Consolidated Nuclear Security LLC announced last week that Brian Reilly will become project director for the Uranium Processing Facility.

CNS is the new contractor that will manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Amarillo, Texas, starting this summer.

A press release said Reilly has 34 years of commercial nuclear engineering, procurement, and construction leadership and project management experience. A Bechtel senior vice president, Reilly managed Bechtel’s global nuclear operations for six years and has led numerous nuclear projects from conceptual studies and design through all aspects of engineering, procurement, and construction. House passes Manhattan Project Park provision, now up to Senate

On May 22, the House of Representatives approved the National Defense Authorization Act (NDAA) of 2015, which includes a bipartisan provision to establish a Manhattan Project National Historical Park. The new park will have units at Los Alamos, N.M., Oak Ridge, Tenn., and Hanford, Wash.

U.S. Rep. Doc Hastings, chairman of the House Committee on Natural Resources, has led efforts in the House and said: “This is a positive step toward establishing the Manhattan Project National Historical Park. There is strong, bipartisan support for this measure, and it enjoys broad support from local communities and national advocates for historic preservation and parks. The goal is to enact this into law before the end of this year and today’s action demonstrates real progress towards achieving it.” [Read more…]

Clinton Fire Department Advanced Vehicle Extrication

Six Clinton firefighters are now certified in advanced vehicle extrication. Clinton Fire Department Capt. Anthony Braden, Lt. Bradley Allen, Lt. Josh Bray, Firefighter Brad Bittinger, Firefighter J.C. Townsend, and Firefighter Brice Kidwell completed 20 hours of advanced level training in Cookeville, Tenn.

“In addition to being better prepared to handle most any emergecy extrication situation, all six members are now eligible to become trainers in the level of basic vehicle extrication,” Fire Chief Archie Brummitt said. [Read more…]

Spotlight: UT designates local official as certified public administrator

KNOXVILLE—The University of Tennessee has honored Anderson County Commissioner Steve Emert of District 3 as a certified public administrator at a Capstone event at Montgomery Bell State Park on April 11.

To achieve the designation, each of the officials completed 80 credit hours in the County Officials Certificate Training Program, or COCTP. The program is administered by the UT County Technical Assistance Service, or CTAS, and is available to every county employee in the state.

“No other state in the nation provides county employees with such specialized training,” said Bob Wormsley, executive director of CTAS. CTAS is an agency of the statewide UT Institute for Public Service. [Read more…]

The Y-12 National Security Complex recently fulfilled its commitment to provide low-enriched uranium, or LEU, as feedstock to fuel the “Safe LOW-POwer Kritical Experiment” (SLOWPOKE) research reactor in Kingston, Jamaica.

“Our role is to produce the uranium dioxide feedstock and to manage fabrication of LEU fuel pins for the reactor core to enable conversion from highly enriched uranium, or HEU, to LEU,” said John Creasy of Y‑12’s Nuclear Nonproliferation and Global Security Programs.

The new pins, made of low enriched uranium dioxide powder, will replace those made with weapons-useable HEU, thus making the reactor fuel less desirable to terrorists. Y-12 has a long history of supporting the U.S. Department of Energy’s nuclear nonproliferation activities throughout the world. This project is just one of several HEU-to-LEU conversion efforts in which Y-12 has participated in support of the Department’s Global Threat Reduction Initiative, or GTRI.

The last shipment of uranium dioxide feedstock was shipped last month to Atomic Energy of Canada Limited, where it will be fabricated into fuel pins. AECL was selected because it designed the original SLOWPOKE reactor. [Read more…]

Coffeehouse features local talent, new guitar class to benefit Free Medical Clinic

Guitars are being restrung, duos are reuniting, and vocal chords are being stretched yet again for the first coffeehouse of the summer.

Coffeehouse veteran Nicolas Cagle is especially excited to be performing for this fundraising series, now in its third summer. A recent graduate from Clinton High School, Nic wins over audiences with his big personality and vocal style. His vocal sound is unique in that he has a crooning quality that some say is reminiscent of ’50s great Buddy Holly.

