The Oak Ridge Community Development Department is continuing the Oak Ridge City Blueprint effort in 2018 with community meetings planned through the month of March.

The first open house of the new year is scheduled for Thursday, January 25, between 5:30 and 6:30 p.m. at Scarboro Community Center. The discussion will focus on the Tuskegee and West Side Residential subareas as well as a subarea south of Oak Ridge Turnpike that includes Hermitage Boulevard and Wiltshire Drive.

In a press release, the City of Oak Ridge said the blueprint is being coordinated by the Community Development Department, under the guidance of the Oak Ridge Planning Commission, as well as other boards, commissions, and city leaders. The department recently finished a midpoint report on the Blueprint, highlighting significant findings and outlining a plan for moving forward. Road closures planned on Hillside Road for sewer line work

Road closures are scheduled to start Monday on Hillside Road for sewer line work.

Parts of Hillside Road will be closed intermittently throughout the day on Monday, January 8, to allow crews to replace a sewer line located near Henley Road, the City of Oak Ridge said in a press release. Local traffic will be allowed to drive to homes on Henley Road.

A full closure of Hillside Road will begin on Tuesday, January 9, to renew service connections to several homes in the area, the press release said. These connections are located under the driving surface of the roadway. Local traffic to the affected residences will be accommodated, the press release said. [Read more…]

Christmas tree recycling available in Oak Ridge

The City of Oak Ridge has two drop-off locations available for residents to recycle their Christmas trees after the holidays, and employees will help with drop-offs on two Saturdays in January.

Signs are already posted in both locations. The drop-offs are:

  • Big Turtle Park, 2525 Oak Ridge Turnpike (parking lot)
  • Solway Park, 205 Edgemoor Road (parking lot adjacent to the boat launch)

Trees will be accepted any time through January 28, 2018. On Saturday, January 13, and Saturday, January 20, Oak Ridge Recreation and Parks Department employees will be on site to help with unloading trees at the Big Turtle Park drop-off location from 8 a.m. to 12 p.m., a press release said. The City of Oak Ridge this week provided information on what the power poles on Pine Ridge could look like.

The logging work to install the power line poles, or transmission towers, on top of Pine Ridge has been temporarily delayed for 45 days after Oak Ridge City Council members raised concerns in November and December.

One of the concerns for City Council members has been the potential visual impact the power poles could have on top of Pine Ridge. That prominent ridge in south Oak Ridge separates Y-12 from the center of the city.

So far, the National Nuclear Security Administration and its Uranium Processing Facility Project Office haven’t provided a visual representation of what the transmission towers could look like on top of the ridge.

On Tuesday, Oak Ridge City Manager Mark Watson and Electric Director Jack Suggs provided some visual comparisons to City Council members during a non-voting work session. Watson said a light pole at the city baseball field is about 80 feet. That’s close to the same size as the roughly 79-foot-high power poles expected on Pine Ridge. [Read more…]

Water line leak detection survey under way in Oak Ridge

Wachs Water Services, working under contract for the City of Oak Ridge, is conducting a leak detection survey on water lines throughout the city, a press release said.

During the survey, Wachs Water crews will be listening to underground water lines in an effort to detect leaks and areas for potential water main breaks, the press release said. The results of the survey will assist the Oak Ridge Public Works Department in identifying areas of concern within the water system. [Read more…]

Senior Center offers free guitar lessons

Free guitar lessons for senior citizens will begin with an orientation class on Friday, January 5, 2018, at 10 a.m., at the Oak Ridge Senior Center.

Regular classes will begin on Friday, January 19, 2018, and are open to area seniors age 50 and older. All levels of guitar players are welcome, a press release said.

Beginner’s lessons start at 9 a.m. with intermediate lessons to follow. Bass guitar lessons are also included. Wendall Cook, who has many years of experience playing and teaching, will conduct the lessons, the press release said. [Read more…]

Oak Ridge announces holiday closures, changes

All City of Oak Ridge administrative offices will be closed on Monday, December 25, and Tuesday, December 26, to observe Christmas. Other closures and adjustments to city services and facilities because of the holidays are listed below:

  • Household Trash and Recycling Collection—Pick-ups will run on a one-day delay during Christmas week
  • Waste Connections Convenience Center—Closed Sunday, December 24, and Monday, December 25
  • Oak Ridge Civic Center—Closed Friday, December 22, through Tuesday, December 26
  • Scarboro Community Center—Closed Monday, December 25, and Tuesday, December 26
  • Centennial Golf Course—Closed Monday, December 25

The extended closure of the Oak Ridge Civic Center is due to gym floor refinishing, a press release said. While the rest of the building will reopen to the public on Wednesday, December 27, the gymnasium will not reopen until Thursday, December 28. [Read more…]

The Oak Ridge Animal Shelter has noticed an increase in the number of reports of sick animals, or animals in distress, and the City of Oak Ridge is asking residents to notify the Oak Ridge Police Department about potentially sick wildlife.

