NOTICE OF 30-DAY PUBLIC COMMENT PERIOD

AND CITY COUNCIL PUBLIC HEARING

For

Annual Action Plan of the Consolidated Plan

CDBG Program Year 2015-City of Oak Ridge Fiscal Year 2016

 

The Consolidated Plan for Housing and Community Development is a requirement of the 1990 National Affordable Housing Act and the Community Development Plan, for the U.S. Department of Housing and Urban Development (HUD). Such a plan is required of entitlement communities, which receive Community Development Block Grant (CDBG) funds under HUD’s housing and service programs related to the needs of low- and moderate-income persons. The development of the sixth City of Oak Ridge Consolidated Plan took place during the eight-month period of September 2013 through April 2014 and is to be utilized for the three-year period of July 1, 2014 through June 30, 2017 (CDBG Program Year 2014 through Program Year 2016).

The Annual Action Plan must be submitted to HUD prior to the beginning of the entitlement community’s fiscal year. A citizen participation plan element requires that interested parties have a 30-day period in which to review and comment upon the funding proposals and that at least one public hearing be held. Any information received during the public comment period or at the public hearing will be included with the submitted Annual Action Plan.

The 30-day comment period for the PY2015/FY2016 City of Oak Ridge Annual Plan will begin on Friday, May 15, 2015, and end on Monday, June 15, 2015. A public hearing is to be held on Monday, June 8, 2015, at 7:00 p.m. during the City of Oak Ridge Council meeting at the Oak Ridge Municipal Building. Copies of the City of Oak Ridge CDBG Consolidated Plan 2014–2016, including the PY2015/FY2016 Annual Action Plan, will be available May 15, 2015 online at www.oakridgetn.gov at the Community Development Department site or by contacting Sherith Colverson at (865) 200-6989 or scolverson@oakridgetn.gov.

PY2015/FY2016 Entitlement Grant—$210,796.00

City of Oak Ridge Programs:

Scarboro Community Center Debt—$95,000.00

Acquisition and Removal of Dilapidated Housing—$103,898.00

Grant Administration—$11,898.00

Total—$210,796.00

TOTAL FUNDS PROPOSED FOR ALLOCATON—$210,796.00

The public hearing is to be held on Monday June 8, 2015, at 7:00 p.m. during the City of Oak Ridge Council meeting at the Oak Ridge Municipal Building. Citizens are encouraged to attend the public hearing. If unable to attend the hearing, please submit written comments, no later than June 12, 2015, to:
