Terry L. Payne, former senior research and development program manager for the Oak Ridge National Laboratory, has been named business development manager for ORAU’s programs related to science education, assessment, and workforce development.

In his new role, Payne will identify viable opportunities for gaining new business, formulate competitive strategies for growth, and develop networks and partnerships for ORAU. He will maintain and develop strategic relationships with federal agencies, state, and local government entities, government contractors, and private industry, a press release said.

“We are thrilled to have Terry join our team in this leadership role,” said ORAU President and Chief Executive Officer Andy Page. “His economic development experience will enhance our relationships with both our customers and our community partners. Plus, Terry’s extensive experience will help him identify new business opportunities for ORAU.”

Prior to joining ORAU, Payne held engineering and leadership positions with ORNL for more than 35 years. He was director of economic development from 2001 to 2007, and he worked on assignment at the U.S. Department of Energy where he managed proton-exchange membrane fuel cell development projects performed at various companies, universities, and DOE national laboratories.

From 2009 to 2014, Payne held managerial responsibilities for a 25-member ORNL research team supporting Centrus in its quest to develop and deploy an economically competitive uranium enrichment centrifuge. In the past two years, he has served as senior research and development program manager and also completed special assignments associated with reliability analysis/management and intellectual property management.

Payne has bachelor and master of science degrees in industrial and systems engineering, and a doctorate in strategic management of technology, all from the University of Tennessee in Knoxville.
