DOE-Oak Ridge Office names diversity, employee concerns manager

Moses Madera, a United States Air Force veteran, was recently named manager of diversity programs and employee concerns for the U.S. Department of Energy’s Oak Ridge Office.

In this job, Madera will serve as the principal staff adviser to the Office of Science in Oak Ridge and site managers on equal employment opportunity (EEO), diversity, affirmative employment, alternative dispute resolution (ADR), environmental justice, and reasonable accommodation programs, a press release said. Madera will also manage the employee concerns program.

“We are really fortunate to have someone of Moses’ caliber join our office,” said Larry Kelly, manager of DOE-ORO. “He brings a wealth of knowledge in EEO and diversity to the table, and we’re looking forward to his guidance and expertise in his new role on our leadership team.”

Madera comes to ORO most recently from the U.S. Department of the Navy, Naval Undersea Warfare Center, Division Keyport, Washington, one of Naval Sea Systems Command’s field activities, where he had been the deputy equal employment opportunity officer since 2012. While there, he was responsible for continuous improvement of the EEO, diversity, and special emphasis programs, along with ADR and reasonable accommodation programs.

His experience also includes serving in a contractor position as the senior analyst for EEO and diversity programs for the NAVSEA Command in Washington Navy Yard, D.C., and NAVSEA Headquarters EEO and Diversity Office, the press release said. Madera has also worked for the Georgia Army and Air National Guard as EEO complaints case manager, EEO counselor, special emphasis program manager, supervisors and manager training instructor, and ADR coordinator.

Madera began his career in EEO and diversity as an EEO specialist for the United States Air National Guard in Warner Robins, Georgia. His success in establishing and managing exemplary EEO and diversity programs led to his transfer to the Joint Force Headquarters in Atlanta, Georgia, where he worked alongside the state equal employment manager.

Graduating cum laude from Embry Riddle Aeronautical University  in Warner Robins, Georgia, in 2011, he earned a master’s degree in aeronautical science with specializations in management and safety. He also received a bachelor’s degree in business administration with a minor in aerospace technology from Wayland University in Anchorage, Alaska.

Throughout his career, he has received several honors and awards, including the U.S. Air Force Outstanding Unit Award, U.S. Air Force Overseas Ribbon Long, U.S. Air Force Longevity Service, and U.S. Air Force Training Ribbon. He has also been honored with the National Defense Service Medal and the Global War on Terrorism Service Medal.