Many of the reports involve raccoons or foxes, but other wildlife can also be affected, the city said in a press release Monday.

“Shelter staff believe these animals could be suffering from a strain of distemper,” the press release said.

“As a safety precaution, it is important that citizens do not attempt to capture wildlife on their own or transport wildlife to the animal shelter for treatment,” the press release said. “This is recommended to avoid possible injury to humans and animals as well as preventing the spread of disease or infection.” [Read more…]

Blankenship Field renovations could start in January, be complete by June

The renovation work at Blankenship Field and Jack Armstrong Stadium could start in January and be complete by June, officials said Thursday.

The work will be done with help from a $496,000 state grant and an equal match from the Blankenship Field Revitalization Foundation, the City of Oak Ridge said in a press release.

“The funds, totaling roughly $1 million, will be used to make a number of upgrades to the facility, including, but not limited to: installation of synthetic turf, concrete walkways, synthetic track, new fencing, signage for the Cedar Hill Greenway trail head, and additional restrooms,” the press release said.

The state grant for the Blankenship Field renovations is from the Local Parks and Recreation Fund, and it has been approved by the Tennessee Department of Environment and Conservation.

On December 11, Oak Ridge City Council voted to amend an earlier resolution to include all the enhancements specifically outlined within the grant contract. The expected date for project completion is June 1, 2018, the press release said. [Read more…]

Council to discuss AMSE project, Y-12/UPF power lines on Tuesday

The Oak Ridge City Council on Tuesday will discuss the project to move the American Museum of Science and Energy from its current home on South Tulane Avenue to Main Street Oak Ridge.

Oak Ridge Today reported in November that construction documents had been submitted for the new museum at Main Street Oak Ridge, the 58-acre project to redevelop the former Oak Ridge Mall. It’s not clear when AMSE might open at its new home at Main Street Oak Ridge, but it will continue to be at its current location, where it’s been since the mid-1970s, past the end of the year.

AMSE is relocating to space that will be renovated in a two-story building that once housed a Sears Roebuck store next to JCPenney at what is now Main Street Oak Ridge. That planned move is part of an agreement that was signed by the city and DOE in December 2016. Under that agreement, the 17-acre AMSE site was to be transferred from the U.S. Department of Energy to the City of Oak Ridge.

The city is, in turn, transferring the AMSE property in two phases to TN Oak Ridge Illinois LLC. That company was set up by RealtyLink, the developer of Main Street Oak Ridge.

The southernmost 7.44 acres of the AMSE site have already been transferred to TN Oak Ridge Illinois LLC. In November, the Oak Ridge City Council unanimously approved a rezoning for that property, which could be developed with a grocery store, retail shops, and restaurants.

A rezoning has been requested for the 1.1-acre site by Tacala TN Corporation of Vestavia Hills, Alabama. The rezoning request will be considered by the Oak Ridge Municipal Planning Commission at 5:30 p.m. Thursday, Dec. 14, 2017, in the Oak Ridge Municipal Building Courtroom.

It’s not clear if the existing building, which once housed the city’s police station and later the Oak Ridge Utility District, would remain. Anderson County General Sessions Court, Division II, has been there since January 2009, but the court is moving to a county-owned building that once housed the Oak Ridge Senior Center on Emory Valley Road. State appropriates $15 million that could be used for Oak Ridge Airport

KINGSTON—Tennessee officials have appropriated $15 million that could be used for the proposed airport at Heritage Center, the former K-25 site in west Oak Ridge.

The appropriation, which is pending approval of the Oak Ridge Airport by the Federal Aviation Administration, would be enough to cover about 33 percent to 38 percent of the current estimated project cost of $40 million to $45 million.

The appropriation was announced by Tennessee Department of Transportation Commissioner John C. Schroer in a November 8 letter to members of the Tennessee General Assembly. Oak Ridge Today received a copy of the letter on Monday.

The $15 million that could be used for the Oak Ridge Airport is one half of a $30 million appropriation approved by the Tennessee General Assembly for the Aeronautics Economic Development Fund earlier this year, said Billy Stair, a former communications director at Oak Ridge National Laboratory who is now a consultant helping with the airport project. That half was to support the construction of new general aviation airports like the project in Oak Ridge, and Oak Ridge received all of the $15 million for general aviation airports, Stair said.

“MKAA (Metropolitan Knoxville Airport Authority) is the only public entity in the state with planning documents for a new airport currently under review,” Schroer said in his November letter to legislators. The $15 million will be allocated to the Metropolitan Knoxville Airport Authority, which would own and operate the Oak Ridge Airport, pending FAA approval.
