Driver who died in Monday crash was Oliver Springs resident

The driver who died in the Monday afternoon crash on State Route 95 in southwest Oak Ridge has been identified as Ralph Connor, age 78, of Oliver Springs, authorities said.

The crash remains under investigation, and no other details are being released right now, the City of Oak Ridge said in a press release Tuesday.

Connor was driving a red Mercury Sable south on State Route 95 at about 1:57 p.m. Monday when he reportedly crossed the center line and hit a semi truck trailer.

Connor was taken by ambulance to Fort Loudoun Medical Center in Lenoir City, where he later died from his injuries, the City of Oak Ridge said Monday. The Sable had a disabled driver or passenger license plate, although it wasn’t clear if Connor had a medical issue before the crash.

The crash was on a hilly, curvy section of road near the entrance to the TRU Waste Processing Center north of Interstate 40. The area is south of the western entrance to Oak Ridge National Laboratory. [Read more…]

The driver of a four-door sedan that crossed over the center line on State Route 95 and hit a semi truck trailer died from his injuries at a hospital, authorities said Monday.

The crash was reported at about 1:57 p.m. Monday in a hilly, curvy section of road near the entrance to the TRU Waste Processing Center north of Interstate 40. The area is south of the western entrance to Oak Ridge National Laboratory.

The driver of the red Mercury Sable sedan, which was southbound, was taken by ambulance to Fort Loudoun Medical Center in Lenoir City, where he later died from his injuries, the City of Oak Ridge said in a press release. The Sable had a disabled driver or passenger license plate, although it wasn’t clear if the driver had a medical issue before the crash.

A third vehicle involved in the crash, a dark-colored Saturn Astra car, went off the roadway from the northbound lane, but did not hit the Mercury Sable sedan or the semi truck, the press release said. No other injuries were reported. [Read more…]

An Oak Ridge woman has been indicted on charges of vehicular homicide and driving under the influence in the death of a 37-year-old Harriman mother and Roane County Schools employee in a three-vehicle crash in May.

The vehicular homicide charge alleges Vickie Gay Gilmore, 62, was driving recklessly in the crash that killed Christy Duncan, 37, of Harriman.

Gilmore has also been charged with reckless aggravated assault for injuring Duncan’s daughter Janna, who was four years old at the time of the May 6 crash at Oak Ridge Turnpike and Jefferson Avenue.

Gilmore has also been charged with reckless endangerment with a deadly weapon (a motor vehicle), reckless driving, and leaving the scene of an accident. She has an arraignment scheduled for 9 a.m. Friday, April 28, in Anderson County Criminal Court in Clinton.

The indictments were filed Tuesday by the Anderson County Grand Jury in Clinton. [Read more…]

Twenty law enforcement personnel graduated from Crisis Intervention Team, or CIT, training on March 10. The graduates represented Anderson County Sheriff’s Department, Oak Ridge Police Department, Rocky Top Police Department, Anderson County Corrections Office, and Blount Memorial Security.

CIT is an innovative first-responder model of police-based crisis intervention with community, health care, and advocacy partnerships. CIT provides 40 hours of specialized training for problem solving and de-escalating crisis situations with individuals who have a mental illness. Studies show it also improves the safety of patrol officers, consumers, family members, and citizens within the community, a press release said.

“Thanks to the partnership between the Oak Ridge City Police Department, Anderson County Sheriff’s Department, Ridgeview Behavioral Health, NAMI Oak Ridge, the Mental Health Association of East Tennessee, and other community health advocates, our community has better equipped itself with first responders who have an effective set of communication and problem solving skills,” Oak Ridge Police Department Chief James Akagi said in his opening remarks.

So far, the East Tennessee Crisis Intervention Team has trained more than 180 law enforcement personnel, the press release said. [Read more…]

Aggravated assault and reckless endangerment charges filed against an Oak Ridge woman after a heroin overdose in February were waived to the Anderson County Grand Jury on Tuesday.

Heather Marie Rau, 29, had a status hearing in Anderson County General Sessions Court in Oak Ridge on Tuesday afternoon.

She is accused of providing heroin to a man who ended up unconscious on a hallway floor in a home on West Outer Drive at about 3 p.m. February 16. Rau told Oak Ridge Police Department Detective John R. Criswell that she warned the man, Wesley “Bud” Arnold, not to “shoot it,” or inject the heroin, because she knew what she had given him could possibly kill him, according to arrest warrants filed in Anderson County General Sessions Court in Oak Ridge.

Warrants said the heroin had already killed one man and caused Rau to overdose. [Read more…]

The City of Oak Ridge is offering a $500 reward for information that helps resolve what happened in a wildfire on federal property in west Oak Ridge on Saturday afternoon, a press release said. Fireworks are suspected as the cause of the fire.

The brush fire was reported on U.S. Department of Energy land at about 12:27 p.m. Saturday, March 25, west of Wisconsin Avenue and south of Whippoorwill Drive. It was below, or to the south of, a water tower near Whippoorwill Drive. There are homes just to the north of the water tower, and there are homes east of Wisconsin Avenue.

When firefighters arrived Saturday afternoon, they could not locate a fire, but there was smoke in the area, DOE said in a press release Tuesday.

“While the engine was looking for the fire, a hiker came down the trail and reported the fire was located several hundred yards off the road in the woods,” the press release said. “Engine 1 crew began hiking toward the reported location and was able to find the fire. At that time, the fire was approximately five acres and growing.”

The Oak Ridge Fire Department immediately requested assistance from the Tennessee Division of Forestry to respond with bulldozers to cut fire lines around the fire. The battalion chief also requested representatives from the Oak Ridge National Laboratory Division of Forestry, since the fire was burning on U.S. Department of Energy property. [Read more…]

Man allegedly armed with rifle when police respond pleads to simple assault

The man allegedly armed with a rifle when the Oak Ridge Police Department responded to a family disturbance on Norton Road in January has pleaded guilty to simple assault.