Nic will be attending the University of Tennessee Knoxville in the fall, and plans on devoting much of his summer to not only performing at the coffeehouses, but teaching a new generation of performers as well at First Presbyterian Church.

An accomplished songwriter and guitarist, Nic will be leading a free guitar class for the next three weeks from 6:30-7:30 p.m. on Tuesdays and Thursdays for young performers. Just as the swing dancing initiative last summer was created to give high school and college students another creative outlet and place to gather, the guitar workshop hopes to do the same. A free workshop on health care reform on June 24 will provide an update for individuals and small businesses.

The discussion will include requirements, penalties, the Marketplace, and SHOP program, a press release said. The workshop is scheduled from 9 to 11 a.m. Tuesday, June 24, at the Oak Ridge Chamber of Commerce at 1400 Oak Ridge Turnpike.

It’s offered by the Tennessee Small Business Development Center at Roane State Community College, in partnership with the Community Health Alliance.

ORAU training and mobile app help communities near chemical stockpiles be prepared for related emergencies

CSEPP Ready, a mobile application developed by Oak Ridge Associated Universities, is a featured element in the inaugural 2013-2014 Prepare Pueblo emergency preparedness campaign in Pueblo, Colo., which is in its final phase from June to August 2014. Both the campaign and the app are intended to assist residents living in communities surrounding one of the last two active U.S. Army chemical warfare agent stockpiles with preparing for a potential related emergency.

Even though an accident is unlikely, the Federal Emergency Management Agency and the U.S. Army work together to ensure the local communities are prepared through the Chemical Stockpile Emergency Preparedness Program, or CSEPP. Through CSEPP, ORAU experts provide hands-on technology courses to train public affairs professionals and emergency managers to develop and deliver timely public information in an emergency event using the latest technology tools, including mobile apps, cloud technology, and social media. Specifically, CSEPP Ready, which can be downloaded free in both Android and iPhone/iPad mobile formats, provides checklists for family disaster kits, information on how to respond to emergency sirens, and directions for sheltering in place. Due to the Secret City Festival events, the Career Coach is moving its June 11 event to Wednesday, June 18, a press release said.

“So come to the Oak Ridge Public Library parking lot anytime between 10 a.m. and 3 p.m. on that day to receive job assistance,” the release said. “With access to their state-of-the-art computer lab and well-trained team, you can navigate online job searching and get on track to find the job you want.

“Need help with your resume but know you can’t get here for the June 18 Career Coach visit? Their experts will also be here on Wednesday, July 9, from 10 a.m. to 3 p.m. so choose the date that best fits your schedule or come to both.”

Startup company licenses ORNL tool that will help consumers lower energy bills

Knoxville-based Fiveworx has licensed an Oak Ridge National Laboratory technology that will help consumers reduce their utility bills by analyzing their home energy usage.

The ORNL technology, called Citizen Engagement for Energy Efficient Communities (CoNNECT), enables utility customers to easily monitor their energy consumption in a user-friendly Web-based platform. Fiveworx will apply the CoNNECT tool toward its mission to help utilities increase participation in their energy efficiency programs while reducing their marketing costs.

“Our goal is to motivate consumers to do five or more things to save money on their utility bills,” said Fiveworx CEO Patrick Hunt. “By combining principles of behavioral economics, consumer segmentation, big data, and predictive analytics, we help utilities give their customers a truly personalized energy savings plan that they’ll embrace and use to adopt energy efficient measures and behaviors.” [Read more…]

TBI investigating alleged rape by police officer or security guard

State authorities are investigating an allegation by an adult female that she was raped by someone who appeared to be a police officer or security guard, the Oak Ridge Police Department said Wednesday afternoon.

The woman was interviewed by Oak Ridge police officers on Tuesday. The Police Department then contacted the Anderson County District Attorney General’s Office, which notified the Tennessee Bureau of Investigation of the allegation, the ORPD said.

TBI Public Information Officer Josh DeVine confirmed that the bureau is investigating the allegation, but he said he can’t discuss any details, including when and where the alleged rape is alleged to have occurred or whether it might involve a security guard or police officer.

“It’s very preliminary at this point,” DeVine said.
