocation of Bear Creek Road, including a new bridge; relocation of several potable water lines; rerouting of overhead electrical lines; construction of a haul road; mitigation for wetlands impacted during road construction; development of the west borrow and wet spoils areas to receive soils for later project phases; demolition of a parking lot, a decommissioned guard tower, and other structures; and construction of sediment basins to protect Y-12 natural resources from erosion and sedimentation. About 150 demonstrators protested outside the Y-12 National Security Complex on Thursday afternoon, objecting to changes in health insurance benefits that could take effect January 1.

The protesters, mostly Y-12 retirees, said they would end up paying much more for fewer benefits. They want the U.S. Department of Energy and National Nuclear Security Administration to reverse course.

“We’re here to try to stop it,” said Charlene Edwards, who retired from Y-12 in 2006. [Read more…]

Y-12’s employee-led Help to the Smokies team tacked another 154 hours onto their already massive volunteer service record at the Great Smoky Mountains National Park during their annual volunteer work day on November 8. Since its start, the volunteer team has contributed about 14,000 hours in the Park.

Some 22 volunteers assisted park staff in maintenance and refurbishment of Loop B campsites at the Cosby Campground. The volunteer team performed general restoration activities for 31 individual campsites. These activities included elevating, leveling, and resetting 31 picnic tables, distributing and applying 85 tons of gravel covering to 26 campsites, and leveling selected camp fire rings. A 25-year-old Scott County man was sentenced to serve three months in prison on Monday after he pleaded guilty in July to charges that he tried to extort Babcock and Wilcox Y-12 LLC, the former managing and operating contractor at the Y-12 National Security Complex in Oak Ridge.

Adam Winters, 25, of Oneida received the sentence in U.S. District Court in Knoxville on Monday, U.S. Attorney William C. Killian said in a press release. After he is released from prison, Winters will be supervised for one year by U.S. Probation.

Killian said Winters, who had appeared on the television reality show “The Millionaire Matchmaker” in February, pleaded guilty in July to transmitting communications containing threats to injure the reputation of B&W Y-12 in interstate and foreign commerce, with intent to extort money and other things of value from the corporation. Winters admitted that he emailed Babcock and Wilcox and attempted to email the vice president of the United States regarding copies of slides that he possessed that contained information he believed would injure the reputation of Babcock and Wilcox. The Y-12 National Security Complex recently celebrated another improvement in its site infrastructure with the demolition of Building 9744, a former utilities and maintenance facility occupying more than 9,000 square feet in Y-12’s Protected Area.

“This facility was in danger of collapse and posed a risk to the site’s personnel and operations,” said James McConnell, the National Nuclear Security Administration’s acting associate administrator for infrastructure and operations. “Upon realization of this risk, we were able to secure funding to stabilize the area from both a safety and environmental perspective.

The demolition proved challenging due to the deteriorating facility conditions, precluding the standard approach of entering the facility to abate hazards and remove hazardous waste prior to the structural demolition. Despite structural issues and associated waste disposal concerns, the facility was safely demolished nearly two months ahead of schedule. The demolition team collaborated with several internal and external organizations to accomplish the aggressive schedule in accordance with environmental and safety standards. [Read more…]

Tennessee man pleads guilty in $2.5 million Y-12 extortion case

KNOXVILLE—A Tennessee man who appeared on the television reality show “The Millionaire Matchmaker” has pleaded guilty in a $2.5 million extortion case involving the former managing contractor at the Y-12 National Security Complex in Oak Ridge.

Adam Winters, 26, of Robbins, Tenn., said he had copies of slides that would injure the reputation of the contractor, Babcock and Wilcox Y-12 LLC, and he met with undercover officers on May 23 to exchange the slides for the money he demanded, U.S. Attorney William C. Killian said in a Thursday afternoon press release. Law enforcement officers revealed their identity during that May 23 meeting and arrested Winters.

Earlier, on May 8, Winters had e-mailed Babcock and Wilcox and attempted to email Vice President Joe Biden about the slides, Killian said. After he sent the email, Winters used the Internet and telephone to communicate his threat to injure their reputation through the use of the slides, according to the plea agreement on file with the U.S. District Court in the Eastern District of Tennessee. The National Nuclear Security Administration Production Office and Consolidated Nuclear Security have completed one of the largest and most complex contract transitions in the history of the U.S. Department of Energy.

