NRC could finish design review of small reactor by 2020

NuScale Power of Portland, Oregon, said Monday that the U.S. Nuclear Regulatory Commission has completed the second and third phases of its review of NuScale’s design for a small modular nuclear reactor, and the NRC is on track to complete the design review by September 2020.

This could be important to Oak Ridge because small modular reactors are possible at the Clinch River Nuclear Site in west Oak Ridge, although there are additional approvals that would be required.

The completion of the second and third phases of the NuScale design review is six weeks ahead of schedule, the company said in a press release on Monday.

“Completing phases 2 and 3 of the NRC’s design review certification process is a critical milestone for our company and the advanced nuclear industry,” said NuScale Chairman and Chief Executive Officer John Hopkins.

NRC has public hearing on Clinch River Nuclear Site in August

The U.S. Nuclear Regulatory Commission will have a mandatory hearing on August 14 regarding an application for an early site permit for one or more small modular nuclear reactors at the Clinch River Nuclear Site in west Oak Ridge. It’s the final step in the agency’s review of the application.

The Commission hearing will include testimony and exhibits from the Tennessee Valley Authority, which applied for the early site permit, as well as from the NRC staff. The testimony and exhibits will be about the question of whether the NRC staff’s review adequately supports the findings that are necessary to issue a permit, a press release said.

The August 14 hearing will begin at 9 a.m. in the Commission Hearing Room at NRC Headquarters at 11555 Rockville Pike in Rockville, Maryland. The hearing will be open to public observation and webcast. A detailed agenda and presentation slides will be available in advance on the Commission’s meeting page.

The U.S. Nuclear Regulatory Commission has scheduled a hearing for an application for a site in west Oak Ridge where small modular nuclear reactors could be built.

The hearing has been scheduled for 9 a.m. Wednesday, August 14, at the NRC in Rockville, Maryland.

The NRC will discuss an early site permit application submitted by the Tennessee Valley Authority for the Clinch River Nuclear Site. TVA has proposed using the 935-acre site, which is along the Clinch River south of Heritage Center (the former K-25 site), to build two or more small modular reactors. The site once hosted the former Clinch River Breeder Reactor Project.

During the August 14 hearing, the NRC will have an evidentiary session to hear testimony and receive exhibits in the uncontested proceeding for TVA’s early site permit application, according to a notice published in the Federal Register on Monday.

Small reactors can be safely located on Clinch River site, NRC says

Two or more small nuclear reactors could be safely located on a site in west Oak Ridge, a federal agency said this month.

The reactors could be built on the Clinch River Nuclear Site. That’s a 935-acre site south of Heritage Center (the former K-25 site) in the Roane County portion of Oak Ridge. The plant would be off Bear Creek Road near Highway 58 on a peninsula surrounded by the Clinch River on the east, south, and west.

The U.S. Nuclear Regulatory Commission has completed a final safety evaluation report for an early site permit application for the site.

“The report concludes there are no safety aspects that would preclude issuing the permit for the site,” the NRC said in a press release Tuesday. The report, which is about 600 pages, had been expected this month.

The Tennessee Valley Authority applied for the early site permit in May 2016. The NRC’s final safety evaluation report for the site was published Friday, June 14.

The U.S. Nuclear Regulatory Commission is still reviewing a permit application for a site in west Oak Ridge where two or more small modular nuclear reactors could be built.

The application for the early site permit for the Clinch River Nuclear Site was submitted by the Tennessee Valley Authority on May 12, 2016. The application was supplemented by a revision on January 18, 2019, the NRC said in a notice published in the Federal Register on Friday.

The 935-acre Clinch River Nuclear Site is located in the Roane County portion of Oak Ridge along the Clinch River.

Company could invest $500 million at medical isotope production facility

Coquí Radio Pharmaceuticals Corporation announced Wednesday that it could invest $500 million at a new medical isotope production facility at the Heritage Center in west Oak Ridge.

The facility could start production in late 2025, said Carmen Bigles, founder and chief executive officer of Coquí Radio Pharmaceuticals.

The U.S. Department of Energy has transferred land for the facility and provided research support through the national laboratories, the company said in a press release Wednesday morning.

Coquí’s facility will produce medical isotopes that diagnose and treat diseases, primarily molybdenum-99 (Mo-99), which is used in 18 million medical procedures a year in the U.S., the press release said.

