Final drums of old transuranic waste from ORNL prepared for disposal

The final drums of old transuranic waste stored at Oak Ridge National Laboratory have been prepared for disposal.

The U.S. Department of Energy’s Oak Ridge Office of Environmental Management reported Tuesday that it had recently completed installing vents and sample ports in the final drums of the legacy transuranic waste stored at ORNL. The decade-long effort ensures that the drums do not contain any hazardous gases that could cause rapid combustion.

The ventilated unit where the drums were vented is closed and explosion-proof, DOE said. It is capable of withstanding a combustion event while keeping workers and ORNL, the nation’s largest multi-program national laboratory, safe, DOE said.

“Venting and sampling these drums is an essential part of the waste disposal process,” ORNL Portfolio Federal Project Director Bill McMillan said. “Now that we can ensure the safety of each drum, they are ready for transport to the Transuranic Waste Processing Center for processing and subsequent shipment to a permanent disposal facility away from Oak Ridge.” [Read more…]

With WIPP re-opening, DOE Oak Ridge plans to start shipping transuranic waste again

An underground waste facility in southeastern New Mexico that was shut down for about three years after a salt haul truck fire and radiological release will start accepting transuranic waste again in April from places like Oak Ridge.

Oak Ridge expects to send 24 shipments of the transuranic, or TRU, waste by January 2018 to the U.S Department of Energy’s Waste Isolation Pilot Plant, or WIPP, near Carlsbad, New Mexico, according to the DOE Oak Ridge Office.

The shipments to be accepted starting in April will be the first received at the facility since the fire and radiological release in February 2014, WIPP said. There was an official re-opening event on Monday, January 9, with remarks by Energy Secretary Ernest Moniz and members of the New Mexico congressional delegation.

Since the closure three years ago, Oak Ridge workers have continued processing waste and developed innovative storage solutions until shipping can resume to WIPP, said Ben Williams, spokesperson for the DOE Oak Ridge Office of Environmental Management.

Oak Ridge Today last reported on TRU waste in December 2015, when North Wind Solutions took over the operation of the Transuranic Waste Processing Center, which is south of Bethel Valley Road on Highway 95 in southwest Oak Ridge. [Read more…]

Local environmental board meets with federal, state agencies to discuss cleanup mission

In August, members of a citizen’s advisory board met with representatives of the U.S. Department of Energy, the U.S. Environmental Protection Agency, and Tennessee Department of Environment and Conservation to consider key issues for Oak Ridge Reservation cleanup in fiscal year 2017, which begins in October.

The Oak Ridge Site Specific Advisory Board held its 2016 Annual Planning Meeting in Townsend, Tennessee, on August 6. The Saturday meeting brought together members of the Oak Ridge board, leadership from DOE’s Oak Ridge Office of Environmental Management, or OREM, and liaisons from federal and state regulatory agencies to review cleanup accomplishments in FY 2016 and discuss priorities for FY 2017.

ORSSAB is a federally chartered citizens’ panel that provides recommendations to OREM on its environmental management activities at DOE sites locally. OREM encourages public participation in federal projects and meets regularly with the Oak Ridge board, as well as with other citizen and stakeholder groups within the community to gather public perspectives regarding a diverse cleanup mission that addresses legacy nuclear waste at sites across the Oak Ridge Reservation through numerous activities, including waste disposition, long-term stewardship, and site restoration. North Wind Solutions took over the operation of the Transuranic Waste Processing Center in west Oak Ridge in December. The Idaho-based company was awarded the $123 million contract to operate the facility in June.

North Wind replaces Wastren Advantage Inc., which had operated the center since 2010. The Transuranic Waste Processing Center, or TRU Waste Processing Center, is off State Route 95 in southwest Oak Ridge, south of Bethel Valley Road and west of Oak Ridge National Laboratory.

North Wind will continue to process and store transuranic waste at the site until the Waste Isolation Pilot Plant, or WIPP, reopens in New Mexico. WIPP is the only facility in the U.S. that permanently disposes of transuranic waste, or TRU waste. [Read more…]

In February 2014, two incidents at the Waste Isolation Pilot Plant, or WIPP, in New Mexico caused the shutdown of the only facility in the U.S. that permanently disposes of transuranic waste, or TRU waste. That waste is disposed in shafts, or drifts, about a half-mile below ground in an ancient salt bed. Some of that waste has come from Oak Ridge.

After months of investigations into the cause of a truck fire and a radiological release two weeks later, the U.S. Department of Energy released a recovery plan at the end of September that outlines the steps necessary to resume limited waste operations in the first quarter of 2016.

“Key elements of the recovery plan include strengthening safety programs, regulatory compliance, decontamination of the underground, increasing ventilation, mine stability and underground habitability, and additional workforce retraining,” according to a statement on WIPP’s website. [Read more…]