On July 1, Consolidated Nuclear Security, or CNS, assumed the responsibility for managing and operating the Pantex Plant in Amarillo, Texas, and the Y-12 National Security Complex in Oak Ridge. CNS replaces B&W Y-12, which had operated Y-12 since 2000, and B&W Pantex, which also had operated Pantex since 2000. The contract includes a total annual operating budget of $1.5 billion and employment of about 8,000 in Tennessee and Texas.

“The new contract will allow NNSA to continue the safe and secure maintenance of the nuclear weapons stockpile; provide enriched uranium for naval, research, and isotope production reactors; and, support nonproliferation activities to reduce the global nuclear threat,” said Steve Erhart, NNSA Production Office manager. “The conclusion of this transition will bring much needed stability to the thousands of men and women who play an important role in our enduring national security mission. All contract transitions create some change and uncertainty. But, throughout this process, the highly skilled professionals at Pantex and Y-12 have remained focused and dedicated to the safe and secure completion of the mission.”

The consolidated contract will yield significant savings to the U.S. taxpayer over the life of the contract as NNSA and CNS develop more efficient ways of doing business, a press release said. A portion of the generated savings are to be reinvested into aging infrastructure at both sites to improve the working conditions for the Pantex and Y-12 workforce. [Read more…]

Workforce reductions at the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Amarillo, Texas, are expected to total about 170 jobs, officials said this week.

That’s about 2 percent of the roughly 7,900 workers at the two nuclear weapons plants.

The workforce reductions are expected to come through a voluntary separation program, or VSP.

The majority of the reductions, or 140 positions, would be at Y-12. The other 30 would be at Pantex.

The VSPs are being considered as a new federal contractor, Consolidated Nuclear Security LLC, prepares to take over at Y-12 and Pantex on July 1. CNS, which was first announced as the new consolidated contractor in January 2013, has promised to save the federal government more than $3 billion during the next decade. [Read more…]

KNOXVILLE—Federal officials have expressed concerns about increasing cost projections and delayed construction dates for a new Uranium Processing Facility at the Y-12 National Security Complex, and a so-called Red Team has drafted an alternative approach that could keep the project at $6.5 billion or less—and help workers get out of the aging Building 9212 at Y-12 by 2025.

Thom Mason, the director of Oak Ridge National Laboratory, chaired the Red Team, and he is expected to brief federal officials in Washington, D.C., today (Monday) on the team’s report. The report will then go to Congress, Energy Secretary Ernest Moniz said in a media briefing at the Howard H. Baker Jr. Center at the University of Tennessee on Friday.

Among the questions that could be answered are which old production buildings at Y-12 should be replaced and which can be refurbished. Y-12 was built to enrich uranium as part of the top-secret Manhattan Project during World War II as the United States raced to beat Germany to build the world’s first atomic weapons. [Read more…]

The staff size at the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Amarillo, Texas, could be reduced as a new federal contractor takes over. Officials expect the staff reductions to be less than 5 percent, and they say that most, if not all, of the staff reductions could come through voluntary separation programs.

The voluntary separation programs, or VSPs, were announced on April 15 by B&W Y-12 President and General Manager Dave Richardson and B&W Pantex President and General Manager John Woolery.

In his message to Y-12 workers, Richardson said the National Nuclear Security Administration had directed the plants to conduct the VSPs as part of the implementation of the staffing plan for Consolidated Nuclear Security LLC, the new contractor at the two nuclear weapons plants in Tennessee and Texas.

The Y-12 VSP will be targeted to specific job classifications and roles identified by CNS, Richardson said. Only employees in those specific classifications and roles will be eligible to apply for the VSP.

“Currently, B&W Y-12 is in the process of putting together a VSP plan that is in alignment with CNS’ staffing desires,” Richardson said last week. “We will submit our VSP plan later this week. Once this plan is approved by NNSA, we’ll communicate more details to you; specifically, each person eligible to participate in the VSP will be notified.” [Read more…]
