Forty-one workers laid off at ETTP, the former K-25 site

Forty-one employees have been laid off at the East Tennessee Technology Park, the former K-25 site, a spokesperson said Thursday.

Thirty-five employees worked on the K-25 Building demolition, and six worked on the K-27 project, said Wayne McKinney, spokesperson for UCOR, the U.S. Department of Energy’s cleanup contractor in Oak Ridge.

McKinney said the employees, who worked for subcontractors, were notified of the layoffs Thursday. He said it’s part of the normal ebb and flow of subcontracting.

A new roof-and-attic system tested at the Oak Ridge National Laboratory keeps homes cool in summer and prevents heat loss in winter, a press release said.

Among the features designed to improve efficiency are a ventilation system that pulls air from the underbelly of the attic into air space above the roof, the release said.

“Heat that would have gone into the house is carried up and out,” says Bill Miller of ORNL’s Building Envelope Group. “And with a passive ventilation scheme, there are no moving parts, so it’s guaranteed to work.”

No intentional wrongdoing in Y-12 test question distribution, WSI Oak Ridge says

WSI Oak Ridge workers did not intend to do anything wrong when test questions associated with a federal inspection were distributed to employees in August, the company said in a statement Tuesday.

The test questions and other information were allegedly found in a patrol vehicle on Aug. 29. They were part of a federal investigation after the July 28 security breach at the Y-12 National Security Complex, and they were not supposed to be shared, a U.S. Department of Energy official said earlier this month.

In its statement Tuesday, WSI Oak Ridge said its investigation, which used independent legal counsel, found that the distribution of the papers was not meant to help employees that could have been tested.

UT, ORNL lead national project to study nuclear fusion reactor materials

A research team at the University of Tennessee and Oak Ridge National Laboratory will receive $4.1 million during the next five years to study materials used in nuclear fusion reactors.

The funding is part of a larger $11.5 million U.S. Department of Energy project that includes seven other laboratories and universities across the country.

The goal is to help convert nuclear fusion, which promises an “almost limitless supply of clean and safe energy,” into a practical, commercial power source, a UT press release said.

DOE public bus tour has 1,600 visitors this summer

About 1,600 people toured the Oak Ridge Reservation during this summer’s public bus tour, the U.S. Department of Energy announced.

The annual tour of Oak Ridge facilities ended Aug. 31, and it attracted visitors from 40 states, a press release said.

Contractor completes K-25 east wing demolition, moves to north end

One month after a historic preservation agreement was signed, a federal cleanup contractor announced Friday that it has completed demolition work on the east wing of the K-25 Building and is preparing to demolish the north end.

Historic preservationists had lobbied for years to save the north end, but its deteriorated condition made that option unfeasible, a press release said.

Y-12 security breach ‘obvious dereliction of duty’

Lawmakers criticized federal officials and contractors during congressional hearings this week on the July 28 security breach at the Y-12 National Security Complex, demanding to know who had been fired and who had been responsible for repairing critical cameras that didn’t work.

“This level of intrusion into the perimeter of a highly secure nuclear weapons facility is unprecedented—and it is completely unacceptable,” said Mike Turner, an Ohio Republican who chairs the U.S. House Strategic Forces Subcommittee. “It is outrageous to think that the greatest threat to the American public from weapons of mass destruction may be the incompetence of Department of Energy security.”

Legislators took aim at federal officials and the “mind-boggling incompetence” of contractors. They wanted to know how an 82-year-old nun was able to reach the “Fort Knox” of uranium, a building inside a high-security area at Y-12 surrounded by fences and protected by alarms and cameras—and where deadly force is authorized.

Members of a U.S. House subcommittee grilled federal officials during a Wednesday morning hearing on the July 28 security breach at the Y-12 National Security Complex, calling it “appalling” and an “all-out failure,” and asking who had been fired and who was responsible for various problems—such as security cameras that didn’t work.

Some of the harshest criticism came from U.S. Rep. Marsha Blackburn, a Republican who represents the 7th District in middle and west Tennessee.

She cited a Washington Post report published online on Tuesday that said government investigators had warned of lax security at the site in classified reports nearly two years ago. Among the issues identified then were security cameras that didn’t operate, sloppy equipment maintenance, and poorly trained guards, the Post reported.

WSI reassigns Y-12 security director after test questions found in patrol vehicle

The new director of the protective force at the Y-12 National Security Complex has been reassigned after a federal inspector allegedly found papers in a patrol vehicle that included answers to a test scheduled to be given to guards as part of an investigation following an unprecedented July 28 security breach.

A U.S. Department of Energy official said the stack of papers found last week also included a copy of a test designed to quiz a random sample of a few dozen guards on policies and procedures, as well as a “post check” interview sheet. The “post checks” question security officers on procedures and performance tests, such as deploying gas masks. The papers were not supposed to be shared, said the DOE official, speaking on background.

Developer could request tax incentives at Alexander Inn

An unnamed business could request tax incentives to redevelop the historic but run-down Alexander Inn, city officials said Friday.

The Oak Ridge Industrial Development Board could hear a few brief summary of the proposal during a meeting this afternoon, although few details are publicly available. The potential owner or developer could request tax increment financing, or TIF, which uses new property tax revenues generated at a site to pay for improvements.

Federal official says Y-12 security breach demands swift, strong action

A rapid response was required after the unprecedented security breach at the Y-12 National Security Complex last month, a federal official said this week.

And the U.S. Department of Energy and National Nuclear Security Administration have both taken aggressive steps to restore and enhance security at the plant, the nation’s main production facility for many nuclear weapons components, the official said.

“Secretary Chu has made clear that the security of our nation’s nuclear material is the department’s most important responsibility, and he has no tolerance for federal or contractor personnel who cannot or will not do their jobs,” DOE spokesman Damien LaVera said. “As the secretary has made clear, the recent incident at Y-12 was a completely unacceptable breach of security and an important wake-up call for our entire complex. The severity of the failure of leadership at Y-12 demands swift, strong, and decisive action by the department.”

UCOR and steel workers union approve four-year contract

A steel workers union has approved a new four-year contract with UCOR, the U.S. Department of Energy’s cleanup contractor in Oak Ridge, for work at the former K-25 site.

The agreement between UCOR and the United Steel Workers Local No. 9-288 of Oak Ridge includes a 2 percent wage increase in each of the next four years and benefit changes similar to those announced for non-union employees earlier this year, a press release said.
