Monday: Oak Ridge has groundbreakings at Preschool, Senior Center

The City of Oak Ridge will hold ceremonial groundbreakings on Monday, January 14, to celebrate the start of two major projects: the new Oak Ridge Preschool with Scarboro Park improvements and the new Oak Ridge Senior Center. Construction activity is already under way at both locations.

Studio Four Design Inc. of Knoxville was chosen to design the both the Preschool and the Senior Center. At a special meeting on October 11, Oak Ridge City Council unanimously approved resolutions awarding construction contracts to Jenkins and Stiles LLC.

The new preschool will be a single-story facility of about 33,000 square feet located on Carver Avenue. The build site is inside Scarboro Park, a roughly 10-acre parcel. The project includes improvements to the adjacent park area such as lighted basketball/tennis courts, a baseball field, a public pavilion, green space, and a walking trail. [Read more…]

Bonds sold Tuesday for Preschool, Senior Center

Bonds sold Tuesday morning for three construction projects: Oak Ridge Preschool, Oak Ridge Senior Center, and Scarboro Park renovations.

The bonds sold at 10:15 a.m. Tuesday, Oak Ridge City Manager Mark Watson said.

There were six competitors. Fidelity Capital Markets had the low bid, with an interest rate of 3.613651 percent.

It’s considered a good interest rate. Anything below 4 percent is good, Watson said.

There wasn’t a large spread between the six bidders. The highest bidder had an interest rate of 3.720288. [Read more…]

TVA asks for public input on closing Bull Run, Paradise fossil plants

The Tennessee Valley Authority is asking for public input on a review of the potential environmental and socioeconomic impacts of closing the Bull Run and Paradise Fossil Plants.

Bull Run, located in Anderson County, Tennessee, is a single-generator coal-fired power plant. Paradise, near Drakesboro, Kentucky, has one coal-fired generator still operating, unit 3. Two other coal-fired units at Paradise were retired when a new natural gas plant began operation at the site in 2017.

TVA announced a review of generating assets that was focused on Bull Run and Paradise in August. The review is based on the future cost of maintenance and environmental compliance, and other factors. TVA said it must continually evaluate its fleet to ensure flexibility and financial responsibility.

Oak Ridge Today reported when the review was announced in August that the evaluation could help determine whether the plants will be needed in the future. The assessment is to focus on plants that are the least efficient, least cost-effective, and expected to have the highest future costs, TVA spokesperson Scott Brooks said. Plants that fit into that category are the Bull Run Fossil Plant, the one remaining unit (Unit 3) at the Paradise Fossil Plant in western Kentucky near Drakesboro, and combustion turbines (gas turbines), Brooks said. Reminder: Planning Commission, City Council meet to discuss Main Street, Phase 2

A reminder: Oak Ridge officials will meet this evening to discuss proposed revisions to the plan for the second phase of Main Street Oak Ridge, the redevelopment of the former Oak Ridge Mall.

It will be a joint work session between the Oak Ridge Municipal Planning Commission and Oak Ridge City Council. The meeting is scheduled to start at 5:30 p.m. today (Thursday, November 8) in the Oak Ridge Municipal Building Courtroom at 200 South Tulane Avenue.

City officials hope to make progress and help produce a good plan, although they don’t expect to vote on anything today.

Oak Ridge officials have had concerns about the proposed revisions to the master plan for Main Street as the developer, RealtyLink, prepares to welcome a second wave of tenants. The Planning Commission postponed a vote on the revised master plan and requested today’s work session during a meeting on Thursday, October 18. [Read more…]

Construction work has started on the replacement of the Honorable William Everette Lewallen Bridge over the Clinch River in downtown Clinton. Here are photos of the work, which could last three years, on Tuesday.

In August, WYSH Radio in Clinton reported that the contract to replace the bridge on Highway 25W/State Route 9 (Clinton Highway/Clinch Avenue) was awarded on August 17 to Charles Blalock and Sons Incorporated of Sevierville. Their bid for the replacement of the bridge, known to locals as the “green bridge,” came in at $27,735,269.72, WYSH said.

Council to consider bond resolution for Preschool, Senior Center Monday

The Oak Ridge City Council will consider a resolution this evening to issue up to $13.75 million in bonds so the city can build a new preschool and senior center, and make improvements at Scarboro Park as part of the preschool project.

The special meeting starts at 6 p.m. Monday, October 29, in the Oak Ridge Municipal Building Courtroom at 200 South Tulane Avenue.

Council approved an initial bond resolution of up to $16.5 million for the preschool and senior center projects during a meeting on Monday, September 10. That amount is higher than the amount of tonight’s bond resolution. Some savings have been realized compared to original estimates, Oak Ridge City Manager Mark Watson said in a memo to Council members. [Read more…]

The Oak Ridge City Council has approved two construction contracts worth $11.1 million total for two projects that have been discussed for years: a new Oak Ridge Preschool and new Oak Ridge Senior Center. The Preschool contract includes improvements at Scarboro Park, where the Preschool will be built.

