Rocky Top City Manager Foster running for AC register of deeds

 

Rocky Top City Manager Michael Foster is running for Anderson County register of deeds in the May 1 primary election.

In a press release, Foster said he would bring conservative values and proven, experienced leadership to office.

“I am pleased and honored to announce my candidacy for register of deeds for Anderson County,” Foster said in the press release. “During my time as city manager of Rocky Top, I have gained an understanding of the complexities of city, county, and state government.”

Foster has named his father, Larry Foster, a former director of Anderson County Schools, as his treasurer.

“Conservative principles are real for me,” Michael Foster said in the press release. “I am the only lifelong Republican candidate in this race, and I am the only candidate who has operated within their budget. I promise every resident of our county that I will operate the office without going back to the County Commission for more of the taxpayers’ money.”

Foster said a change is needed.

“Once I am register of deeds, citizens will save money and have a pleasant experience when they come into the office,” he said.

Foster said his father, Larry Foster, his campaign treasurer, has lived in Anderson County for the last 45 years since marrying Nancy Yarnell, the daughter of the late Anderson County Judge J.D. Yarnell.

“He understands this community and the people in it,” Michael Foster said of his father. “His experience and knowledge from 43 years working in the Anderson County School system is invaluable for my campaign. He has always been a role model for me on how to serve and give back to your community. I look forward to campaigning with him.”

Michael Foster said he looks forward to a positive campaign, meeting citizens, tackling challenges, and finding solutions.

He said he has held positions as both the city manager and city recorder of the City of Rocky Top for the past two-and-a-half years, and he is a certified municipal finance officer.

“Thanks to Foster’s leadership, Rocky Top received the 2016 Tennessee Municipal League Progressive Leadership Award, and it has received over $550,000 in grant funding during his time as city manager,” the press release said.

 

Foster serves on Anderson County Chamber Board of Directors, Rocky Top Chamber Board of Directors, Anderson County Economic Development Association Board of Directors, and Boys and Girls Club of North Anderson County Board of Directors, as well as Anderson County Tourism Board of Directors.

Foster is a member of the Clinton Rotary Club, Tennessee City Manager Association, TCMA Legislative Committee, and Tennessee Public Risk Association, the press release said. He serves as the chair of ASAP of Anderson Coalition.

“It is an honor to serve as Michael’s treasurer,” Larry Foster said. “I know and believe in his values and beliefs. Michael will be fair and honest to the citizens of Anderson County and will manage the Register of Deeds office with fidelity. At (an) early age, I could see Michael’s strong leadership skills start to develop from his time in the 4-H Club and the FFA. Leading people came naturally to Michael: He was Clinton High School FFA Chapter president and senior class president. After high school, he served as a Tennessee State FFA Officer and was a Student Government Association senator at the University of Tennessee. He now uses those same leadership skills as the Rocky Top city manager and will bring strong leadership to the Register of Deeds office.”

Larry Foster is a retired educator from the Anderson County school system with 43 years of service, with seven years as director of schools, the press release said. Larry Foster is very active in his community and church, the release said. He is a member of South Clinton Baptist Church, where he is a deacon and serves on several committees. He previously served on the Anderson County CO-OP Board of Directors, Anderson County Chamber Board of Directors, the Tennessee Director of Schools Association, Junior Achievement Board of Directors, and he is the past president of CTE Association, the release said.

Foster is running against the incumbent, Register of Deeds Tim Shelton, in the Anderson County Republican Party primary election on May 1. That election will decide who is register of deeds for the next four years because there is no Democrat running in the May 1 primary election ahead of the August 2 county general election.