Robert E. Foreman III, 37, had initially been charged with aggravated assault.

A warrant filed by Oak Ridge Police Department Officer Chris Luethge said police responded to the family disturbance at a home on Norton Road at about 6:19 p.m. Thursday, January 12. Luethge and the victim, ORPD Officer Daniel Freytag, were approaching the front door of the home when Freytag said, “He’s got a rifle,” according to the warrants.

“Officer Freytag stated, through the front door, he saw the defendant, Robert E. Foreman III, who shouted at him angrily and ran into the bedroom and returned with a rifle,” the warrant said. “He stated that the defendant stood in the front door, armed with the rifle, and racked the bolt of the rifle and demanded: ‘Get off my property.'”

Fearing for his life, Freytag began retreating from the front door, seeking cover, “believing he was in immediate danger from the defendant,” the warrant said. [Read more…]

Unknown suspect with knife robs Staybridge Suites

An unknown suspect armed with a knife robbed the Staybridge Suites on South Illinois Avenue on Sunday night, authorities said.

The robbery was reported at the hotel at about 10:42 p.m. Sunday, according to an Oak Ridge Police Department summary.

The suspect took $100 from the business and placed a victim in “fear of imminent bodily harm,” the summary said.

Police have not yet made an arrest in the alleged robbery.

Two people have minor injuries after two fires this month

Two people were injured in fires in Oak Ridge this month, although the injuries were reported to be minor.

The first fire was reported at 515 Utica Circle in central Oak Ridge at about 3:33 p.m. Friday, March 3. One adult was taken by an ambulance to Methodist Medical Center of Oak Ridge, said Sergeant Jeremy Huddleston of the Oak Ridge Police Department. The fire was extinguished by the Oak Ridge Fire Department.

ORFD Battalion Chief Eric Rackard said a stove eye that had been left on in the second-floor apartment started a fire in grease in a pan. The resident tried to bring the pan outside to throw it outside, but the grease was burning too much for the resident to be able to handle the pan properly, Rackard said.

The fire burned the resident’s arm, Rackard said. The injuries were described as minor. The fire was deemed to be accidental.

The second fire was reported at Tennessee Tool and Engineering (TTE Casting Technologies Inc.) in Bethel Valley Industrial Park in south Oak Ridge at about 3:40 p.m. Thursday. That fire started in a storage room, Oak Ridge Fire Chief Darryl Kerley said. [Read more…]

Small quantity of explosives, used for training, reported missing

K-9 Search On Site LLP has reported missing a small quantity of explosives within the City of Oak Ridge. The substance, which is used for training purposes, is believed to have been lost during transportation in the vicinity of Scarboro Road between Bethel Valley and Illinois Avenue, a press release said. The substance is contained in a small cotton bag.

The training substance was discovered missing on Friday, March 10. The Oak Ridge Police Department and other federal authorities were notified Friday evening and searches are under way, the press release said.

Members of the public are urged to contact the Oak Ridge Police Department at (865) 425-3605 or 425-4399 if a suspicious object is found in this area. Residents are warned to not handle the training substance, but to promptly report its discovery to the Oak Ridge Police Department, the press release said.

Kidnapping, assault charges added in Hibachi Burger robbery

The Oak Ridge man charged in an alleged armed robbery at Hibachi Burger on January 10 also faces charges of especially aggravated kidnapping, aggravated kidnapping, and aggravated assault, according to court records.

Dominique Leshawn Gordon, 21, of Hamilton Circle, faces one charge of aggravated robbery, one charge of especially aggravated kidnapping, eight charges of aggravated kidnapping, and nine charges of aggravated assault.

The alleged robbery at the Grove Center business occurred at about 6:10 p.m. Tuesday, January 10. Warrants filed in Anderson County General Sessions Court in Oak Ridge said Gordon entered Hibachi Burger with a handgun.

“The defendant demanded money from the register while displaying the firearm to several employees and patrons, placing them in fear of serious bodily injury,” Oak Ridge Police Department Detective A. Marvell Moore said in affidavits attached to arrest warrants. “After obtaining the money, the defendant fled on foot.”

He was caught a short time later by patrol officers. A search found the cash taken from Hibachi Burger, according to the warrants. [Read more…]

Police found suspected methamphetamine and drug paraphernalia during a search of a home on Vermont Avenue early Friday morning, authorities said.

Two people were arrested on drug charges after the search, and two were arrested on outstanding warrants.

Warrants filed in Anderson County General Sessions Court in Clinton said a search of the home at 306 Vermont Avenue found suspected methamphetamine, a blister pack containing four suspected pseudoephedrines, three suspected clonazepam, a snort straw, spoons with residue, black digital scales with residue, pipes, clear plastic baggies with residue, and an unknown white residue.

The two people arrested on drug violations, Joel Donovan Packard, 23, and Tiffany Lea Packard, 42, live at the Vermont Avenue home. Both remained jailed in the Anderson County Detention Facility in Clinton on Tuesday afternoon.

Both Packards have been charged with manufacturing, delivering, or selling Schedule II drugs; manufacturing, delivering, or selling Schedule IV drugs; maintaining a dwelling for manufacturing, selling, or delivering narcotics; and possession of drug paraphernalia.

The search was conducted at about 6:45 a.m. Friday, February 24, by the Seventh Judicial District Crime Task Force in Anderson County and the Oak Ridge Police Department.

Authorities have previously said that two other people, Jackson McGhee, 41, and James Brown, 27, were arrested after the Friday morning search on outstanding warrants in a related case. [Read more…]
