Michael Voce
National Strategic Protective Services LLC, the security contractor for U.S. Department of Energy facilities in Oak Ridge, has a new general manager who will start Oct. 1.
Michael Voce will replace general manager Greg McDowell, whose resignation was announced in July.
NSPS, a joint venture of Triple Canopy Inc. and Securiguard Inc., provides protective force services to the East Tennessee Technology Park, the Oak Ridge National Laboratory, and the Joe L. Evins Federal Building.
“As general manager, Voce will direct the safe and efficient performance of the protective work force and oversee NSPS operations,” a press release said. “He will also ensure a smooth change of command by spending the next few weeks working in coordination with outgoing general manager Greg McDowell.”
The release said Voce is a U.S. Army veteran and nuclear security expert.
“Mike’s business acumen and extensive nuclear security experience combined with his effective leadership skills and deep understanding of labor relations make him a perfect fit for this critical position,” NSPS President Ignacio Balderas said.
“I am honored to join NSPS and look forward to leading this vital security contract,” Voce said. “NSPS has established a solid reputation as a reliable DOE partner. I look forward to growing this relationship with the customer, continuing to build a dedicated protective force and strengthening the NSPS bond with the Oak Ridge community.”
The release said Voce brings a well-rounded, nuclear security management background to the position of general manager. Before joining NSPS, he was president of Protection Strategies Inc., where he was changed the executive management culture during his tenure at the 500-person, global security management firm, the release said. Prior to his appointment as president, Voce was program manager of Health, Safety and Security Technical Support Services, providing direct oversight of a multimillion dollar contract supporting DOE and the National Nuclear Security Administration, or NNSA.
His previous experience includes working for more than 12 years as the director of training and the director of protective force operations in support of the NNSA at the Nevada Site Office, or NSO. Voce was also employed by NNSA/NSO as the emergency management program coordinator as well as a protective force supervisor and trainer, the release said.
A retired U.S. Army veteran with more than 20 years of military police service, Voce earned a master’s degree in educational and instructional technology from National University as well as a bachelor’s degree in human services and criminal justice from Wayland Baptist University.
In January, the DOE Oak Ridge Office announced that NSPS had been awarded a $182 million, five-year contract to protect U.S. Department of Energy sites in Oak Ridge, including ETTP, ORNL, the Federal Building, and the rest of the Oak Ridge Reservation, not including the Y-12 National Security Complex.
WSI Oak Ridge had provided protective force services in Oak Ridge since 2000, but the company lost that contract as well as a contract to guard Y-12 National Security Complex after three anti-nuclear weapons activists broke into Y-12 on July 28, cut through three fences in a high-security Protected Area, and vandalized a uranium storage building.