Both contracts were awarded to Jenkins and Stiles LLC of Knoxville. Council approved them in two 7-0 votes during a special meeting on Thursday afternoon.

Both projects will be funded through general obligation bonds, a type of debt. The bonds could go to market in November and close in December.

The first contract awarded Thursday is for the construction of the Preschool and improvements to Scarboro Park. It is worth up to about $8.4 million. The Preschool is expected to be complete by November 30, 2019.  [Read more…]

The Oak Ridge City Council in a special meeting on Thursday will consider $11.1 million in construction contracts for the new Oak Ridge Preschool, Oak Ridge Senior Center, and Scarboro Park improvements.

The contracts could both be awarded to Jenkins and Stiles LLC of Knoxville.

There were four bidders for the Senior Center project and three for the Preschool and Scarboro Park improvements, according to Jacene Phillips, senior project manager for Studio Four Design. Her company recommended both contracts be awarded to Jenkins and Stiles because of cost, but also because the Senior Center could be operating two months earlier under that contract than under any other bid and the Preschool would be complete three days before it would be under the other bids, Phillips said.

Both projects would be funded through general obligation bonds, a type of debt that could be issued in November.

City Council to consider $16.5 million in bonds for Preschool, Senior Center projects

The Oak Ridge City Council on Monday will consider whether to issue bonds of up to $16.5 million to build a new Oak Ridge Preschool and Oak Ridge Senior Center, and redevelop Scarboro Park.

The two projects have an estimated cost of roughly $16 million, according to the City Council agenda for Monday. The bond resolution includes about $500,000 extra for the costs of issuing the bonds and for project contingencies.

The Preschool and Scarboro Park improvements have a total estimated cost of about $12.5 million. About $11.1 million of that is for construction.

The Senior Center has a total estimated cost of roughly $3.5 million. About $3.1 million of that is for construction. [Read more…]

Oak Ridge opens bidding for Preschool, Senior Center

The City of Oak Ridge has opened the bidding period for two major projects: the new Oak Ridge Preschool with Scarboro Park improvements and the new Oak Ridge Senior Center. Interested parties must submit bids before the deadline early next month. Studio Four Design Inc. of Knoxville is the architectural firm chosen to design both buildings.

The new preschool will be a single-story facility of about 33,000 square feet on Carver Avenue. The build site is inside Scarboro Park, a roughly 10-acre parcel, a press release said. The project includes improvements to the adjacent park area such as lighted basketball/tennis courts, a baseball field, a public pavilion, green space, and a walking trail.

The current senior center is temporarily operating out of the Civic Center’s Recreation Building. The new senior center will be built next door, just to the west of the Recreation Center. The single-story, approximately 11,000 square foot facility will overlook part of A.K. Bissell Park. TVA evaluating power generators, including Bull Run Fossil Plant

An assessment by the Tennessee Valley Authority will evaluate its power generators, including the coal-burning Bull Run Fossil Plant in Claxton, and determine whether the plants will be needed in the future, a spokesperson said Monday.

The focus of the assessment, which could take three to six months, will be on plants that are the least efficient, least cost-effective, and expected to have the highest future costs, TVA spokesperson Scott Brooks said. Plants that fit into that category are the Bull Run Fossil Plant, the one remaining unit (Unit 3) at the Paradise Fossil Plant in western Kentucky near Drakesboro, and combustion turbines (gas turbines), Brooks said. The assessment will look at whether TVA needs Bull Run or Paradise or combustion turbines in the future.

No decisions have been made yet, Brooks said.

He said TVA is assessing its entire generating asset base, including coal, nuclear, natural gas, and hydropower. The public utility is always evaluating its energy mix and making decisions, Brooks said. TVA President and Chief Executive Officer Bill Johnson cited a “mismatch” between energy supply and customer demand, according to S&P Global, which attended a quarterly TVA board meeting in Knoxville on Wednesday.

The results of the assessment will be provided to the TVA board of directors. It’s not clear yet if the assessment will include a recommendation to the board, but the board could make a decision based on the assessment. [Read more…]

State grant will help with national park signs, waterfront improvements

A state grant of more than $50,000 that was announced Tuesday will help create interpretive signs for historic sites in Oak Ridge that are related to the Manhattan Project National Historical Park and improve the waterfront for events such as rowing, cycling, and festivals, officials said.

The $56,250 Tourism Enhancement Grant, part of the third round of grants, was announced Tuesday at the Oak Ridge Municipal Building. A few Oak Ridge officials attended, and so did representatives of the Tennessee Department of Tourism Development and Tennessee Department of Economic and Community Development.

“Through this grant, the City of Oak Ridge, in partnership with Explore Oak Ridge, will receive funds to support projects that improve some of the city’s key tourist attractions,” a press release said.

Marc DeRose, president of Explore Oak Ridge, said there are two parts to the grant. One is to enhance the city’s component of the Manhattan Project National Historical Park. The grant funding could be used to create interpretive signs at historic places like the Guest House and Chapel on the Hill. The interpretive signs will be accessible and include pictures and content, DeRose said. [Read more…]