The facility will provide more than 200 high-paying, permanent jobs, Coquí said. [Read more…]

The U.S. Nuclear Regulatory Commission has issued a final environmental impact statement, and the staff has recommended, based upon the environmental review, issuing an early site permit for the Clinch River Nuclear Site in west Oak Ridge, where two or more small modular nuclear reactors could be built.

The final environmental impact statement, or EIS, was issued by the NRC on April 3. A notice of the EIS and the staff’s recommendation was published in the Federal Register on Monday, April 8.

Committee recommends approving early site permit for Clinch River Nuclear Site

A federal safety committee has recommended that an early site permit be approved for small modular reactors at the Clinch River Nuclear Site in west Oak Ridge.

The Advisory Committee on Reactor Safeguards recommended the approval in a January 9 letter to the U.S. Nuclear Regulatory Commission. The letter was signed by Michael L. Corradini, committee chair. The Advisory Committee on Reactor Safeguards reports on the parts of an early site permit application that concern safety. The committee’s recommendation does not appear to have been previously reported.

An early site permit evaluates the suitability of a site for the potential construction and operation of a nuclear power plant. The permit application for two or more small modular reactors at the 935-acre Clinch River site was submitted by the Tennessee Valley Authority in May 2016. TVA said the reactors could generate up to 800 megawatts of electricity.

In a presentation to the Advisory Committee on December 6, TVA outlined what it appears to consider advantages of the Clinch River Nuclear Site: access to 500 kilovolt and 161 kilovolt transmission lines; being a neighbor to the U.S. Department of Energy, an interested customer; strong community support; and access to basic infrastructure and an abundant and skilled workforce. The U.S. Nuclear Regulatory Commission announced on Monday that there would be no significant impact from producing tritium for nuclear weapons in a second unit at the Watts Bar Nuclear Power Plant in Rhea County.

The project involves the Y-12 National Security Complex in Oak Ridge.

The tritium could be produced in Unit 2 at Watts Bar, which is near Spring City about 45 miles southwest of Oak Ridge.

Tritium, which boosts the yields of nuclear weapons, is already being produced in Watts Bar Unit 1. The Tennessee Valley Authority has been producing tritium there since 2003.

Twenty tons of uranium could be used to produce tritium for nuclear weapons

About 20 metric tons of highly enriched uranium could be “down-blended” to low-enriched uranium and transferred to the Tennessee Valley Authority for use as a fuel to produce tritium for nuclear weapons, according to a public notice published in the Federal Register this week.

The project involves the Y-12 National Security Complex in Oak Ridge and Watts Bar Nuclear Plant near Spring City in Rhea County, among other sites.

The National Nuclear Security Administration and TVA announced in August that they intend to enter into an agreement to “down-blend” highly enriched uranium to low-enriched uranium in order to help produce tritium, a key “boosting” component in nuclear weapons.

The highly enriched uranium used for the “down-blending” will be processed, packaged, and shipped from Y-12, according to the NNSA. Y-12 is an NNSA site, and it is the main storage facility for certain categories of highly enriched uranium. [Read more…]

The U.S. Nuclear Regulatory Commission will meet with the public in Kingston today (Tuesday, June 5) to discuss a draft conclusion that environmental impacts would be small enough to allow an early site permit to be issued for the Clinch River site in west Oak Ridge, where a small modular nuclear reactor could be built.

While in Kingston, the NRC staff will discuss the agency’s draft environmental impact statement on the early site permit application for the 1,200-acre Clinch River site, which is south of East Tennessee Technology Park (the former K-25 site) and east of State Route 58.

“The NRC is interested in the public’s views on the agency’s overall draft conclusion that environmental impacts would be small enough to allow the agency to issue the permit,” a press release said.

The NRC will be at Noah’s Event Venue, which is at 1200 Ladd Landing Boulevard in Kingston, from 2-4 p.m. and 7-9 p.m. (as needed) on Tuesday, June 5. NRC staff will describe the environmental review process and the conclusions of the draft environmental impact statement. Each meeting will conclude with a formal public comment period, the press release said. NRC open houses, which are scheduled from 1-2 p.m. and 6-7 p.m., will provide the public the opportunity to talk informally with agency staff. [Read more…]

The U.S. Nuclear Regulatory Commission will have two public meetings on June 5 to discuss the draft environmental impact statement for the Clinch River Nuclear Site in west Oak Ridge.

The two public meetings will be in Kingston, and they will be transcribed, the NRC said.

They will allow the public to comment on the draft environmental impact statement, or DEIS, for the early site permit application for the Clinch River Nuclear Site, where small modular nuclear reactors could eventually be built. The DEIS is available here. [Read more…]
